Summary

This is a non-competitive combined synopsis and solicitation issued by the National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, for the acquisition of a Blackbox One™ BB1 1R-4 In Vivo Behavioral Analysis System and Palmreader™ Software. The solicitation number is 75N98026Q00849, issued on July 28, 2026, with a response deadline of August 3, 2026, at 2:00 PM EST (1400 hours). The NIH intends to award a firm-fixed-price contract on a non-competitive basis to Blackbox Biotech, Inc., located at 2801 Just in Road, Suite 210, Flower Mound, TX 75077. This requirement is not set aside for small business. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing), with a small business size standard of 1,000 employees. Delivery is required by August 1, 2026, with the equipment destined for Dr. Nicholas Ryba at NIH/NIDCR, Building 35A, Room 3F220, Bethesda, MD 20892.

The acquisition addresses a need to support preclinical research through advanced behavioral phenotyping of laboratory rodents. The Blackbox One system provides specialized in vivo analytical capabilities for high-resolution behavioral analysis of freely moving mice and rats, with simultaneous assessment of ventral body pose and paw contact/force measurements. The system is compatible with the proprietary Palmreader™ data acquisition and analysis software, which provides unique behavioral endpoints for identifying pain states, evaluating analgesic efficacy, and distinguishing analgesic effects from sedative effects in preclinical models. The hardware and software are protected by multiple U.S. patents and international patent applications, making Blackbox Biotech the sole source provider. Responses must include unit pricing, list price, shipping and handling costs, delivery timeframe, delivery terms, prompt payment discount terms, F.O.B. point, product/catalog numbers, and product descriptions. Respondents must provide the Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), business size certification, and demonstrate active registration in the System for Award Management (SAM). Technical Background:

Background for why you need it:

The purpose of this acquisition is to support preclinical research through advanced behavioral phenotyping of laboratory rodents. The Blackbox One™ BB1 1R-4 system is a specialized in vivo laboratory analytical instrument designed to characterize the behavior of freely moving laboratory mice and rats through simultaneous analysis of body pose and paw contact dynamics.

The Blackbox One system captures unique behavioral measurements by analyzing: (1) body pose as viewed from beneath the animal and (2) the contact points and force distribution of each paw. These measurements provide investigators with objective assessments of mammalian nervous system function and generate data that cannot be obtained through conventional behavioral testing systems.

The associated Palmreader™ software platform provides proprietary data acquisition, processing, visualization, and analysis capabilities required for operation of the Blackbox One instrument. Together, the hardware and software produce unique behavioral endpoints that have been demonstrated to identify pain states, evaluate analgesic efficacy, and distinguish analgesic effects from sedative effects in preclinical models.

The Blackbox One hardware and Palmreader™ software are protected by issued U.S. patents and international patent applications, including but not limited to U.S. Patent Publications US20190261596A1, US20180260645, and US20190080158, as well as international patent filings EP3349567, WO/2017/049249, CA2999136, EP3349566, CA2999114, IL258188, IL258187, IN201817014523, and
