COMBINED SYNOPSIS / SOLICITATION (COMPETITIVE)

Title: Replacement of CombiFlash Chromatography Systems

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.

(ii) The solicitation number is 75N98026Q00421. This solicitation is issued as a competitive combined synopsis/solicitation for commercial products or commercial services. The Government intends to award a contract or purchase order resulting from this solicitation using full and open competition.

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold.

The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, seeks to award a firm-fixed-price purchase order to the responsible offeror whose proposal represents the best value to the Government.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective March 13, 2026.

(iv) The associated NAICS code is 334516– Analytical Laboratory Instrument Manufacturing, and the small business size standard is 1000 employees.

This requirement is unrestricted.

(v) Description of Requirement:

The Government is conducting market research to identify vendors capable of providing all of the following:

1. Five (5) replacement CombiFlash NextGen 300+ Liquid Chromatography Systems

2. Five (5) Adjustable Solid Load Cartridge Cap

3. Two (2) of the five systems should also have Evaporative Light Scattering Detector (ELSD)

4. Vendor should be able to complete delivery within 60 days

5. Trade-In 5 obsolete CombiFlash systems

6. Shipping and installation of all new CombiFlash NextGen 300+ systems and accessories

Minimum Requirements:

Five (5) Total Teledyne ISCO CombiFlash NextGen 300+ with Adjustable Solid Load Cartridge Cap Two (2) of the 5 Total should have ELSD (Evaporative Light Scattering Detector) units Installation of all units at NCATS, see Place of Performance/Delivery below.

1. Five (5) Part # 685250001: CombiFlash NextGen 300+ Automated Flash Chromatography System

a. UV detector 200-400 nm with PeakTrak software control via 12" capacitive touchscreen.

Flow rate range of 1-300mL/min. Maximum pressure limit of 300psi (20bar)

b. Automated solid load injection valve. RFID rack and column read. Automatically loads column method information and writes back run information to the column. Automatically loads rack configuration. Active solvent level sensing.

c. One set of collection racks (quantity 2):

i. ----- 117V - (140) 18x150mm test tubes (Standard)

ii. -----234V - (150) 16x150mm test tubes (Standard)

2. Five (5) Part # 605237048: Adjustable Solid Load Cartridge Cap (SLCC)

a. fits 12 and 25 gram-size sample load cartridges includes one loading rod. Compatible with the NextGen system. Optional accessory for NextGen system.

3. Two (2) Part # 605257001: ELSD for CombiFlash NextGen 300+.

a. To be installed on two of the above referenced units when ordered with the NextGen.

Installation cost to be added for field installations.

4. Five (5) Part # CHROM INSTAL SALES:

a) The Government intends to award a firm-fixed-price purchase order resulting from this combined synopsis/solicitation to the responsible vendor whose quotation:

• Meets the salient characteristics and requirements of this solicitation; and

• Represents the lowest total evaluated price to the Government.

The Government will evaluate quotations for technical acceptability and price.

(c) A written notice of award or acceptance of an offer, issued within the time specified in the offer, shall result in a binding contract without further action by either party. The Government reserves the right to accept any offer before the expiration date.

(x) Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, with their offer.

(xi) FAR 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition.

PURCHASE DESCRIPTION

1. Statement of Need and Purpose: The purpose of this procurement is to acquire five (5) replacement Teledyne ISCO CombiFlash NextGen 300+ Automated Flash Chromatography Systems to replace existing CombiFlash Rf+ and Rf+ Lumen instruments currently in use within NCATS chemistry laboratories.

The existing instruments are over 12 years old, obsolete, and no longer supported by the manufacturer, resulting in increased downtime and risk to ongoing research operations.

Two of the current systems are already inoperable. Replacement of these systems is necessary to restore full operational capacity, maintain continuity of laboratory workflows, and ensure reliable chromatographic purification capabilities for NCATS research activities.

2. Background Information and Project details: The existing CombiFlash systems support routine purification workflows critical to multiple NCATS research programs.

These instruments have exceeded their useful life and are increasingly unreliable due to age-related failures and lack of manufacturer support.

As of July 1, 2025, Teledyne ISCO discontinued on-site and depot service for all Rf+ and Rf+ Lumen instruments. The manufacturer has confirmed that only limited phone-based troubleshooting is available, replacement parts must be installed by the user, and certain legacy components are no longer available. This lack of serviceability presents a significant risk of extended downtime or permanent loss of functionality.

Replacement with current-generation systems is required to ensure continued supportability, maintain operational efficiency, and minimize disruption to existing workflows. Transitioning to a different manufacturer would require significant method redevelopment, validation, and staff retraining, which would adversely impact ongoing research timelines.

3. Generic Name of Product: Automated flash chromatography system

4. Purchase Description and Salient Characteristics:

The Government requires five (5) automated flash chromatography systems, brand name or equal to Teledyne ISCO CombiFlash NextGen 300+, that meet or exceed the following salient characteristics:

Functional Requirements:

• Fully automated flash chromatography system capable of routine purification of chemical compounds

• Integrated system control interface (touchscreen or equivalent) with software for method development, automation, and data collection

• Flow rate capability within the approximate range of 1–300 mL/min

• Operating pressure capability of approximately 300 psi (20 bar) or greater

• Automated sample loading capability (e.g., solid or liquid injection)

Detection and Monitoring:

• Integrated UV detection capability within approximately 200–400 nm range

• Ability to detect and monitor compounds lacking UV activity (e.g., via ELSD or equivalent technology) for at least two (2) systems

• Real-time monitoring and data collection during runs

Automation and Efficiency Features:

• Automated recognition of columns, racks, or equivalent system components

• Capability to automatically load, store, and apply methods

• Ability to track run data and associate it with specific separations

• Automated or assisted solvent monitoring to prevent run interruptions

Performance Requirements:

• Reproducible purification performance suitable for research laboratory use

• Compatibility with standard flash chromatography columns and consumables

• Capability to support high-throughput laboratory workflows

System Components and Accessories:

• Collection systems compatible with standard laboratory tubes or vessels

• Required accessories for sample loading and operation (e.g., cartridges, tubing, connectors)

• All components necessary for full system functionality at time of delivery

Installation and Support:

• Delivery, installation, and system setup included

• Warranty and technical support provided

• User training or orientation sufficient for laboratory personnel
