Software Development to Support the General Department of Civil Aviation (GDCA) of Armenia
QUESTIONS AND ANSWERS
# Question USAID Response
1. C4: Delivery Schedule- We would like to clarify what do you understand by SDLC documentation point 1.3. According to our knowledge and scrum experience, SDLC documentation includes all the points mentioned in the deliver schedule from 1.1 till 3.1.
Every step in the project shall be documented for future reference and for the improvement of the software in the development process. The design documentation may include writing the application programming interface (API).
2. L6: Do you expect to receive the technical proposal described in L6 in open text format or you have a preferred template.
There is no preferred format
3. L6: Could you please highlight main differences in your understanding between 2nd and 4th points in L6 (instructions for preparing the technical proposal). Both of them require presenting relevant projects with similar or close project concept, technical realization delivered to our clients within last 3 years using scrum?
L.6 points 2 and 4 are different as the former requires the offeror to present the organization’s relevant experience, while point 4 requires presenting past performance information to verify the quality of service delivery associated with the experience. Please see the attached matrix for past performance information. (ATTACHMENT B.)
4. Attachment 1, Technical Specification, point 7, Applications, Division 1, page 49: could you please clarify the issue related to workflow replacement, in case one division accidentally or deliberately missed the revision of its part.

5. Same as last point, page 50, it says “If the application has been rejected the operator will be notified about the rejection and will be able to update the application. The application will be updated in the CMS.”: Could you please clarify what exact CMS do you mean. Is it described anywhere in RFQ?
When the operators click the “submit” button they shall not be able to edit it. Only in case the application is rejected, the system shall allow the operator to edit it.
CMS is for content management system.
6. Clarify whether the requirement (C.6) stating that the proposed team has to have at least one Agile/Scrum certified expert, can be bypassed and whether an experienced team without certification would be accepted.
The requirement cannot be waived. A team member with Agile/Scrum certification is a requirement.

12 In the Tech Specifications part (ref. Attachment 1 _Overview) there is notion on usage of “open-source programming languages & RDBMS” Is it mandatory requirement or it is subject to consideration?
We’re mainly based on Microsoft technologies - and are specializing on C# / ASP.Net development (which actually has open source version) – and we would suggest MsSQL Express edition (which is available for free) So, our solution will be based on:
Operation System: Microsoft Windows Server 2012 R2 RDBMS: Microsoft SQL Server 2017 Express Edition Framework: Microsoft ASP.NET Core 2.0 Languages: C#/HTML/JavaScript Hosting options: Virtual Private Server (VPS) Price – 50$ ~ 100$ Depending on resources usage.
For Example: https://www.hostwinds.com/linux-vps.php or any other similar hosting provider.
Also Microsoft Azure might be used, ~200$ / month price.
As an alternative also My SQL can be suggested – but is already also Commercial Product, and only light edition is for Free … Will above suggested technology stack be acceptable for project implementation?
Open source is mandatory.
13 Web Application shall be responsive or not, e.g.
- Browsers to be supported?
- Does it assumed that users will be accessing web app from mobile devices (Tablets & Smart Phones) ?
- Responsive web design or separate Mobile View?
Yes, it shall be responsive.
Yes the users shall be able to access the web app from different devices.
14 Application Load
- # of potential Users
- Type / User Roles
- 3 of concurrent Users
If the operators are also considered as users, than there is no number, if not, then more than 20 concurrent users. This question shall be clarified and additionally discussed with the contractor.
15 System shall be only in Armenian or bi-lingual / multilingual? (Please indicate for System Modules and Data Entry )
Multilingual.
16 Ongoing support Aside from bug-fixes and minor adjustments/changes - is it expected that there might be serious Change Requests, or new features / functions?
The system is new for the GDCA and also for the operators and there might be need for additional changes.
17 If there are available sample Data Entry forms referenced in the Tech Spec in paper form – can we get 1-2 sample forms to review complexity?
