You are reminded that only the contracting officer of record can make any changes to this award any changes made at the direction of the program without an executed modification and null and void and are done at the contractor's own risk.

COMBINED SYNOPSIS / SOLICITATION (COMPETITIVE)

Title: Service and Maintenance Agreement for CombiFlash EZ Prep chromatography system with Mass Spec/Autosampler, and CombiFlask NextGen 300+

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.

(ii) The solicitation number is 75N98026Q00719. This solicitation is issued as a competitive combined synopsis/solicitation for commercial products or commercial services. The Government intends to award a contract or purchase order resulting from this solicitation using full and open competition.

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Services, and is not expected to exceed the simplified acquisition threshold (if applicable).

The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, seeks to award a (Firm-Fixed-Price) to the responsible offeror whose proposal represents the best value to the Government.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular effective May 29, 2026

(iv) The associated NAICS code is 811210 Electronic and Precision Equipment Repair and Maintenance and the small business size standard is $34 Millions.

This requirement is unrestricted.

(v) Description of Requirement:

Period of Performance:

The period of performance is effective for one (1) year from the date of the award, which will begin upon precertification inspection.

SCOPE OF WORK

General Requirements:

Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below:

Specific Requirements:

This requirement is a Teledyne Service Agreement which includes one annual preventative maintenance (PM) for the system.

• An equipment status report will accompany the certificates, providing an overview of inspection findings

• All parts, labor, and travel covered

• Priority response times (remote and on-site)

• Fixed costs with no added charges

• Software updates

• Life cycle management

• Unlimited tech support

GOVERNMENT RESPONSIBILITIES

NCATS will coordinate with vendor regarding scheduling preventative maintenance visits.

NCATS will provide access to the facility and access to the units being serviced. Access will be restricted during federal holidays and after business hours (8am – 5pm, Monday through Friday).

DELIVERY OR DELIVERABLES

Vendor will make any needed repair service and PM’s and provide documentation that outlines the performance attributes of this equipment being serviced.

OTHER CONSIDERATIONS

Travel:

Any costs associated with travel must be included in the quote.

Key Personnel:

Service engineer must have expertise servicing Teledyne ISCO instruments.

GENERAL INFORMATION

Title of Project:

Annual Service and Maintenance Agreement for Teledyne Chromatography Systems.

Statement of Need and Purpose:

The purpose of this requirement is to obtain a service and maintenance agreement on government-owned ELSD-equipped chromatography systems manufactured and produced by Teledyne ISCO. The agreement, to be performed by factory-authorized engineers, will ensure instrument reliability, data quality, regulatory compliance, and cost control over the instrument lifecycle.

Background Information and Objective:

The National Center for Advancing Translational Science (NCATS) Early Translation Branch (ETB) Chemistry group requires a service and maintenance agreement for three Teledyne ISCO liquid chromatography (LC) systems. These are integral pieces of equipment in the synthesis of small molecules as biological probes in support of NCATS’ mission of identifying and developing novel small molecule leads to combat a range of human diseases.

Teledyne ISCO EZ Prep ELSD is used in preparative LC, while the NextGen 300+ ELSD is both a preparative and flash LC system. Both include built-in Evaporative Light Scattering Detectors (ELSD) to ensure correct compound identification. ELSD-based chromatography systems are complex and tightly integrated, combining precision flow sensors, heated drift tubes and nebulizers along with many other complex subsystems. Lack of maintenance or proper repairs degrades sensitivity, baseline stability, quantitation, and reproducibility.

Period of Performance:
