14.Description: The Laboratory of Cellular Structure and Dynamics (LCSD) at the National Institute on Deafness and Other Communication Disorders (NIDCD) conducts basic research to understand the cellular and molecular mechanisms that underlie hearing and balance. The laboratory develops and applies advanced microscopy methods to investigate the structure, function, and dynamics of inner ear sensory hair cells and other specialized cell types. This acquisition will enhance the imaging capabilities of an existing fluorescence microscopy platform to support ongoing intramural research by enabling high-sensitivity, high-speed quantitative imaging of biological specimens.
The Laboratory of Cellular Structure and Dynamics (LCSD) requires one (1) scientific CMOS camera system, including all hardware, software, accessories, installation, and integration necessary for operation with the Government's existing Nikon fluorescence microscope system. The system shall meet or exceed the following minimum requirements:
• Scientific CMOS detector suitable for quantitative fluorescence microscopy.
• Photon-number-resolving or equivalent ultra-low-noise imaging technology.
• Read noise of 0.3 electrons RMS or less in low-noise acquisition mode.
• Minimum image acquisition rate of 25 frames per second in ultra-low-noise mode.
• High quantum efficiency optimized for low-light fluorescence imaging, including enhanced sensitivity in the ultraviolet wavelength range (250–400 nm).
• Support for hardware-triggered and synchronized image acquisition.
• Native raw image data output for quantitative image analysis.
• Camera interface hardware, including frame grabber, interface card, cables, adapters, and all accessories required for full system operation.
• Software, software licenses, and configuration necessary for operation with the existing Nikon NIS-Elements imaging software.
• Full compatibility with the existing Nikon microscope platform without requiring replacement of existing microscope components.
• On-site installation, system integration, configuration, functional verification, and basic operational training for Government personnel.
• Manufacturer's standard warranty.
15. Statutory Authority:
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, Subpart 13.106-1
(b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13— Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements.
16. Single-sole Source (Including brand-name) Determination:
The determination by the Government to make a single-sole source (Including brand-name) award is based upon the market research conducted as prescribed in FAR Part 10—Market Research, specifically the results of the market research concluded: The Hamamatsu ORCA-Quest 2 provides the combination of photon-number-resolving capability, ultra-low read noise, high-speed imaging performance, enhanced UV sensitivity, hardware triggering capabilities, and compatibility required for the existing Nikon microscopy platform and NIS- Elements imaging workflow.
The ORCA-Quest 2 is required to maintain compatibility with LCSD's existing Nikon microscopy platform and NIS-Elements imaging environment while providing the performance necessary for ongoing experiments. The existing imaging configuration and research workflows have been developed using this microscopy platform, and the required camera must integrate with the existing hardware, acquisition workstation, and NIS-Elements software.
17. Closing Statement:
This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice.
Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include:
unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.”
A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
The information received will normally be considered solely for the purposes of http://www.sam.gov/ determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
All responses must be received by September 16, 2026 at 2:00PM EST.
Responses must be submitted via email to the Contract Specialist and Contracting Officer identified above.
“All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.”
