The solicitation is set-aside for small businesses with an estimated price range between $20,000,000 and $30,000,000. II.D. Technical Proposal

The Technical Proposal shall include the information requested below for the non-price factors described in Section VI. Non-Price Factors, when combined, are significantly more important than Total Evaluated Price. However, as proposals become more equal in their technical merit, the evaluated price becomes more important.

1. Non-Price Factors and Weights

The term "Similar Projects" shall be defined for evaluation purposes (Technical Factors 1, 2 and 3) as projects that meet all three elements of size, complexity, and type as further defined herein. The current project requires the phased working of various aspects as day-to-day functions of the LPOE are accommodated for the full duration of construction with minimal impact on operations. Each project need not contain every element, but the combination of Similar Projects shall meet every element and demonstrate the ability to perform the services required in a satisfactory manner.

Similar in size is defined as:

● Exceed $15,000,000 in total construction costs, two (2) projects completed in the last eight (8) years from the date of Solicitation issuance. One (1) of the two (2) project submissions can be incomplete, however it must be 75% complete from the date of the proposal submission, is on time (no liquidated damages assessed), within budget and in accordance with contract requirements.

Similar in complexity is defined as:

● Design and construction of roadway repair and replacement of 350,000 square feet of concrete pavement 8 inches or more in depth

● Phasing and planning of work to include road/lane closures

● Managing concrete placement, and removal of construction and demolition waste

● Project site will remain operational during normal business hours to allow traffic flow to continue during construction;

requiring phasing of lane closures and coordination with end users.

Similar in type is defined as:

● A project consisting of major modernization or renovation for road repair of a LPOE, complex, military base, commercial

Factor Evaluation Criteria Elements Weight

1 Past Performance (on Similar Projects) 40%

2 Past Experience (on Similar Projects) 30%

3 Key Personnel 30%

Total 100% docks, or facility area, university campuses, and highway road construction repair projects. Additional examples include, but are not limited to, highways, airport runways, tarmacs, commercial dock areas, bridges, and distribution center projects.

● Projects involving POV and commercial primary inspection lanes with booths, secondary POV inspection area with inspection canopies, and road and paving site work that meet the minimum depth (8 inches thick) of concrete.

Projects NOT considered similar:

● Stand-alone parking lots, sidewalks, and driveways

FACTOR 1 - Past Performance (on Similar Projects)

This factor considers the Offeror’s relevant past performance demonstrating excellence as it relates to quality of work, timeliness of performance, business relations, and overall customer satisfaction. The term “relevant past performance” means past performance for Similar Projects as defined above.

SUBMITTAL REQUIREMENTS:

The Offeror shall submit a minimum of two (2) projects based upon the criteria listed above, for similar projects completed within the last eight (8) years from the Solicitation date. If one (1) of the two (2) project submissions is incomplete, construction must be at least 75% complete from the date of the proposal submission. The Offeror shall submit a minimum of two (2) Past Performance Questionnaires (PPQ) or the FINAL evaluation from the Contractor Performance Assessment Reporting Systems (CPARS) or one of each to satisfy the requirements of this factor. The PPQ and/or CPARS shall be for Similar Projects as described above.

The PPQ Form is included in the solicitation as Attachment 3 and must be completed by the applicable client for each project and submitted with the technical proposal. Ensure correct phone numbers and email addresses are provided for the client point of contact.

Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the Offeror is unable to obtain a completed PPQ from a client for a project before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the project. If the client requests, the client may submit a questionnaire directly to the Government's point of contact, via email at temica.stewart@gsa.gov prior to proposal closing date. Offerors may resubmit PPQs previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.

Offeror should also include performance recognition documents received within the last 8 years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition.

This factor will be evaluated based upon the written responses to the RFP by the Offeror and by the evaluation of responses and references submitted by the Offeror. In addition to the above, the Government may review any other sources of information for evaluating relevant past performance. Other sources may include, but are not limited to, past performance information retrieved through CPARS, using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), previously submitted PPQ information, and any other known sources not provided by the Offeror. While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

The quality of the reference information supplied will be considered. In accordance with FAR 15.306, if award will be made without conducting discussions, offerors may be given the opportunity to clarify certain aspects of proposals (e.g., the relevance of an offeror’s past performance information and adverse past performance information to which the offeror has not previously had an opportunity to respond) or to resolve minor or clerical issues.

GSA will not maintain a database of PPQs submitted by Offerors.

FACTOR 2 - Past Experience (on Similar Projects)

This factor considers the past experience of the Offeror as a firm in providing construction services on Similar Projects. The Offeror must clearly demonstrate successful experience as a General Contractor for the construction of at least two (2) Similar Projects as defined above in Section II.D.1.

Offeror must explain how the characteristics of the projects are similar to the characteristics of this LPOE paving project. Each project need not contain every element above, but the combination of projects shall demonstrate a clear ability to perform these services in a satisfactory manner. The more characteristics demonstrated by the Offeror may be taken into consideration by the Government during the technical evaluation.

Offeror is also encouraged to provide information on problems encountered on the identified projects/contracts and the Offeror’s Team corrective actions.

SUBMITTAL REQUIREMENTS: For each project presented in relation to this factor, the Offeror must explain how the characteristics of the project relate to the characteristics of this project. For each project presented the Offeror shall submit the following data/information:

1. Project Title

2. Owner and/or Occupants/Tenants

3. Location

4. Project team including the subcontractors that performed major divisions of work

5. Description including square footage of work area

13. Original Scheduled Completion Time at Contract Award (Calendar Days).

14. Actual Completion Time (Calendar Days)

15. Number of Change Orders

16. Reasons for Change Orders

17. Describe the similarities to this project

This factor will be evaluated based upon the written response to the solicitation by the Offeror and the past experience demonstrated by the presented projects.

Completed CPARS evaluations may then be used by Federal acquisition community for use in making source selection decisions. CPARS assists acquisition officials by serving as the single source for contractor past performance data.

(1) CPARS Registration: Each award requiring an evaluation must be registered in CPARS. The contractor will receive several automated emails. Within thirty days of award, the contractor will receive an email that contains user account information, as well as the applicable http://www.cpars.gov/ http://www.cpars.gov/ contract and order number(s) assigned. Contractors will be granted one user account to access all evaluations.

(2) Contractor CPARS Training: Contractors may sign up for CPARS training. A schedule of classes will be posted to the CPARS training site (CPARS Training) and updated as needed.

(3) Contractor Representative (CR) Role: All evaluations will be sent the Contractor Representative (CR) named on your award. The CR will be able to access CPARS to review and comment on the evaluation. If your CR is not already in the CPARS system, the contracting officer will request the name and email address of the person that will be responsible for the CR role on your award.

Once an evaluation is ready to be released the CR will receive an email alerting them the evaluation is ready for their review and comment. The email will indicate the time frame the CR has to respond to the evaluation; however, the CR may return the evaluation earlier than this date.

GSA shall provide for review at a level above the contracting officer (i.e., contracting director) to consider any disagreement between GSA and the contractor regarding GSA’s evaluation of the contractor. Based on the review, the individual at a level above the contracting officer will issue the ultimate conclusion on the performance evaluation.

Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file.
