COMPETITIVE COMBINED SYNOPSIS/SOLICITATION
INTRODUCTION
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.
The solicitation number is 75N95B26Q00006. This solicitation is issued as a competitive combined synopsis/solicitation for commercial products or commercial services. The Government intends to award a contract or purchase order resulting from this solicitation using full and open competition.
This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold.
The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, seeks to award a Multiple Award Indefinite Delivery Idefinite Quantity (IDIQ) to the responsible offeror(s) whose proposal(s) represents the best value to the Government.
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 621991 – Blood and Organ Banks Size Standard of $40 million.
REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2026-01 effective March 13, 2026.
• This requirement is unrestricted.
BACKGROUND
The Human Brain Collection Core (HBCC) at the National Institute of Mental Health (NIMH), is a brain bank dedicated to the acquisition and distribution of brain and associated tissue, to better understand the causes, consequences and potential treatments of neurological and psychiatric disorders. The HBCC also acquires brains of adults and children in order to study changes in brain chemistry and structure that occur during development. HBCC seeks tissue from both psychiatrically healthy and afflicted individuals in order to establish the neuropathological changes underlying complex neuropsychiatric disorders. This research will lead to improved diagnosis, treatment and/or prevention of these illnesses and their consequences. Therefore, the NIMH has a need to locate a source(s) capable of providing donor specimens on an on-going basis from licensed Medical Examiner's Offices or other sources such as hospitals to continue this research.
CONTRACTOR REQUIREMENTS
Contractor shall provide the following:
• On a daily basis, the Contractor shall review case documents for potential donation and determine which cases may be eligible for HBCC research (see below for inclusion/exclusion criteria).
o Eligible cases include those with a reasonable suspicion of a history of mental or neurological illness (particularly schizophrenia), or as non-psychiatric controls across the lifespan.
• The HBCC shall obtain basic clinical histories or other collateral information that surface in the conduction of their routine investigation to help determine eligibility.
• Brains from all ages (including children), all sexes, and all races are eligible.
• Brains within a 150-mile radius from NIH Bethesda are eligible to be considered.
• Shipments must be received no later than 48 hours after death and within 12 hours after extraction which includes all the packing of the brain.
o Required minimize biochemical degradation of the tissue.
• Inclusion criteria:
o Brain tissue is needed from individuals suffering from a variety of neuropsychiatric disorders, including schizophrenia, anxiety disorders, suicide, bipolar disorder, and depression.
o In addition, brains from individuals without a history of neuropsychiatric disease will be needed as controls.
• Exclusion criteria:
o History exclusive for substance use disorders (cocaine, alcohol, heroin, or the like).
o If there is indication of a concomitant disorder such as schizophrenia, a history of psychiatric hospitalization or there is a high suspicion that the individual died of suicide, the case will be referred to HBCC.
o Well documented, long-lasting seizure disorder.
o Infections known to affect the brain such as syphilis, tuberculosis, with the exception of HIV or COVID-19 infection.
o The body is decomposed. Consideration will be given should processing be completed within 48 hours after death.
o There is obvious damage to the brain by closed head injury or other trauma (gunshot wound, fall, etc.).
o There are brain infarcts, hemorrhages, tumors, stroke, or other brain lesions that destroy the normal brain structure.
o The patient has been maintained on a respirator (ventilator) for more than
12 hours.
o Alzheimer’s disease and other dementias and degenerative diseases.
• Once a case is identified/selected, the Contractor shall contact HBCC personnel and provide:
o The general background of the case (name, demographics, circumstances of death, medical and social history) o The name, relationship, and telephone number of the decedent’s next-of-kin.
• It is important that the next-of-kin be notified of the death of their loved one prior to referral to HBCC.
• HBCC inquires with all next-of-kin what their relationship to the decedent is and tries to determine in good faith whether the next-of-kin is indeed the legal primary decision maker regarding the brain donation.
• HBCC staff will promptly contact the next-of-kin to obtain permission (via a recorded telephone call) and to obtain the deceased subject’s brain and skull contents for research (including dura, pituitary, and blood). Other tissues may be requested at this time. HBCC staff will also solicit the release of medical records from decedent’s treatment facilities or medical and behavioral providers.
• Extraction and Shipping o Once permission is obtained by HBCC personnel, the Contractor shall be notified by phone to procure the brain, 40-90 cc of blood, a nasopharyngeal swab for Sars-CoV-2 testing, and possibly other tissues at the time of autopsy.
o Contractor will begin extraction promptly upon notification of approval from the NIMH.
o The process should begin no later than within 24 hours of death, unless approved by the NIMH Project Officer and/or Contracting Officer’s Representative (COR).
o Contractor will provide to the HBCC any relevant documents related to a specimen including cause and manner of death, relevant history and/or toxicology in order to allow optimal characterization of the specimen.
• After extraction, the Contractor shall promptly prepare the specimens for shipping to the NIMH.
o An ice-making machine is required in order to pack the brain on ice for transportation provided by the Contractor and costs reimbursed through the contract.
o HBCC personnel will provide transportation of the samples to the NIH campus.
• Prior to shipping, the NIMH shall be contacted with shipping details, including the courier tracking number.
• Shipments must be received as soon as possible after extraction (no longer than 12 hours) which includes all the packing of the brain. In no case will specimens be accepted by NIMH beyond 48 hours after death.
• Delay in receiving the brain results in degradation of the tissue that makes it unsuitable for research.
• Contractor will ensure that specimens are packaged in accordance with all federal, state, and local regulations.
• Contractor will provide HBCC with a report on the Cause of Death of the individual as soon as this is generated.

ATTACHMENT 2: Technical Evaluation Criteria
The Government will award a contract or purchase order resulting from this requirement on the basis of best value, technical factors and price considered. Technical factors together shall be considered more important than price and all technical evaluation factors are detailed below:
Factor 1: Technical Approach
The Contractor’s proposal shall address each area of the statement of work in sufficient detail to demonstrate a clear understanding of the efforts to be performed and the skill level required to perform them. The proposed technical approach shall be evaluated for:
• Annual Estimated Volume of Referrals: The projected annual volume of cases that could potentially be referred to the NIMH for consent (with a sufficient annual volume of total autopsy cases to reasonably support the projections); a higher volume of referrals is considered more valuable to the government than fewer;
• Regulatory: Approval from the appropriate Government body(ies) that sanction the extraction, processing, and donating of human organs; the possession of any required permits, licenses, etc.;
• Facilities: Appropriateness and availability of laboratory space, facilities, and equipment to accomplish the contract objectives;
• Quality of Specimens: The perceived ability to provide cases to NIMH as soon as possible after death, and consent is provided by the next of kin, and within 12 hours of extraction and no later than 48 hours after death; avoidance of any delays or logistical problems due to location (Courier will pick up the specimen and bring to the NIH Bethesda campus); and
• Identified Issues and Solutions: Adequacy of any proposed solutions to identified problems
Factor 2: Personnel Qualifications
The demonstrated qualifications, availability, and experience of proposed professional and technical personnel to perform the tasks of the contract, as evidenced by resumes or CVs.
Factor 3: Past Performance
The Contractor shall provide at least two (2) past performance references with knowledge of the contractor’s relevant skills and experience related to the requirements outlined in this Statement of Work.
References shall include the following information:

Past Performance shall be evaluated for relevance to the current requirements.
Technical proposals will be evaluated using a summary adjectival rating in accordance with the following scale:
Excellent
The proposal has exceptional merit and reflects an excellent approach which will clearly result in the superior attainment of all requirements and objectives. The risk of unsuccessful performance is very low as the proposal provides a clear understanding of the requirements and demonstrates the offerors’ ability to meet the requirement. Risk Level: Very Low
Good
The proposal demonstrates an approach which is expected to meet all requirements and objectives. This approach includes advantageous characteristics of substance, and few relatively minor disadvantages, which collectively can be expected to result in satisfactory performance. The risk of unsuccessful performance is low as the proposal contains alternative solutions which are considered feasible and practical. These solutions are further considered to reflect low risk in that they are clear and precise, supported, and demonstrate an understanding of the requirements. Risk Level: Low
Acceptable
The proposal demonstrates an approach which is capable of meeting all requirements and objectives. The approach includes both advantageous and disadvantageous characteristics of substance, where the advantages are not outweighed by the disadvantages. Collectively, the advantages and disadvantages are likely to result in acceptable performance. The risk of unsuccessful performance is moderate, as the proposal solutions are generally feasible and practical. These solutions may also be considered to reflect moderate risk in that they may be somewhat clear and precise, partially supported, and/or demonstrate a general understanding of the requirements. Risk Level: Neutral
Marginal
The proposal demonstrates an approach which may not be capable of meeting all requirements and objectives. The approach has disadvantages of substance and advantages, which if they exist, are outweighed by the disadvantages. Collectively, the advantages and disadvantages present a low or questionable likelihood of resulting in satisfactory performance. The risk of unsuccessful performance is high as the proposal contains solutions which may not be feasible and practical. These solutions may also be considered to reflect high risk in that they lack clarity and precision, are generally unsupported, and/or do not demonstrate a complete understanding of the requirements.
