This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.

The solicitation number is 75N95B26Q00011. This solicitation is issued as a non-competitive combined synopsis/solicitation for commercial products or commercial services. The Government intends to award a contract or purchase order without providing for full and open competition (Including Brand-Name).

This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold.

The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a Firm-Fixed Price Purchase Order on a non-competitive basis to MBF Bioscience for the procurement of one (1) light sheet microscope system.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 541714 with a Size Standard of 1000.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2026-01 effective March 13, 2026.

• This requirement is set aside for small business

DESCRIPTION OF REQUIREMENT

The National Institute of Mental Health, Section on Neuroanatomy, requires one (1) Light Sheet Microscope system, which allows direct imaging of whole brains research on the neuroanatomical circuits of the brain involved in motor behavior. Current microscopes in use are inefficient and can not support whole brain imaging without a costly overhaul to the current microscope system, including replacing the currently in use MBF Bioscience software. The new system must sync with the current in use software.

The microscope must meet the following salient characteristics:

• 3D volumetric imaging suitable for quantitative image analysis

• Fast acquisition and low photo bleaching

• Dual light sheet configuration for uniform illumination

• Adjustable light sheet for fast scan or high resolution mode

• Compatible with all clearing methods (e.g. CLARITY, Binaree, iDISCO, SeeDB, Sca/e and more)

• MBF Slice with dual illumnation paths and Plan Apo 10x/0.28 detection

• objective

• Dual 3 channel auto-aligning, laser illumination system (450nm/520nm//635nm excitation)

• Motorized emission filter for improved spectral separation

• Axial resolution of ~ 5um; Lateral resolution ~1um

• 40mm x 80mm x 40mm (312nm resolution) motorized XYZ stage system

• High resolution, back illuminated sCMOS camera (86%QE)

• Specimen chamber suitable for embryos, small organs, organoids, whole mouse

& rat brains

• 5 specimen cuvettes and refractive index media

• Two year warranty

• High performance PC workstation with 32" 4K monitor

• MBF BrightSlice acquisition software with 3D visualization and post-processing

• NeuroInfo Studio o Works with 3D images of intact cleared specimens from light sheet or confocal microscopes o Delineates anatomies in the experimental anatomic space o Detect cells and biochemical markers, brain-wide, using deep learningapproaches o Combines all image measurements to anatomies within a common coordinate framework for cross-cohort, or experiment comparisons o Combines data from multiple whole-slide images or virtual slides into a 3D image volume o Registers serial section images or whole brain image volumes of any orientation to a digital atlas o Includes image enhancement filters (e.g. tone mappping, flat field correction, background subtraction, sharpen image, etc...)

o Corrects for distortion due to histological processing

• Complimentary Neurolucida Explorer o Run extensive morphological analyses for structural, anatomical, spatial, and orientation investigation o Visualize and interpret data models in a 3D environment o Analyze multiple files at once in batch o Automatically export metrics to Microsoft Excel

• Image hosting and server management for Biolucida for one year.

o Dedicated server with 4-core CPU o 16GB of RAM o 2TB disk space o Ability to be used with existing Biolucida software license
