About this file

This is a Request for Quote (RFQ) and Public Notice of Proposed Acquisition for camera and objective upgrades to support advanced cellular imaging research at the National Heart, Lung, and Blood Institute (NHLBI).

Acquisition Overview and Requirements

The National Institutes of Health seeks a current-generation scientific CMOS (sCMOS) camera and a long-working-distance 40X water-immersion objective lens compatible with the existing Nikon Ti2 W1 spinning-disc confocal microscope operated by the Rusan Laboratory. The laboratory requires improved detector sensitivity and acquisition performance for low-light fluorescence imaging, and the new objective is needed to support expansion microscopy techniques that produce thicker biological specimens. The government determined through market research that the specified Nikon/Photometrics camera and objective upgrade configuration is the only solution capable of meeting the complete minimum requirements while maintaining interoperability with the existing Government-owned microscope system. This is a single-sole source, non-competitive acquisition under FAR 8.405-6(b) (Items Peculiar to One Manufacturer) and does not include any small business set-aside.

Acquisition Details and Response Requirements

Announcement Number 75N98026Q01105 was posted on August 26, 2026, with a closing response date of September 4, 2026, at 3:00 PM EST. The proposed award date spans September 28, 2026, through September 27, 2027. This acquisition is being conducted under FAR Part 13 (Simplified Acquisition Procedures) using the RFQ method. The NAICS codes are 333314/333310 with a small business size standard of 1,000 employees. Responses must include unit price, list price, shipping and handling costs, delivery period, prompt payment discount terms, FOB point, DUNS number, TIN, and business size certification. All offerors must maintain active registration in the System for Award Management (SAM). Responses must be submitted via email to Contracting Officer Roxane Burkett at roxane.burkett@nih.gov. The contracting office is located at the National Institutes of Health, 6701 Rockledge Drive, Bethesda, Maryland 20892-7902.

13. Description:

The Rusan Laboratory relies on advanced cellular imaging to study centrosomes and the cytoskeleton during mitosis and spermatogenesis. The laboratory currently operates a Nikon Ti2 W1 spinning-disc confocal microscope that is an established component of its imaging infrastructure.

The camera currently installed on the system is approximately three technology generations old and has substantially lower quantum efficiency than current-generation scientific CMOS (sCMOS) cameras. The laboratory's increasing demand for low-light fluorescence imaging requires improved detector sensitivity, acquisition performance, and image quality. The laboratory therefore requires a current-generation sCMOS camera that can be integrated into the existing Nikon Ti2 W1 spinning-disc confocal system.

The laboratory has also adopted expansion microscopy. In this technique, biological specimens are embedded within an expandable gel matrix, resulting in samples that are substantially thicker than conventional cells or tissues. Imaging these specimens requires a microscope objective with sufficient working distance to focus through the expanded sample. The laboratory's existing objectives do not provide the necessary working distance; therefore, a compatible long-working-distance 40X water-immersion objective is required.

These upgrades will allow the laboratory to improve low-light imaging performance and conduct expansion-microscopy experiments using its existing Government-owned microscope rather than acquiring a separate imaging system.

14. Statutory Authority:

This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Subpart 8.4—Federal Supply Schedules, specifically FAR 8.405-6(b), Items Peculiar to One Manufacturer. The Government has determined, based upon market research conducted in accordance with FAR Part 10, that the Nikon Ti2 W1 Spinning-Disc Microscope is essential to the Government’s requirements and that other commercially available products do not meet the Government’s complete minimum requirements.

Pursuant to FAR 8.405-6, orders placed under the Federal Supply Schedule program are exempt from the competition requirements of FAR Part 6.

Accordingly, the Government may restrict consideration to the Nikon Ti2 W1

Spinning-Disc Microscope as a brand-name item when the particular brand-name product or features are essential to the Government’s requirements and the market research supports the restriction.

15. Single-sole Source (Including brand-name) Determination:

The determination by the Government to restrict this acquisition to a brand-name requirement is based upon the market research conducted as prescribed in FAR Part 10—Market Research. Specifically, the results of the market research concluded that the specified Nikon/Photometrics camera and objective upgrade configuration is the only configuration identified as capable of fulfilling the Government’s complete minimum requirements for this acquisition.

The NHLBI Rusan Laboratory currently owns and operates a Nikon Ti2 W1 spinning-disc confocal microscope. This acquisition is not for a new or stand-alone microscope system; rather, it is for a camera and objective upgrade to the existing Government-owned platform. The required components must integrate with the microscope’s existing optical, mechanical, electronic, and software environment, including the spinning-disc configuration, mounting interfaces, acquisition software, drivers, triggering, synchronization, and system controls.

The objective must also provide the long working distance and optical performance necessary for fluorescence imaging of thick specimens produced through expansion microscopy.

Market research determined that commercially available scientific cameras and microscope objectives provide overlapping imaging capabilities. However, the Government’s requirement is not simply for a current-generation sCMOS camera and long-working-distance objective. The required components must have demonstrated compatibility with the installed Nikon Ti2 W1 spinning-disc system and provide the required imaging performance without material modification or replacement of the Government-owned microscope. Market research confirmed that the specified long-working-distance 40X water-immersion objective provides the required optical and mechanical characteristics for the Nikon Ti2 platform and that the specified Kinetix22 camera supports the Nikon acquisition environment and has been demonstrated in Nikon Ti2 spinning-disc configurations.

Use of components that cannot be demonstrated to fully integrate with the installed system could require additional adapters, software, controllers, engineering, or modification of existing equipment and could compromise the functionality of the established imaging platform. The market research did not identify an alternative configuration demonstrated to satisfy the complete combination of compatibility, integration, optical-performance, low-light imaging, and expansion-microscopy requirements.

Accordingly, the specified Nikon/Photometrics camera and objective upgrade configuration is the only configuration identified through market research as capable of satisfying the Government’s complete minimum requirement while preserving interoperability and functionality of the existing Government-owned Nikon Ti2 W1 spinning-disc confocal microscope. For these reasons, the Government will restrict the requirement to the specified brand-name configuration under FAR 8.405-6(b).

16. Closing Statement:

This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice.

Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include:

unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.”

A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.

The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.

All responses must be received by September 4, 2026 at 3:00PM EST.
