About this file
This is a Request for Quotation (RFQ) and Combined Synopsis/Solicitation issued by the National Institutes of Health (NIH), Office of the Director, Office of Acquisitions and Logistics Operations. The solicitation number is 75N98026Q00990, issued August 7, 2026, with quotation deadline August 24, 2026 at 8:00 AM EST. The requirement is for a PRISM study of a compound identified as NCGC01219867, with a period of performance from September 4, 2026 to October 3, 2026. This is an unrestricted, competitive acquisition conducted under FAR 12.603 (Streamlined Solicitation for Commercial Products or Commercial Services) for commercial services, not a small business set-aside. The associated NAICS code is 541715 (Research and Development in the Physical, Engineering, and Life Sciences) with a small business size standard of 1000 employees.
The contractor must conduct a Broad Institute pooled cancer cell line drug sensitivity screening, testing the compound against approximately 900 barcoded cancer cell lines in a standardized five-day assay using Luminex-format screening at 8-point dose with 3-fold dilution. The compound must be submitted as 1000x stock concentration in 100% DMSO. Deliverables include data detailing viability of all 900 cell lines, assay quality metrics, univariate and multivariate feature set correlation analysis, and all raw data from NCATS test agents, to be provided through the PRISM Portal. The Government will provide the analog to be screened. All data produced belongs to NCATS, and the contractor must maintain confidentiality. Award will be made on a Firm-Fixed-Price basis to the responsible offeror offering best value, evaluated on price, technical capability, past performance, and delivery schedule. Quotations must include unit and total price, shipping/handling costs, delivery timeframe, delivery terms, F.O.B. point, product/service description, UEI, TIN, and business size certification, with offerors required to be registered in SAM. Responses should be submitted electronically to Jaddua.Johnston@nih.gov. The contracting specialist is Jaddua Johnston (240-569-0006).

Version 12-23-2025-1 FAR Part 11—Describing Agency Needs
STATEMENT OF WORK (SERVICES)
(SOW)
GENERAL INFORMATION
Title of Project:
PRISM study of a Compound NCGC01219867
Statement of Need and Purpose:
The National Center for Advancing Translational Sciences needs to evaluate a promising drug-like compound, identified as NCGC01219867, to determine whether it should be advanced as a starting point for therapeutic development. The required service is a Broad Institute pooled cancer cell line drug sensitivity study that tests the compound against approximately 900 barcoded cancer cell lines in a shared five-day assay.
Background Information and Objective:
PRISM is Broad’s pooled cancer-cell-line drug-sensitivity platform. In PRISM, hundreds of barcoded cancer cell lines are mixed together, treated with compounds, and then barcode abundance is measured to infer how much each compound inhibited or killed each cell line. It evaluates the efficacy and viability responses of hundreds of barcoded cancer cells. By using molecular barcoding, researchers can test thousands of compounds without losing single-line data, enabling massive scale.
Period of Performance:
Data will be released on the PRISM Portal approximately 4 months after the submission window closes.
