(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.
The solicitation number is (75N98026Q01136). This solicitation is issued as a competitive combined synopsis/solicitation for commercial products or commercial services. The Government intends to award a contract or purchase order resulting from this solicitation using full and open competition.
This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold.
The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, seeks to award a Firm-Fixed Price Purchase Order to the responsible offeror whose proposal represents the best value to the Government.
(ii) The solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01, effective 03-13-2026.

(v) Description of Requirement:
Background
The mission of the National Institute on Deafness and Other Communication Disorders (NIDCD) is to improve the lives of millions of people with hearing loss and other communication disorders.
The National Institute on Deafness and Other Communication Disorders (NIDCD) study, understand and develop therapies for deafness, speech and language disorders and disorders of taste and smell. The NIDCD also trains investigators for future medical breakthroughs for these disorders. NIDCD conducts research using a combination of genetics, development, cell biology, biochemistry, biophysics, clinical insight and light and electron microscopy imaging to generate generalizable knowledge for translation to therapies in the clinic. NIDCD scientists collaborate with federal, academic and commercial researchers to develop technologies and methodologies to accomplish these goals. NIDCD researchers are also discovering small molecule and gene therapies for the disorders mentioned above to diagnose and treat these diseases.
The Laboratory of Molecular Genetics (LMG) in the NIDCD/NIH is focused on identifying the mutant genes associated with human deafness and syndromes involving deafness and determining the functions of these genes. Cell Biological understanding requires high resolution light microscopy and live imaging of normal and mutant cells in the auditory system. Live imaging requires control of temperature and atmosphere which can be accomplished with the requested warming box/enclosure from Nikon for the labs Nikon Eclipse Ti2 AX confocal microscope system which has a high resolution NSPARC detector.
Purpose and Objectives
The purpose of this acquisition is to procure a warming Box/Enclosure compatible with the existing Nikon Eclipse Ti-2 AX confocal microscope system with NSPARC detector.
Scope of Work
Contractor Requirements: This cage incubator controls and stabilizes the local environment when doing experiments that occur over multiple days. The cage incubator is made of two components—a stage top incubator and a heated enclosure. The Nikon Ti-2 microscope compatible cage incubator is manufactured by Tokai Hit, and called the “Warming box”. The Warming box can be installed on the Nikon Eclipse AX confocal setup base, the Ti-2. The cage incubator/environmental chamber encloses the whole microscope stage and objectives. This requested incubator accessory must be and is specifically engineered to fit a Nikon AX with NSPARC inverted confocal super-resolution microscope. This enclosure should protect samples from light, maintain the temperature, carbon dioxide levels and humidity levels uniformly, and allow the

An adaptor for slides needs to be included, along with housing to ensure that the SP400NX piezo stage area is properly enclosed to protect the user from the laser light, which is a safety feature that is critically important. The enclosure also includes a safety lock which automatically turns off the laser when the laser housing is open or exposed to protect the eyes of the investigator. Any replacement parts needed in the future must and will be supplied by Nikon Instruments, Inc. or an authorized vendor of products sold by Nikon Instruments.
The environmental chamber designed to fit the labs existing Nikon AXR inverted microscope system with a SPARK detector must contain the following parts:
1. Dark type Warming Box incubator package/ For 100% CO2 gas cylinder, Prior QGSP piezo.
2. Magnetic Holder and Lid for slide, chamber slide and chambered coverglass for STX-E series.
3. Add-on External Humidifier for 2025 STX controller.
4. Add-on Laser safety kit for SP400NX.
5. Five years for mechanical and optical components warranty.
6. One year warranty for electronic components.
(vi) Additional Requirements: The microscope must be re-aligned and recalibrated once this accessory has been added.
(vii) Inspection and Acceptance: After the installation of the chamber by a certified Nikon service engineer, the microscope must be re-aligned and recalibrated. Final inspection and acceptance shall be performed by the Government’s designated technical representative following completion of installation, integration, configuration, alignment, and functional testing.
(viii) Security: In accordance with NIH policy and Laser Safety regulations, the installation and service of the chamber should be performed in room 1F-352 with the door closed and a Laser safety warning sign displayed on the door.
The Contractor shall comply with all applicable NIH security, safety, and visitor access requirements while performing work on the NIH campus. Contractor personnel shall coordinate site access with the Point of Contact before arrival and comply with all NIH policies and procedures during equipment delivery, installation, and testing.
