About this file
This is a Request for Quote (RFQ) and Public Notice of Proposed Acquisition for the purchase of an Agilent 1260 Infinity III HPLC System issued by the National Heart, Lung, and Blood Institute (NHLBI), a component of the National Institutes of Health. The acquisition is being conducted under FAR Part 13 (Simplified Acquisition Procedures) as a single-source, non-competitive action with Solicitation Number 75N98026Q01096. The closing response date is September 4, 2026 at 3:00 PM EST, with a proposed award date of September 28, 2026 through September 27, 2027. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. Responses should be submitted via email to the Contracting Officer, Roxane Burkett, at roxane.burkett@nih.gov and must include unit price, list price, shipping and handling costs, delivery period, prompt payment discount terms, F.O.B. point, DUNS number, Taxpayer Identification Number (TIN), and business size certification. All offerors must maintain active registration in the System for Award Management (SAM) at www.sam.gov.
The acquisition is justified as a single-source award based on market research concluding that the Agilent 1260 Infinity III is the only platform capable of fulfilling NHLBI's complete requirements. The NHLBI Analytical Biochemistry Core Facility requires replacement of its obsolete Agilent 1100 HPLC system (in service for over 15 years and no longer manufacturer-supported) while maintaining continuity with the established hemoglobin analytical methodology used since 2013, compatibility with existing Agilent OpenLab/ChemStation software, and longitudinal comparability of research results. Although market research identified other HPLC systems with analytical capabilities, none were demonstrated to satisfy the complete requirement without additional method transfer, revalidation, software migration, and associated risks. The Agilent 1260 Infinity III provides necessary continuity within the existing Agilent environment, supporting migration from the obsolete platform while preserving the analytical workflow for ongoing NHLBI research operations, particularly for the John Tisdale Lab and other major research groups.

13. Description:
The Analytical Biochemistry Core Facility provides critical analytical support to numerous laboratories within the National Heart, Lung, and Blood Institute (NHLBI). Core competencies include intact protein mass determination and the precise identification and quantification of small molecules and metabolites via LC/MS and HPLC.
A cornerstone of the facility’s service is the quantitative analysis of hemoglobin (Hb). Since 2013, this HPLC-based methodology has supported over five major research groups—most notably the John Tisdale Lab—processing diverse biological matrices including patient blood, cultured cells, and tissue samples.
The facility currently relies on an Agilent 1100 HPLC system that has been in service for over 15 years. As this model is now obsolete and no longer supported by the manufacturer for parts or maintenance, an upgrade to the 1260 HPLC system is essential to prevent service interruptions and maintain the rigorous standards of NHLBI research.
14. Statutory Authority:
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, Subpart 13.106-1
(b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13— Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements.
15. Single-sole Source (Including brand-name) Determination:
The determination by the Government to make a single-sole source (including brand-name) award is based upon the market research conducted as prescribed in FAR Part 10—Market Research. Specifically, the results of the market research concluded that the Agilent 1260 Infinity III HPLC system is the only platform identified as capable of fulfilling the complete requirements of this acquisition.
The NHLBI Analytical Biochemistry Core Facility requires replacement of its obsolete Agilent 1100 HPLC system while maintaining continuity of the established hemoglobin (Hb) analytical methodology that has been used since 2013 to support multiple NHLBI research groups. The Government's requirement is not simply for an HPLC system capable of performing hemoglobin analysis;
rather, the replacement system must preserve continuity of the established analytical workflow, maintain compatibility with the Core's existing Agilent OpenLab/ChemStation software and data environment, and support longitudinal comparability of research results generated using the existing methodology.
Market research determined that commercially available HPLC systems provide substantial analytical capabilities and could potentially perform the underlying chromatographic analysis following method transfer and revalidation. However, no alternative platform identified through the research was demonstrated to satisfy the Government's complete requirement while maintaining the established Agilent analytical workflow and software/data environment without additional method transfer, revalidation, software migration, retraining, and associated risks to longitudinal data comparability. The Agilent 1260 Infinity III provides continuity within the existing Agilent LC environment and supports migration of the laboratory's established methodology from the obsolete Agilent 1100 platform.
Accordingly, the Agilent 1260 Infinity III HPLC system is the only platform identified through market research as capable of satisfying the Government's complete minimum requirement while preserving the established Hb analytical workflow, existing software and data environment, and longitudinal research-data comparability without unnecessary revalidation and migration risk. For these reasons, the Government will proceed with the Agilent 1260 Infinity III HPLC system on a single-source/brand-name basis under the authority and procedures applicable to the acquisition vehicle.
