NON-COMPETITIVE COMBINED SYNOPSIS/SOLICITATION

INTRODUCTION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold. Additional authority includes 41 U.S.C. 1901 and FAR 6.302-3(a)(2)(ii).

The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, on behalf on the National Institute of Mental Health (NIMH), Section on Behavioral Neuroscience (SBN) intends to negotiate and award a Purchase Order on a non-competitive basis to Parse Biosciences for one (1) Benchtop pipetting robot and reagents for use with existing proprietary laboratory equipment.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 334516 with a Size Standard of 1000.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2026-01, effective March 13, 2026.

This acquisition is conducted under the procedures as prescribed in FAR subpart 13— Simplified Acquisition Procedures at an amount not exceeding the SAT.

DESCRIPTION OF REQUIREMENT

The Section on Behavioral Neuroscience (SBN) requires one (1) Evercode WT Mega Benchtop Pipetting Robot and Reagents with Integra Assist Plus and one (1) Evercode Nuclei Flxation v3, HT 96rxn Wellplate, inclusive of the following:

• One (1) Evercode WT v3 with UDI Plate

• One (1) Evercode WT Mega v3, HT 96rxn

• Accessories Components required for integration/calibration

• 2x30 um Plate Strainers

Background

The SBN currently utilizes reagents to perform single-cell transcriptome sequencing and analysis of several brain regions across experimental conditions utilizing split-pool combinatorial barcoding technology and benchtop pipetting robots to study connectivity and behavioral functions of fronto-temporal cortical regions. Gene transcriptomic analysis at the single-cell level enables the evaluation of cellular diversity in specific brain regions or neural pathways, as well as the study of changes in region-specific transcriptional activity following experimental manipulations.

Purpose and Objectives

The SBN currently utilizes proprietary Evercode reagents for manual pipetting for a split-pool combinatorial barcoding protocol, executing pipetting workflows and liquid handling resulting in multiple errors, sample loss, and inaccuracies due to batch-to-bathc variance. This delays the processing of multiple independent experiments and protocols within the lab. To reduce manual errors an Evercode automated benchtop pipetting system is required to seamlessly integrate automation into the protocol, utilizing Evercode reagents currently utilized in multiple experiments, replacing manual pipetting, and reducing errors.

Project Description

Contractor shall provide the following:

• Evercode WT Mega Package with Integra Assist Plus

• Evercode Nuclei Fixation v3, HT 96 rxn with 30 um Plate Strainers

CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION

(INCLUDING BRAND-NAME) DETERMINATION

The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10—Market Research, specifically the review and evaluation of the responses to the sources sought notice published in the FedBizOpps on May 11, 2026.

The Evercode WT Mega matches the current proprietary reagents in use for multiple experiments within the SBN lab. The proposed vendor, Parse Biosciences, is the sole manufacturer of the Evercode reagents currently in use and meets the essential characteristics of the split-pool combinatory barcoding technology currently used in multiple experiments and protocols within the SBN lab.

CLOSING STATEMENT

This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Unique Entitiy Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.”

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
