Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

STATEMENT OF WORK (SERVICES)

(SOW)

GENERAL INFORMATION

Title of Project:

Retrofit study participant transport vehicles with handicap accessible transport chairs

Statement of Need and Purpose:

The government requires transport vehicles that have handicap accessible features to allow longitudinal study participants with limited mobility to transfer in and out of the vehicle used to transport them to the study site. Participants with limited mobility and the chronic conditions under study (diabetes, cardiovascular disease, cognitive decline) require additional transportation safeguards to retain their enrollment as study participants. This requirement could be addressed by modifying our two (2) transport vehicles to have special features that make it easier and safer to navigate entering and exiting and will allow the study team to continue to gather important longitudinal data and meet study goals centered on chronic disease.

Background Information and Objective:

Over half of our research population is over the age of 65. There is an increasing number of participants who have mobility issues and many participants require transportation to the study site as they do not have their own transportation and public transportation is limited. We have two existing vehicles which can be retrofitted to make them handicap accessible. Retrofitting the existing vehicles is less expensive than purchasing new vehicles providing cost savings to the government. Because participants come from various areas around Baltimore, two vehicles are required.

Period of Performance:

30 ARO

SCOPE OF WORK

General Requirements:

Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the specific requirement listed.

Specific Requirements:

The contractor shall complete the following:

The two (2) original equipment bucket-style seats are to be removed from the second row of the driver and passenger sides of two (2) vehicles.

Two (2) new transport chairs will be installed on the second row of the driver and passenger sides of the same two (2) vehicles.

The transport chairs must make it safe and easy for elderly individuals with limited mobility to transfer in and out of both vehicles. Specifically, the transport chairs must be electrically powered in rotating, extending, moving up and down once it’s extended and moving forward and backward with a remote control. The electrical system must be appropriate for the make and model of the vehicle. The transport chairs must have a manual operating system as a backup if the electrical operating system fails. The chairs themselves must be:

• upholstered in a water-proof and easy to clean material

• match the interior color of the vehicle (black)

• have armrests on both sides of the chairs

• have a weight capacity of at least 300lbs.

Work must be completed, and vehicle returned, within 30 calendar days of when vendor received the vehicle. Vehicles will not be provided at the same time.

LEVEL OF EFFORT:

100%

GOVERNMENT RESPONSIBILITIES

The government will provide two Chevy Traverse vehicles (listed below). The government will deliver and pick up the vehicles within 50 miles of the Biomedical Research Center (BRC; 251 Bayview Boulevard Baltimore, MD 21224), otherwise the vendor is responsible for transporting the vehicles from the BRC on a flatbed towing vehicle and returning them after the work is completed. Transportation costs must be included in quote if applicable.

• Vehicle #1 is a 2020 Chevy Traverse with black interior

• Vehicle #2 is a 2019 Chevy Traverse with black interior

DELIVERY OR DELIVERABLES

Vehicles are to be returned with two new handicap accessible transport chairs in the second row of the driver and passenger sides in each vehicle. Chairs must meet criteria in the ‘Specific Requirements’ section. Operating manuals for the chairs are to be provided.
