Solicitation 75H70725Q00102 Dental Laboratory Services, AIDC Section 1: General Information
1.1 Background:
To provide the Albuquerque Area Indian Health Services (AAIHS), Albuquerque Indian Dental Clinic (AIDC), with dental laboratory services. Dental Laboratory services are a vital component to complete specific general dental and orthodontic services as rendered by pediatric, general, and orthodontic providers at the AIDC.
Currently, dental laboratory services do not exist “in-house” in any AAIHS Dental facility. The primary objective of a dental lab is to create high quality dental prosthetics/appliances that improve function, aesthetics, and the health of a patient’s teeth.
Section 2: Statement of Work
The contractor shall be in accordance with all Federal, State, Local, Tribal, and IHS regulations and shall be made with minimal divergence from the schedule established and with minimum disturbance and maximum protection of government personnel, property, and the general public.
2.1 Duties and Responsibilities:
• The Contractor will make custom dental and orthodontic appliances
• The Contractor shall design and construct custom orthodontic appliances by using a variety of materials and equipment o Dental laboratories must navigate a complex landscape of regulations that include state-specific registration, operation standards, and federal safety requirements o Dental lab materials are regulated by the US Food and Drug Administration which requires that all materials and equipment used in dental practices be cleared or approved:
▪ FDA Regulations: Dental materials must comply with FDA's Title 21, Chapter I, Subchapter H –
Medical Devices, Part 820, which outlines Quality System Regulation (QSR)
▪ Clearance vs. Approval: Cleared devices are similar to other legally marketed devices, while approved devices require a more rigorous review process
▪ Compliance Updates: Recent updates emphasize the importance of compliance with RoHS regulations, ensuring that hazardous substances are limited in materials used in dental labs.
▪ Quality Systems: Dental labs must establish a Quality System and Good Manufacturing
Practices (GMP) to ensure safety and efficacy of materials o Types of custom dental and orthodontic appliances to be made:
▪ Orthodontic lab materials used but are not limited to: thermoplastics (PMMA, PES, PET-G, TPU etc.,) for aligners/retainers, metals for expanders/holding arches, and acrylics for conventional retainers
▪ Dental lab materials used but are not limited to: porcelain and metal systems (crown, bridge, partial dentures), denture-based resins, composites
• The Contractor must be able to pick up laboratory cases and prescriptions and deliver completed appliances to the dental clinic within two business days o If a local vendor is used there will generally be regular pick up/delivery dates and that will be decided once the award is issued.
▪ Delivery/pick up is generally scheduled in the afternoon and during normal business hours from
8:00-5:30 PM
▪ Individuals picking up will need to identify themselves as an authorized representative to access the dental lab at the facility.
o If a regional/national vendor is used, the work will be delivered through the mail/post systems.
• The Contractor will be expected to complete work assignments independently
• The Contractor shall have a minimum of 3 years of experience in all phases of dental laboratory services, and possess the knowledge of all materials, equipment, and techniques https://www.bing.com/ck/a?!&&p=bf232703fa74ee050992e5628a8dd87d06d0178b3a6f6e233aa686a63c7db25dJmltdHM9MTc1MjcxMDQwMA&ptn=3&ver=2&hsh=4&fclid=3eff6b85-7a33-62a4-251a-7eb37bdd63bf&u=a1aHR0cHM6Ly9pbmZvLnNhZmVsaW5rY29uc3VsdGluZy5jb20vaG93LXRvLXN0YXktb24tdG9wLW9mLWZkYS1kZW50YWwtcmVndWxhdGlvbnM&ntb=1 https://www.bing.com/ck/a?!&&p=bf232703fa74ee050992e5628a8dd87d06d0178b3a6f6e233aa686a63c7db25dJmltdHM9MTc1MjcxMDQwMA&ptn=3&ver=2&hsh=4&fclid=3eff6b85-7a33-62a4-251a-7eb37bdd63bf&u=a1aHR0cHM6Ly9pbmZvLnNhZmVsaW5rY29uc3VsdGluZy5jb20vaG93LXRvLXN0YXktb24tdG9wLW9mLWZkYS1kZW50YWwtcmVndWxhdGlvbnM&ntb=1 https://www.bing.com/ck/a?!&&p=627d331ed9f7160d841e5d5e89f857c0bd34a55944a7413c0527f467b4c4dc34JmltdHM9MTc1MjcxMDQwMA&ptn=3&ver=2&hsh=4&fclid=3eff6b85-7a33-62a4-251a-7eb37bdd63bf&u=a1aHR0cHM6Ly9kZW50YWxsYWJzLm9yZy9mZGEtYW5kLWRlbnRhbC1wcm9kdWN0cy8&ntb=1 https://www.bing.com/ck/a?!&&p=627d331ed9f7160d841e5d5e89f857c0bd34a55944a7413c0527f467b4c4dc34JmltdHM9MTc1MjcxMDQwMA&ptn=3&ver=2&hsh=4&fclid=3eff6b85-7a33-62a4-251a-7eb37bdd63bf&u=a1aHR0cHM6Ly9kZW50YWxsYWJzLm9yZy9mZGEtYW5kLWRlbnRhbC1wcm9kdWN0cy8&ntb=1 https://www.bing.com/ck/a?!&&p=e014df9ce163b7a5e1dd9cde337f1ebb8ea327874408b7095161f18b8254388bJmltdHM9MTc1MjcxMDQwMA&ptn=3&ver=2&hsh=4&fclid=3eff6b85-7a33-62a4-251a-7eb37bdd63bf&u=a1aHR0cHM6Ly93d3cuZGVudGFsbGFidGlwcy5jb20vcC9jb21wbGlhbmNlLWFsZXJ0&ntb=1 https://www.bing.com/ck/a?!&&p=e014df9ce163b7a5e1dd9cde337f1ebb8ea327874408b7095161f18b8254388bJmltdHM9MTc1MjcxMDQwMA&ptn=3&ver=2&hsh=4&fclid=3eff6b85-7a33-62a4-251a-7eb37bdd63bf&u=a1aHR0cHM6Ly93d3cuZGVudGFsbGFidGlwcy5jb20vcC9jb21wbGlhbmNlLWFsZXJ0&ntb=1 https://www.bing.com/ck/a?!&&p=a9c06d02e9c149f473cad0aa930ac57d5b7ca7a2e9308712bbc28d9f1038094fJmltdHM9MTc1MjcxMDQwMA&ptn=3&ver=2&hsh=4&fclid=3eff6b85-7a33-62a4-251a-7eb37bdd63bf&u=a1aHR0cHM6Ly9zYWZlbGlua2NvbnN1bHRpbmcuY29tL2NhcGFiaWxpdGllcy9pbmR1c3RyaWVzL2RlbnRhbC1sYWJvcmF0b3J5Lw&ntb=1 https://www.bing.com/ck/a?!&&p=a9c06d02e9c149f473cad0aa930ac57d5b7ca7a2e9308712bbc28d9f1038094fJmltdHM9MTc1MjcxMDQwMA&ptn=3&ver=2&hsh=4&fclid=3eff6b85-7a33-62a4-251a-7eb37bdd63bf&u=a1aHR0cHM6Ly9zYWZlbGlua2NvbnN1bHRpbmcuY29tL2NhcGFiaWxpdGllcy9pbmR1c3RyaWVzL2RlbnRhbC1sYWJvcmF0b3J5Lw&ntb=1
