COMPETITIVE COMBINED SYNOPSIS/SOLICITATION

INTRODUCTION

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.

The solicitation number is 75N95B26Q00014. This solicitation is issued as a competitive combined synopsis/solicitation for commercial products or commercial services. The Government intends to award a contract or purchase order resulting from this solicitation using full and open competition.

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold.

The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, seeks to award a Firm Fixed Price Purchase Order to the responsible offeror whose proposal represents the best value to the Government.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 334516 – Analytical Laboratory Instrument Manufacturing.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2026-01 effective March 13, 2026.

• This requirement is unrestricted.

DESCRIPTION OF REQUIREMENT

The National Institute of Mental Healtn (NIMH), Laboratory of Brain and Cognition (LBC), Section on Learning and Plasticity supports cutting-edge research by using psychophysical methods requires one (1) Hyperspectral LED PROsix projector to rapidly present visual stimuli to a large screen, that are precisely calibrated for luminance and color (with 10-bit precision), can be presented an a very fast refresh rate (>200 Hz), and are stable over time.

The Hyperspectral LED PROsix projector shall meet or exceed the following salient characteristics:

• Must provide at least six independent spectral/color primaries, exceeding conventional three-primary RGB projection and permitting presentation of specialized visual stimuli.

• Must provide precise luminance and chromatic stimulus presentation with 10-bit calibration accuracy suitable for controlled vision and psychophysics research.

• Must provide a refresh rate of greater than 200 Hz to support precise temporal presentation of visual stimuli and minimize temporal/display artifacts.

• Must support non-standard color primaries beyond conventional RGB, including spectral output suitable for specialized vision-science experiments.

• Must provide spectral capabilities sufficient to support melanopsin-isolating stimulation and research involving rod photoreceptors, tetrachromatic vision, and intrinsically photosensitive retinal ganglion cells (ipRGCs).

• Must provide precise synchronization and temporal control appropriate for behavioral, psychophysical, and neuroscience stimulus-presentation applications.

• Must have compatibility with commonly used experimental platforms, including MATLAB/Psychtoolbox and Python/PsychoPy

• Must include Short-throw lens, throw ratio of 1.56 -1.86 : 1, focus range 4.0 - 23 ft

• Must include a rear projection screen table mount 25.5'' X 14.5''
