COMPETITIVE COMBINED SYNOPSIS/SOLICITATION
INTRODUCTION
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a separate written solicitation will not be issued.
The solicitation number is 75N95B26Q00003. This solicitation is issued as a competitive combined synopsis/solicitation for commercial products or commercial services. The Government intends to award a contract or purchase order resulting from this solicitation using full and open competition.
This acquisition is conducted under the authority of FAR 12.603, Streamlined Solicitation for Commercial Products or Commercial Services, and is not expected to exceed the simplified acquisition threshold.
The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, seeks to award a Firm-Fixed Price Purchase Order to the responsible offeror whose proposal represents the best value to the Government.
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 339999:All Other Miscellaneous Manufacturing with a Size Standard of 550.
REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2026-01, effective March 13, 2026.
• This requirement is set aside for small business.
DESCRIPTION OF REQUIREMENT
The National Institute of Mental Health (NIMH), Veterinary Medicine and Resources Branch (VMRB), Section on Neuroplasticity requires individually ventilated cages (IVC) to replace the current 1500U IVC rodents racks and caging systems that have become obsolete and are no longer covered by the manufacturer, for rat Animal Study Proposals (ASP’s) used to transform the understanding and treatment of mental illness through basic and clinical research, paving the way for prevention, recovery, and cure. The work of the Section directly works on the first goal of the NIMH strategic plan, "Define the brain mechanisms underlying complex behaviors" by studying the behavior of animals for the purposes of modeling human neuroscience and cognitive executive function. In order to accomplish this goal and support the mission, the rats enrolled in study must maintain stable, complex social groups in highly specialized caging that provides not only adequate space to meet the legal requirements of animal holding for research, but also provides enough three-dimensional complexity to allow the rats to express species-typical behaviors.
The new cages will provide improved cage space and volume to achieve compliance with the provisions of the 21st Century Cures Act (PL 114-255) and to support the NIH Director's Priorities to enhance the reproducibility and rigor in biomedical sciences, and will protect the integrity of the study, enhance reproducibility, and remove sources of variability or bias which limit our ability to translate findings in rats to humans.
The proposed systems must meet the following salient characteristics:
• Must be made of clear polysulfone or polycarbonate with the following dimensions:
Length 18 in (46.2 cm) x Width 15.8 in (40.3 cm) x Height 15.9 in (40.4 cm)
• Must provide an elevated platform or second level which adds floor space to the overall area accessible to the animals.
• Must fit on an IVC racking system which allows them to safely and securely dock in position providing both supply and exhaust airflow.
• Cage lids must be a micro-isolator style filter-top cage.
• Cage racks must be accompanied by a suitable air handling unit (AHU) which must be free-standing on the floor with a wheeled base preventing the vibration and noise of the IVC blower from being transmitted to the rack or the animals housed therein.
• AHU must provide a compact footprint of about 44.5 cm x 56.6 cm, be equipped with a motor(s) capable of delivering up to 300 m3/h of airflow
• AHU must be equipped with a HEPA filtered via an internal HEPA filter
• Cages must have accessible and removable feed hoppers to provide controlled access to feed the animals and be easily removable and replaceable. It must have the ability to secure a Reemay filter in place and close with gaps no larger than 1 cm.
• Cage must provide a secondary door or access point for food to be added/removed from the cage while the cage is docked on the rack and without having to remove the cage or disturb the animals.
• Must include an electric cage lifter/trolly capable of safely and securely lifting up to two IVC rat cages from the racking system and transporting them to the lab or to the work station with minimal to no disturbance to the animals and to be in compliance with OSHA workplace safety and the revised NIOSH Applications Manual for the revised NIOSH Lifting Equation (DHHS (NIOSH) Publication No. 94-110)
• The lift/trolly itself should have a height of up to 76.73 ft (194.9 cm) and an overall width of 19.69 in (50 cm), an overall depth of 27.07 in (68.8 cm) and be compatible with 110/120V electrical supply to charge the battery for cordless operation.
• One (1) Aria CS-60D cage change station to provide personnel protection from allergens, dust and other hazards, consistent with OSHA standards for respiratory protection (Subpart I: 1910.134 and Subpart B: 1910.19).
In addition, the proposed system must fit within the following minimum dimensions:
• Length 18 in (46.2 cm) x Width 15.8 in (40.3 cm) x Height 15.9 in (40.4 cm) and a minimum of 280 square inches of floor space, a multilevel design providing at least one elevated platform (providing at least 137.4 sq inches in addition to the 280 sq in of floor space provided by the cage bottom), and a minimum of 14 inches (35.6 cm) of internal vertical height.
• 280 square inches of usable cage floor space fto accommodate for multiple social groups and to remain in compliance with the PHS Policy on the Humane Care and Ue of Laboratory Animals for rats.
