13. Description:
The NHLBI Murine Phenotyping Core requires eight additional mouse chamber configurations and associated components to expand its existing Government-owned Columbus Instruments Oxymax CLAMS high-speed indirect calorimetry and metabolic phenotyping system from eight to sixteen simultaneous mouse positions. The expansion will integrate with the existing CLAMS cabinet, hardware, sensors, communications, software, and data-acquisition infrastructure and will provide additional capacity for indirect calorimetry, feeding and drinking measurements, activity monitoring, telemetry, and comprehensive mouse metabolic characterization.
14. Statutory Authority:
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, Subpart 13.106-1
(b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13— Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements.
15. Single-sole Source (Including brand-name) Determination:
The determination by the Government to make a single-sole source (including brand-name) award is based upon the market research conducted as prescribed in FAR Part 10—Market Research. Specifically, the results of the market research concluded that Columbus Instruments Oxymax CLAMS expansion components are the only products identified as capable of fulfilling the Government’s complete minimum requirements for this acquisition.
The NHLBI Murine Phenotyping Core currently owns and operates an eight-chamber Columbus Instruments Oxymax Comprehensive Lab Animal Monitoring System (CLAMS). This acquisition is not for a new or stand-alone metabolic phenotyping system; rather, it is for eight additional chambers and associated components necessary to expand the existing Government-owned system from eight to sixteen simultaneous mouse positions. The existing CLAMS cabinet is designed to accommodate sixteen chambers, and the additional components must physically, electronically, and functionally integrate with the installed CLAMS hardware, communications architecture, sensors, activity monitoring, feeding and drinking measurement systems, telemetry equipment, software, controls, and data-acquisition environment.
Market research determined that commercially available metabolic phenotyping systems provide overlapping capabilities for indirect calorimetry, activity monitoring, feeding and drinking measurements, and related metabolic characterization. However, no alternative manufacturer's components were identified that are demonstrated to integrate with the Government's existing Columbus Instruments CLAMS cabinet and communications/data-acquisition architecture and operate concurrently with the existing eight CLAMS chambers as one integrated sixteen-position system. Acquisition of incompatible components or a separate platform would not accomplish the required expansion and would require separate or replacement infrastructure, software, controls, and data-management architecture.
Compatibility is also essential to maintaining scientific consistency within experimental studies. The additional eight positions must operate using the same system architecture, measurement methodology, environmental monitoring, sensors, and data-acquisition framework as the existing eight positions to minimize equipment-related variability and permit meaningful comparison of animals within the same study. The Government's market research therefore established that the requirement is not simply for additional metabolic monitoring equipment, but for components that are fully compatible and interoperable with the Government's installed CLAMS system.
Accordingly, Columbus Instruments Oxymax CLAMS expansion components are the only products identified through market research as capable of satisfying the Government's complete minimum requirement for compatibility and interoperability with the existing Government-owned CLAMS system. For these reasons, the Government will proceed with the Columbus Instruments Oxymax CLAMS High Speed Chamber Expansion on a single-source/brand-name basis under FAR 13.106-1(b)(1).
