Eugene Federal Building (OR0051ZZ)

Eugene, OR 97401-2773

Wayne L. Morse US Courthouse (OR0053ZZ) 405 E 8th Ave Eugen, OR 97401-2705

As a performance-based contract, the requirements are stated in terms of desired results with associated quality standards. The contract shall consist of two major functional areas: standard services, and above standard services.

C.1.0 THE CONTRACTOR SHALL

The Contractor shall furnish all personnel, labor, equipment, material, tools, supplies, supervision, management, and services, except as may be expressly set forth as Government furnished, and otherwise do all things necessary to, or incident to, perform and provide the work efforts described in this performance work statement.

C.1.0 GROUNDS SERVICES HOURS

The contractor shall provide Grounds Services within the hours specified for each of the locations unless specifically approved or required by the Contracting Officer Representative (COR).

C.5.4 GROUNDS MAINTENANCE

The Contractor shall perform grounds maintenance standard services for the work items listed below.

Contractor shall use recovered organic materials for fertilizer whenever possible.

C.5.4.0 LANDSCAPE EROSION MANAGEMENT

The Contractor shall employ environmentally sustainable, low-impact strategies such as temporary and permanent seeding, mulching, earth dikes, silt fencing, sediment traps and sediment basins to correct existing erosion such as typically found as the result of foot traffic killing the vegetation, steep slopes where sheet flow from storm water exceeds existing vegetation holding power, or point storm water outflow that exceeds the holding power of the vegetation covering the soil.

C.5.4.1 Grounds Maintenance Services

General: Maintain all plants, trees, shrubs, ground covers, and lawns in a manner that prolongs life and sustains a healthy appearance. The Contractor shall seek to prevent pollution by, among other things, reducing fertilizer and pesticide use to protect the environment, using integrated pest management techniques, recycling green/landscape waste, and minimizing runoff. Grounds maintenance services in the standard services shall benefit the environment and generate cost savings to the Federal Government by preserving and protecting the native plants and wildlife habitats entrusted to us.

The Contractor shall use approaches that preserve and protect native plants and wildlife that is entrusted to the

Government, and that support habitats for pollinators, including honey bees, native bees, birds, bats, and butterflies.

C.5.4.2 Composting

To reduce the amount of material being disposed of in landfills, the Contractor is required to compost, to the greatest extent possible, yard waste generated by the Contractor's operations. The Contractor shall not compost material on-site unless authorized by the CO or their designee. The Contractor shall utilize an approved recycling or composting facility or compost the material at the Contractor's own facility. Where applicable, the Contractor shall work with on site cafeterias and wet stands to recover and compost all possible materials. The Contractor is responsible to pay for composting services for landscaping debris.

C.5.4.3 Trees and Shrubs – 9- Okame Cherry Trees

Maintenance: Tree supports shall be kept in good condition, functioning at all times and be removed when no longer needed. All trees and shrubs shall be fully protected. Tree stakes, tree ties, and guy wire shall be of materials that are comparable to those existing on site, and shall be replaced or repaired by the Contractor as needed. Supports or braces are to be repositioned as often as necessary to prevent damage to the tree or shrub trunk. Sand pans can be used for trees and shrubs to protect the plant trunk from the mower, and help to avoid over watering. Keep shrubs and trees trimmed to present an attractive appearance.

Trimming: To promote optimum efficiency and safety for all foot and vehicular traffic, trees and shrubs shall be kept trimmed to clear all roads, drives, and walking areas. Any limbs and branches touching or brushing buildings, fences, or other structures are also to be trimmed to provide clearance and free air circulation around the plant. The trimming of trees shall comply with the requirements in Section C.6.6 ‘Tree Thinning.

Pruning: Trees and shrubs shall be pruned by the Contractor to remove dead or diseased foliage or branches to help control or direct growth, increase quality, and to add structural strength to the trees and shrubs.

C.5.4.4 Mulching

Contractor shall maintain and replace existing mulch as necessary. Replacement mulch shall be commercial grade shredded hardwood bark, or equivalent, including rubber. It shall be free of sticks, stones, clods, or other foreign materials. A sample of proposed mulch and chips shall be submitted to the CO or their designee for approval prior to use. All areas to be mulched shall be raked, debris removed, edges reestablished, and any excessive mulch buildup worked into existing soil or removed prior to mulch application.

C.5.4.5 Mowing and Edging

Contractor shall mow and edge all turf areas at a frequency and method that ensures that all areas present an attractive appearance at all times. Mulching mowers shall be used; however, non-mulching mowers are permitted at some sites and shall be approved by the CO or their designee. Grass clippings shall be cleared from walkways and roadways and blown onto the grass. As appropriate, grass clippings shall be left in place, composted, or mulched as coordinated by the CO or their designee.

C.5.4.6 Leaf Removal

The Contractor shall remove leaves, as necessary, to maintain a neat and clean appearance. Leaves should be composted as appropriate. Throughout the year, the Contractor shall remove minor accumulations due to isolated leaf drop and shall check all storm drain openings on the premises and remove any leaves or debris that have accumulated. Care shall be taken to remove leaves in existing mulched areas to maintain a neat and clean appearance without substantial reduction in mulch depth or damage to herbaceous or woody plant material.

C.5.4.7 Over Seeding, Dethatching and Plugging

Over-seed, dethatch, and plug as necessary to prevent bare areas and promote even growth of turf areas following common and local landscaping practices.

C.5.4.8 Fertilization

All lawns, trees, and ground cover shall be fertilized consistent with common local landscaping practices.

Application by the Contractor shall employ the best practices to minimize chemical runoff. C.5.4.18 Integrated Pest Management Plan (IPM)

General

Integrated pest management processes, methods and procedures will be used to manage structural, grounds and landscape pests. As a method of last resort chemicals may be used to alleviate pest problems provided they present the least possible hazard to people, property, and the environment.

Goals and Scope The IPM principles are applicable to both indoor and outdoor pest management, apply to all pests and are not limited to rodents and insects. Pests outside of the scope are listed herein.

Integrated Pest Management (IPM) is the coordinated use of pest and environmental information to design and implement pest control methods that are economically, environmentally, and socially sound. IPM promotes prevention over remediation, and it advocates the integration of at least two (2) or more strategies to achieve long-term solutions.

Pesticides will only be used after consideration of the full range of alternatives, based on analysis of environmental effects, safety, effectiveness, and costs. Pest management strategies may include education, exclusion, sanitation, maintenance, biological, cultural and mechanical controls, and site appropriate pesticides.

The Contractor shall employ practices and techniques as they relate to cleaning, trash, and materials handling that reduce the sources of food, harborage, and access routes used by pests in and around buildings.

Techniques may include, but are not limited to, keeping containers closed, removal of debris, etc.

Initial Pest Assessment This initial assessment requirement is included in the price of contract. Services included in the Contract If specific services are included as part of this contract, they will be detailed in the Building Information Sheet of this contract. All other services may be ordered using the additional services of this contract.

The Contractor shall also provide detailed, site-specific recommendations for structural and procedural modifications necessary to achieve pest prevention.

The Contractor shall conduct a thorough, initial assessment of the interior space and exterior grounds and paved areas. The purpose of the initial assessment is for the Contractor to identify areas or practices that may contribute to pest infestation.

A written report detailing the findings of the initial assessment shall be submitted to the COR within fifteen (15) calendar days of the start of the contract. Throughout the life of this contract, the Contractor shall be responsible for notifying the COR, in writing, about any sanitary or procedural modifications deemed necessary to eliminate pest infestation.

Pest Control Plan

Prior to initiation of services, the Contractor shall submit to the COR a Pest Control Plan within 15 calendar days following the initial assessment.

The Pest Control Plan shall consist of four parts:

C.5.4.19 Proposed methods for control, including labels and Material Safety Data Sheets (MSDS) for all pesticides to be used. A list of brand names of trapping devices, pest monitoring devices, and any other control devices or equipment shall be included.

C.5.4.20 A schedule for each building or site. Frequency of contract visits shall depend on the specific pest control needs of each premise. Large office facilities, or specified office areas within such facilities, with a history of pest infestations, will be visited more frequently.

C.5.4.21 A description of any structural or operational changes that would facilitate the pest control effort.

C.5.4.22 A copy of the Commercial Pesticide Applicator Certificate or License for every Contractor representative who will be performing on-site service in accordance with this exhibit.

Procedures & Strategies

1) Early observation – Through routine inspection present pests may be detected. Monitor each pest ecosystem to determine pest population, size, occurrence, and natural enemy population, if present.

Identify decisions and practices employed with the least disruption of currently present natural controls.

2) Consider a range of potential treatments for the pest problem. Employ non-pesticide management tactics first. The controls detailed below illustrate non-pesticide management tactics.

a. Prevention:

1. Remove the pests’ sources of food, water, and shelter.

2. Block the pests’ access into the facility building (i.e. seal cracks in the building foundation).

b. Cultural Controls

1. Modify management practices, including, building cleanliness, waste management and food storage. Note: Any cleaning products included in the IPM plan must meet the green cleaning requirements for sustainable cleaning products and materials.

2. Maintain a clean landscaped and/or vegetated area – eliminate dead material, prune infected or unhealthy plant material and minimize elements that provide resources and/or habitat for pests.

3. Monitor and care for the soil – Compaction, lack of drainage, over watering, depletion of organic matter all synergize to create an unhealthy soil environment.

4. Use sound horticultural practice – Grow competitive plants or pest resistant plants.

c. Physical or Mechanical Controls

1. Where applicable, monitor and repair physical barriers to wild areas in order to prevent the entry of wildlife into landscaped areas. When physical barriers fail, use noise, scent and other repellents.

2. Use traps – Rodent traps should be deployed prior to the use of rodenticides when applicable.

d. Biological Controls

1. For exterior pests, keep a balanced pest/predator population – monitor these and replenish predators as indicated. Examples include:

(a) Predatory mites to control Two Spotted and Red Mites in pines.

(b) Predatory Nematodes to control Brown Grub in lawns.

(c) Washing of trees to control mites and whitefly.

(d) Ladybugs to control aphids.

3) Consider the use of chemicals only as a last resort.

4) Determine the most effective treatment time, based on pest biology timing, which is relative to vulnerable periods in the pest's life cycle with the least impact on natural enemies.

a. Timing considerations to include best ability to produce long-term reduction in the pest; ability to be carried out effectively and cost effectively.

b. Factors to consider are weather, seasonal changes in wildlife use and local conditions.

5) Conduct ongoing educational programs and train grounds staff regarding pest biology, the IPM approach, and new pest management strategies as they become known and or available.

6) Monitor and measure treatment to evaluate effectiveness.

7) Keep and maintain organized monitoring records using the GSA Standard Integrated Pest Management Log. Detailed records of all chemical pest control treatments will be maintained for the term of the contract.

Structural and Procedural Recommendations

Structural modifications of the property for pest control will be the responsibility of the Government. However, throughout the life of this contract, the Contractor shall be responsible for notifying the COR in writing about any structural, sanitary, or procedural modifications outside their control that are deemed necessary to eliminate food and water sources, harborage, or access routes that would allow building infestation by pests in and around the building.

Preventive Pest Maintenance

The Contractor shall implement a preventive maintenance program that identifies and corrects conditions that contribute to pest infestation. Some of the most effective EXAMPLES include but are not limited to:

● Self-contained compactors rather than dumpsters or stationary dumpsters for storing solid waste awaiting pickup.

● Pressure washing of trash rooms, loading docks, and food preparation facilities.

● Food preparation and storage areas remain clean.

● Dedicated, tightly covered receptacles for food waste in indoor areas with chronic pest problems. Replacement of dense ground cover in landscapes with chronic rodent problems

Recommendations and Eradication and Control

Application of pesticides and trapping methods to address current pest infestations is not a part of this base contract. As required above, the Contractor shall submit an assessment of practices that may contribute to pest infestation. The report shall also include recommendations for eradicating current pest infestations.

Eradication methods recommended shall include non-pesticide practices where possible (vacuum or trapping methods). Each control recommendation shall include a price which the Contractor would charge separately from this contract. Prices shall reflect service from personnel qualified to apply pesticide chemicals. GSA may order the control services via a credit card or separate purchase order. In the event that pesticide application or trapping methods are required on a regular basis, this contract may be modified to include those services.

The GSA may choose to obtain these services from a separate vendor.

Pesticide Application

Prior to chemical pesticide application, the Contractor must demonstrate that non-toxic strategies have been deployed and they by themselves are insufficient to meet pest management needs. The Contractor shall not apply any pesticide product that has not been included in the Pest Control Plan or approved in writing by the COR. Only qualified, trained, and licensed/certified personnel shall apply chemicals. Uncertified individuals working under the supervision of a Certified Applicator shall not be permitted to provide service under the terms of this contract. Chemicals shall be applied according to manufacturers’ recommendation and shall be applied evenly. Chemicals shall be applied with extreme care to avoid hazard to any person or animal in the immediate or adjacent areas, or property damage. All chemicals shall be in the original manufacturer’s containers and properly labeled.

The Contractor shall obtain the approval of the COR prior to any application of pesticide liquid, aerosol, or dust to exposed surfaces, or any space spray treatment. Other than crack and crevice treatments, no liquid, aerosol, or dust applications shall be made while tenant personnel are present.

Pesticide application shall be according to need and not by schedule. As a general rule, application of pesticides in any area shall not occur unless visual inspections or monitoring devices indicate the presence of pests in that specific area. In no case shall extremely toxic materials be permitted. The Contractor shall not store any pesticide product on Government property.

Populations of the following pests are excluded from this contract are:

● Birds

● Bats

● Snakes

● Termites, and

● Other wood-destroying organisms

These populations of pests should be contracted for separately outside this scope.

Record Keeping

The Contractor shall be responsible for maintaining a pest control logbook or file for each building or site specified in this contract. These records shall be kept on Government property and maintained by the Contractor.

Each log book or file shall contain at least the following items:

a. A copy of the Pest Control Plan, (including labels and MSDS for all pesticides used), brand names of all pest control devices and equipment, and the Contractor's service schedule,

b. Completed copies of GSA Form 3638, Pest Control Work and Inspection Report, or an equivalent. The Contractor shall also document on the GSA Form 3638 all information on pesticide application that is required by statute in the jurisdiction where service is actually performed. Upon completion of a service visit to a building, the Contractor's representative performing the service shall complete, sign, and date the GSA Form 3638, and return it to the log book.
