About this file
This is a Request for Proposal (RFP) for a Clinical Research Organization (CRO) supporting the National Institute on Alcohol Abuse and Alcoholism (NIAAA) Medications Development Clinical Trials Network. The National Institutes of Health seeks a small business concern (100% small business set-aside; NAICS code 541715; size standard 1,000 employees) to provide comprehensive CRO support services for multiple multi-center pharmacotherapy clinical trials treating Alcohol Use Disorder. Services include study development support, protocol and regulatory materials preparation for FDA submission, Good Clinical Practice (GCP) monitoring, electronic clinical data capture and management, study document preparation, medication acquisition and coordination, regulatory support, statistical analysis, and final clinical study report preparation. The contract is structured as a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a seven-year ordering period (anticipated November 15, 2026 through November 14, 2033, with optional six-month extension) and a guaranteed minimum ordering amount of $5,000 with a maximum ceiling of $18,000,000. A "Core and Study Development Support" task order will be awarded concurrently with the base IDIQ contract to fulfill the minimum guarantee; additional task orders will be issued as needs arise. Task orders will be cost-plus-fixed-fee type contracts.
Proposals are due by 4:30 PM Eastern Daylight Time on June 10, 2026, and must be submitted electronically via the NIH electronic Contract Proposal Submission (eCPS) website. Offerors must be registered in the System for Award Management (SAM) prior to award. The evaluation will assess proposals based on technical approach (soundness, personnel qualifications, organizational experience, and facilities), cost/price reasonableness and realism, and past performance. All proposals must include separate technical and business sections addressing two specific task orders: the Core and Study Development Support task order and a representative Sample Task Order for Phase 2 Proof of Concept Medication Clinical Trial. Offerors must demonstrate compliance with Section 508 accessibility standards, NIH reproducibility and rigor policies, data management and sharing requirements, and extensive security and privacy requirements including information system hosting safeguards, incident response procedures, and supply chain risk management certifications. The contract is anticipated to be awarded on or about November 15, 2026.
