About this file

This is a Request for Proposal (RFP) from the Indian Health Service (IHS) for Dental Assistant Non-Personal Healthcare Services at the Albuquerque Indian Dental Clinic. The solicitation seeks to award a single firm-fixed-price purchase order for four (4) dental assistants to provide services in general and orthodontic clinic settings, with one base year and four 12-month option periods. The total contract period will span from 2025 to 2030, with each dental assistant expected to work 2,000 hours per year (50 weeks x 40 hours/week) across two clinic locations.

The procurement is set aside primarily for Indian Small Business Economic Enterprises (ISBEE), with a cascading set-aside to other small business concerns if insufficient competition is received. Offerors must be registered in the System for Award Management (SAM), submit proposals electronically by May 30, 2025 at 12:00 PM MT, and meet specific qualifications including dental assistant training, Basic Life Support certification, and comprehensive health screening requirements. The contract will be awarded on a best-value basis, with technical approach and qualifications weighted more heavily than price, and will require extensive background checks, medical liability insurance, and compliance with various federal healthcare regulations.

The contractor must maintain medical liability insurance- in a coverage amount acceptable to the Contracting Officer, which is not less than the amount normally prevailing within the local community for the medical specialty concerned. The contractor is required to ensure that its subcontracts for provisions of health care services contain the requirement of the Clause 52.237-7, including the maintenance of medical liability insurance.

1.3.2 FINGERPRINTING REQUIREMENTS FOR SECURITY AND SUITABILITY:

"Prior to start of services, the Contractor must contact Tamela Richards, at Telephone No. (505) 256- 6762, AAO, Division of Contracts and Grants (DCGM), to schedule an appointment to complete the fingerprinting process required by the IHS regulations pertinent to security and character background investigations."
