NON-COMPETITIVE COMBINED SYNOPSIS/SOLICITATION
INTRODUCTION
This is a non competitive combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.
The solicitation number is 75N95B26Q00007. This solicitation is issued as a non-competitive combined synopsis/solicitation for commercial products or commercial services. The Government intends to award a contract or purchase order without providing for full and open competition (Including Brand-Name).
This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold.
The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, intends to negotiate and award a Firm-fixed price Prichase Order on a non-competitive basis to VPixx Technologies Inc. for the procurement of a proprietary MRI compatible high refresh rate 6-Primary Hyperspectral LED projector.
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 334516 Analytical Laboratory Instrument Manufacturing with a Size Standard of 1,000.
REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2026-01 effective March 13, 2026.

BACKGROUND & DESCRIPTION OF REQUIREMENT
The National Insititute of Mental Health (NIMH), Funtional Magnetic Resonance Imaging Core Facility (FMRIF) supports many researchers who present visual stimuli while collecting 7T fMRI data. Researchers utilize this data in a range of data sets for varius studies, from those studying the functional architecture of the visual system directly, to those who use visual stimuli to probe the function of other brain systems such as memory or motor function.
The FMRIF requires one (1) PROsix Projector and Data Acquisition System, compatible with the labs current 7T fMRI systems as well as other imaging facilities across multiple NIH institutes, keeping data comparisons consistent across different imaging modalities.
It should be capable of projecting large, bright imaging with more than three primary colors, and with timing that can be accurately controlled with high-precision by stimulus presentation software.
SALIENT CHARACTERISTICS
The system must meet the following technical specifications:
• Must have no measurable delay (often due to internal video reprocessing in consumer projectors) to meet demands of FMRI investigators.
• Must be able to achieve perfect (microsecond) synchronization with both the computer graphics card used to drive the projector and other equipment that may be needed for research such as an eye‐tracker, simultaneous EEG, MEG, fMRI, TMS, etc.
• Must use an LED light source to eliminate the rainbow effect (commonly caused by traditional projectors) when viewing stimuli. Light source must have a life expectancy of at least 50,000 hours.
• Light-source must be accessible with microsecond precision.
• Must support light production from at least four primaries, for use in vision science studies of non-rod/cone retinal sensitivity. Additional to standard RGB primaries,
• Must include dnecolor primaries in the violet, cyan, and yellow regions.
• Must support rapid pixel transition of 5ms or less (200 Hz). Must be the same whether from black to white, or from grey to grey. The image presented in one frame is completely independent from the subsequent image. Eliminating the “ghosting effect” and other artifacts often found in traduitonal projectors.
• Must have the ability to be used in an MRI environment, outside the magnet room, projecting through the waveguide.
• Must be compatible with Windows, Mac OS X and Linux operating systems.
• Must be compatible with stimulus and experimental control platforms such as
Matlab/PsychToolBox and Python/PsychoPy.
