A. INTRODUCTION AND BACKGROUND:

USAID’s Regional Development Mission for Asia (RDMA) is located in Bangkok, Thailand. RDMA manages three operating units - one regional portfolio and non-presence country programming in China and Thailand. With a FY 2020 budget of $79 million, the Mission has an active portfolio throughout the Indo-Pacific totaling over $660 million. As a regional service platform, RDMA supports 12 client missions in Asia, representing an annual combined budget of $1.4 billion, with a mailto:RDMArecruitment@usaid.gov broad range of policy, technical, and operational support services. RDMA also manages the Asia Regional Training Center, the Agency’s largest such facility outside of Washington, DC, which trains 4,000 USAID employees and partners per year. The Mission recently developed a new Regional Development Cooperation Strategy, focusing on programs that strengthen democratic systems and foster inclusive growth. RDMA’s environment portfolio works to improve the region’s management of natural resources by addressing transboundary environmental challenges.

With a staff of 20, the USAID/RDMA Regional Environment Office (REO) manages a complex $262 million portfolio across the Indo-Pacific region in the areas of biodiversity conservation, sustainable landscapes, clean energy, illegal, unreported and unregulated fishing, and wildlife trafficking.

REO aims to work more effectively with our existing USAID bilateral Mission counterparts in the Asia region to coordinate programs for improved development impact. RDMA is launching new customer service protocols for supporting USAID client missions in Asia in project and program design and implementation. Similarly, REO aims to further develop and maintain relationships with key external stakeholders in the region from other U.S. Government (USG) agencies, government, civil society and the private sector to enhance our development effectiveness.

The Communications and Coordination Specialist plays a critical role to the achievement of the U.S.

government-led flagship effort, Asia EDGE (Enhancing Development and Growth through Energy)/Clean EDGE Asia, by serving as the principal focal point for REO internal and external communication and coordination processes. The energy and infrastructure (E&I) portfolio includes implementation of the Asia EDGE/Clean EDGE Asia initiative, a whole-of-government effort to grow sustainable and secure energy markets throughout the Indo-Pacific region. The Communications and Coordination Specialist will also support the REO natural resource management (NRM) portfolio, which promotes marine and forest conservation and counters wildlife trafficking.
