Solicitation number 75N98026Q00582 is classified under NAICS code 811210 (Automotive Repair and Maintenance) with a size standard of $34,000,000, and this requirement is unrestricted and not a small business set-aside. The Government intends to award using full and open competition under FAR 12.603 for commercial items and is not expected to exceed the simplified acquisition threshold.

The National Institute of Mental Health's Neurophysiology Imaging Facility requires one 7T MRI Upgraded Gradient Coil to replace the current gradient coil that cannot maintain thermal stability and is compromising data integrity in ongoing neuropsychiatric research studies. The upgraded coil must be mechanically compatible with the Bruker 7T/30 cm magnet, have a clear bore diameter greater than 17 cm, be compatible with the Fujifilm/PCI gradient amplifier (DA 1500-1), interface with the 6-channel shim power supply, meet minimum gradient strength of 450mT/m and slew rate of 1800 T/m/s, exhibit negligible eddy current effects, and operate reliably with the existing triple loop heat exchanger at 44 psi water pressure and 19°C coolant temperature. Delivery is to NIH/NIMH at 49 Convent Drive, Room B2-102, Bethesda, MD 20892. All responses must be received by June 24, 2026 at 5:30 pm via SAM.gov and must reference solicitation number 75N98026Q00582. Responses must include unit and total price, shipping and handling costs, delivery period after award, delivery terms, F.O.B. point, product/catalog numbers, product description, UEI, TIN, and business size certification. Evaluation criteria include price, technical capability, past performance, and delivery schedule. The point of contact is Brittany May, Contract Specialist, at Brittany.may@nih.gov.

COMPETITIVE COMBINED SYNOPSIS/SOLICITATION

INTRODUCTION

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.

The solicitation number is 75N98026Q00582. This solicitation is issued as a competitive combined synopsis/solicitation for commercial products or commercial services. The Government intends to award a contract or purchase order resulting from this solicitation using full and open competition.

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 811210 with a Size Standard of $34,000,000.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2026-01, effective March 13, 2026.

• This requirement is unrestricted.

DESCRIPTION OF REQUIREMENT

The National Institute of Mental Health, The Neurophusiology Imaging Facility (NIF), serves as a core imaging resource for intramural research across the NIH. The labs currently utilizes a 7 Tesla (7T) Bruker MRI system dedicated to high-resolution imaging of marmoset brains, which is vital to current research focused on brain functions, neurophysiology, and neurological disorders. Due to infrastructure upgrades, the current coil performs suboptimally and comopromises data integrity thus reducing the statistical power of ongoing studies.

A 7T MRI Upgraded Gradient Coil is requested to replace the labs current gradient coil that cannot maintain thermal stability under the current conditions resulting in inadequate coolant flow which has led to elevated temperatures, compromised gradient performance, and imaging artifacts that interfere with critical MRI protocols. This upgrade is essential for continuing studies across multiple Institutes and is inhibiting mission critical psychoneuroscience studies.

CONTRACTOR REQUIREMENTS

Contractor shall provide One (1) 7T MRI Gradient Coil

The Upgraded Coil must meet the following minimum requirements:

• Must be mechanically compatible with the Bruker 7T/30 cm magnet and installable through the front (user-facing) bore.

• Muust have a clar bore diameter greater than 17 cm to accommodate existing anumal imaging setups.

• Must be compatible with Fujifilm/PCI gradient amplifier (DA 1500-1)

• Must seamlessly interface with current 6-channel shim power supply

• Must meet minimum gradient strength og 450mT/m and slew rate of 1800 T/m/s

• Must exhibit negligible eddy current effects to avoid artifacts in functional and diffusion-weighted imaging.

• Must integrate fully, operate stably and reliably using the current equipments triple loop heat exchanger under conditions of 44 psi water pressure and 19°C coolant temperature
