This is a notice of a proposed contract action, specifically a solicitation notice. Proposed Solicitation Number. 86614120R00001.
The government intends to make four (4) awards from this Department of Housing and Urban Development, Office of Single-Family Housing Program one (1) solicitation for Lead-Based Paint Evaluation Services (LBPES). The government will not reimburse any prospective vendor or awarded contractor costs for this invitation to submit a proposal offer for this requirement.
The LBPES vendor performs visual assessments, performs lead-based paint inspections, develops stabilization plans, and completes clearance examinations on Single Family, HUD owned properties (a property may include up to 4 units).
Services to be performed under this contract shall be performed at HUD-owned Single-Family (SF) properties (1 to 4 SF units each in each property unit). Each property are located within one of four geographic Homeownership Centers (HOC). The government anticipates awarding one contract for each of the following four performance of work location (HOC) areas.
Atlanta HOC (AHOC): Alabama, Florida, Georgia, Kentucky, Illinois, Indiana, Mississippi, North Carolina, South Carolina, and Tennessee, Puerto Rico, and the Virgin Islands
Denver HOC (DHOC): Montana, North Dakota, South Dakota, Wyoming, Utah, Colorado, Nebraska, Kansas, New Mexico, Oklahoma, Texas, Minnesota, Wisconsin, Iowa, Missouri, Arkansas, Louisiana
Philadelphia HOC (PHOC): Michigan, Connecticut, New Hampshire, Vermont, Maine, Massachusetts, New York, Rhode Island, New Jersey, Ohio, District of Columbia, Delaware, Maryland, Pennsylvania, Virginia, and West Virginia
Santa Ana HOC (SAHOC): Arizona, California, Hawaii, Nevada, Alaska, Idaho, Oregon, Washington, Guam, and Northern Mariana Islands
This is a national buy with competition limited to eligible 8(a) participants under Federal Acquisition Regulations Subpart 19.8. The Small Business size standard is $16.5M for the North American Industry Classification System code 541620 “Environmental Consulting”. Primary Product/ Service Code is F107- Environmental Systems Protection- Toxic and Hazardous Substance Analysis.

HUD-A-11-100 Description of Services
a. The contractor must provide all equipment, management, materials, supervision, supplies, and other items and services necessary to coordinate, perform, schedule, and assure effective performance to determine the presence of lead-based paint evaluation services in HUD-owned properties, according to the terms and conditions of the contract.
b. The lead-based paint evaluation services shall include
1. Lead-based paint Visual Assessments
2. Lead-based paint Inspections
3. Lead-based paint stabilization plans.
4. Clearance examination and report.
c. The contractor will perform lead-based paint evaluation services in the following areas:
Area I - Atlanta Homeownership Center (AHOC): Alabama, Florida, Georgia, Kentucky, Illinois, Indiana, Mississippi, North Carolina, South Carolina, and Tennessee, Puerto Rico, and the Virgin Islands
HUD-A-32-100 Pricing for Lead-Based Paint Services
a. The prices for routine Lead-Based Paint Evaluation Services must include all technical and clerical services, materials, supplies, reviews, reports, communications, travel, printing, photographic expenses, postage, courier fees and other fees related to the delivery of information to HUD, general oversight, general and administrative costs, fringe benefits, and profit/fee.
b. The government will award a single Indefinite-quantity contract for each homeownership center area
HUD-A-32-101 Schedule of Prices/Costs
The quantities set forth for Lead-based paint evaluation services are the government’s best estimate of the total quantity to be ordered over the ordering period of the contract. In accordance with FAR § 52.216- 22(a), the quantities specified in the schedule are estimates only and are not purchased by this contract.
