About this file
This is a Request for Quote (RFQ) and Public Notice of Proposed Acquisition for a Thorlabs Veneto Inverted Microscope for Fluorescence Lifetime Imaging Microscopy (FLIM) from the National Heart, Lung, and Blood Institute (NHLBI).
The acquisition number is 75N98026Q01072, posted on August 26, 2026, with a response deadline of September 4, 2026 at 3:00 PM EST. The proposed award date is September 28, 2026 through September 27, 2027. This is a simplified acquisition conducted under FAR Part 13 with a single-source, non-competitive procurement based on market research demonstrating that the Thorlabs Veneto is the only platform capable of meeting NHLBI's complete requirements. The NAICS code is 334516 with a small business size standard of 1,000 employees. The Laboratory of Advanced Microscopy and Biophotonics (LAMB) requires the microscope system to integrate with existing optoelectronics including femtosecond infrared and picosecond visible laser sources, Becker & Hickl time-correlated single-photon-counting detectors, and other optical components. The system must provide modular and customizable optical pathways, external hardware integration capability, software-integrated data acquisition for lock-in amplifier signals, and support for confocal, widefield, and multiphoton imaging modalities. Interested parties must submit responses via email to Contracting Officer Roxane Burkett (roxane.burkett@nih.gov) containing unit price, list price, shipping costs, delivery period, prompt payment discount terms, FOB point, DUNS number, TIN, and business size certification. All offerors must maintain active registration in the System for Award Management (SAM) at www.sam.gov.

13. Description: The National Heart, Lung, and Blood Institute (NHLBI), Laboratory of Advanced Microscopy and Biophotonics (LAMB), requires a Thorlabs Veneto Inverted Microscope to support fluorescence microscopy and high-resolution imaging of cells, tissues, and organelles. LAMB develops and applies advanced microscopy methods, including fluorescence lifetime imaging microscopy (FLIM), polarized FLIM, stimulated emission, RICS, confocal imaging, and multiphoton imaging. The laboratory intends to use the Veneto Inverted microscope as a one-for-one replacement for its approximately 20-year-old microscope, which has unreliable internal motors and is no longer serviced by the original manufacturer.
The required system must be modular and modifiable and must integrate with LAMB's existing optoelectronics, including femtosecond infrared and picosecond visible laser sources, Becker & Hickl time-correlated single photon counting (TCSPC) ultrafast detectors/electronics, and other laboratory optical components. The requirement also calls for an accessible, software-integrated data acquisition card (DAQ) to record lock-in amplifier signals used in stimulated emission and stimulated Raman measurements. The Statement of Need identifies the Veneto platform as a turnkey system capable of confocal, widefield, and multiphoton imaging, with seven customizable optical pathways, multiple-detector capability, a two-photon configuration, open-source software, and compatibility with the laboratory's existing laser and FLIM detector infrastructure.
14. Statutory Authority:
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, Subpart 13.106-1
(b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13— Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements.
15. Single-sole Source (Including brand-name) Determination:
The determination by the Government to make a single-sole source (including brand-name) award is based upon the market research conducted as prescribed in FAR Part 10—Market Research. Specifically, the results of the market research concluded that the Thorlabs Veneto Inverted Microscope is the only platform identified as capable of fulfilling the complete requirements of this acquisition.
The Laboratory of Advanced Microscopy and Biophotonics (LAMB) requires an inverted confocal/multiphoton microscope capable of integrating with its existing specialized optoelectronics, including femtosecond infrared and picosecond visible laser sources, Becker & Hickl time-correlated single-photon-counting detectors and electronics, and other specialized optical components. The system must also provide user-accessible and reconfigurable optical pathways, the ability to integrate specialized external hardware and signals, customizable acquisition control, and software-integrated data acquisition capability necessary to support the laboratory's custom stimulated-emission, stimulated-Raman, FLIM, and other advanced microscopy methods.
Market research determined that commercially available advanced microscopy systems provide overlapping imaging capabilities; however, no other platform identified through the research was demonstrated to satisfy the Government's complete combination of interoperability, optical-path accessibility and customization, external hardware and signal integration, and customizable acquisition-control requirements. The Thorlabs Veneto provides the modularity and accessible optical architecture necessary to integrate with LAMB's existing instrumentation while supporting modification and development of new microscopy methods.
Accordingly, the Thorlabs Veneto Inverted Microscope is the only platform identified through market research as capable of satisfying the Government's complete minimum requirement without materially altering LAMB's established instrumentation and experimental methods. For these reasons, the Government will proceed with the Thorlabs Veneto Inverted Microscope on a single-source/brand-name basis under FAR 13.106-1(b)(1).
16. Closing Statement:
