Basis of Contract Award.
1. The Government intends to award a single a contract, but may award multiple contracts, to the contractor whose submission is determined to be the best value to the Government in accordance with the evaluation criteria herein, price and other factors considered. Therefore, the Contracting Officer may issue a contract to other than the quoter with the lowest price. However, price, remains an important factor. Moreover, in accordance with FAR 13.106-2(b)(3), the Government shall not use a formal evaluation plan and shall compare quotes against each other. Any submission that does not comply with the solicitation, may be deemed non-responsive.
2. Quotes will be evaluated against each factor below. Failure to include all information requested may adversely affect the evaluation. A submission that merely reiterates or promises to accomplish the requirements of the solicitation will be considered unfavorably. A submission that is orderly, sufficiently documented, and easy for the Government to understand will enable the Government to perform a thorough and fair evaluation.
Evaluation Approach and Factors for Award:
Two (2) evaluation factors:
1) Price
2) Past Performance
(a) Factor 1 - Price: The Government will evaluate the overall price and determine if the submitted price is reasonable and complete. The Price will also be evaluated to determine realism and the contractor's understanding of the contract requirements as expressed by the solicitation. Any inconsistencies between proposed approach and price must clearly be justified. An evaluation that determines the contractor's price is unrealistic or does not match the technical approach will be evaluated unfavorably. The submission will be reviewed to determine if the price is reasonable using price analysis techniques. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. Generally, prices submitted in anticipation of price competition are reasonable.
(b) Factor 2 - Past Performance: Quality of performance will be evaluated for how well the prospective contractor has previously performed recent and relevant work. Recent experience is defined as having completed work within the last 3 years, and relevant work is work that has been performed that is closely associated to the respective work outlined in the attached Performance Work Statement (PWS). If no past performance is provided, the quoter's past performance will be considered neutral. A neutral rating will not hurt nor help a prospective quoter. However, the Government reserves the right to seek references of recent and relevant work the prospective quoter has performed, and use said references in the Government's overall assessment of the quoter's quality of past performance as of January 22, 2026 4
