The U.S. Department of Labor (DOL) Office of the Senior Procurement Executive (OSPE), on behalf of the Bureau of Labor Statistics (BLS), has a need for equipment, installation, training, and ongoing maintenance, including labor, in accordance with this request for quotation (RFQ) for the Suitland Federal Center (SFC) Cognitive Laboratory located at 4600 Silver Hill Road, Hillcrest Heights, MD 20746. The new SFC Cognitive Lab will also include expanded functionality as a result of advances in technology to facilitate the capability to conduct testing at off-site locations using mobile/portable lab equipment.

C - Description/Specifications
PART 1
General Information
Within the Bureau of Labor Statistics (BLS), the Office of Survey Methods Research (OSMR) conducts a range of usability and cognitive studies and requires a lab space that supports this research. The lab is used by a group of research psychologists and survey methodologists who conduct interviews, focus groups, and usability tests in the space. At times, the researchers also conduct interviews, focus groups, and usability tests at off-site locations; these off-site research endeavors will also require some equipment.
BLS is decommissioning its office space in Washington, DC, and moving to the Suitland Federal Center (SFC). As part of this move, a new lab space is being constructed in Suitland, MD. The scope of work includes providing, installing, and maintaining equipment and software, and training OSMR staff on its capabilities and use.
1.1 Description of Services/Introduction:
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform the design, installation, and maintenance of a cognitive laboratory at the Suitland Federal Center (SFC) and provide training to BLS staff as defined in this Performance Work Statement, except as Specified in section C-3 as government furnished property and services. The contractor shall perform to the standards in this contract action.
1.2 Background:
OSMR researchers conduct small-scale qualitative and quantitative research with human subjects to support BLS program offices.
These research activities involve several methodologies, including the following:
User testing Cognitive interviews Respondent debriefings Focus groups
The SFC Cognitive Laboratory suite has 4 rooms:
Observation room, with space for up to 2 individuals Focus group room, with space for up to 13 individuals, including a moderator Interview room, with space for up to 2 individuals Usability room, with space for up to 3 individuals
On occasion, OSMR staff will conduct in-person research activities at other locations. In these circumstances, portable lab equipment is required.
OSMR is interested in recording audio and video from its research participants and anticipates conducting behavior coding using those recordings. Recordings (in whole or in part) may also be shared with other BLS staff with a need to know.
1.3 Objectives:
Design, provide, install, and maintain hardware and software to support observational and interactive research in the new OSMR laboratory facility at the Suitland Federal Center (SFC).
Provide and maintain portable hardware and software to support cognitive, behavioral, observational, and interactive research with human subjects in other locations.
Provide training to BLS staff on the hardware and software used in the laboratory facility at SFC and on the portable hardware and software.
1.4 Scope:
Services include:
Review existing/installed power outlets, network and telephone jacks, conduits, and provide input on required adjustments in order to facilitate installation of a fully functional lab. The current space plan, network drops, and power outlets are shown in Technical Exhibits 3 and 4.
Provide equipment (hardware and software) to support a fully functional cognitive and usability laboratory, including model numbers for all equipment as well as any technical requirements (e.g., networking, security, storage, operating systems). Requirements for the spaces are listed in Technical Exhibit 5.
Develop a plan to install the hardware, software, firmware upgrades, configuration, testing, and final commissioning. This includes the schematic drawings and plans for cabling.
Install the hardware and work with BLS IT to install the software as agreed to in the installation plan.
Test and configure all equipment. Perform commissioning with the option for BLS personnel to observe. Commissioning must confirm that all equipment and functional requirements are satisfied per BLS requirements. Provide written test results to BLS.
Provide final as-built drawings of the final installation including plans, schematics, configuration information, and all programming source code used.
Conduct on-site training on new hardware and software for up to 10 employees on how to use new hardware and software (up to 1 day).
Maintenance of the hardware and software. Additional details below in Part 5.
1.5 Period of Performance:
The period of performance shall be for one (1) Base Period of 12 months and three (3) 12-month option periods. The Period of Performance reads as follows:
Base Period: July 14, 2025 – July 13, 2026 Option Period I: July 14, 2026 – July 13, 2027 Option Period II: July 14, 2027 – July 13, 2028 Option Period III: July 14, 2028 – July 13, 2029
1.6 General Information:
1.6.1 Quality Control:
The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirements of the contract. As a minimum, the contractor shall develop quality control procedures that address the areas identified in Technical Exhibit 1, “Performance Requirements Summary”. After acceptance of the quality control plan, the contractor shall receive the Contracting Officer’s acceptance in writing of any proposed change to his QC system.
The Quality Control Plan is to be delivered with the contractor’s proposal.
1.6.2 Quality Assurance:
The government shall evaluate the contractor’s performance under this contract action in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3 Government Remedies:
The Contracting Officer shall follow FAR 52.212-4, “Contract Terms and Conditions-Commercial Items” or 52.246-4, “Inspection of Services-Fixed Price” for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
1.6.4 Recognized Holidays:
The contractor is not required to perform services on the following holidays:

1.6.5 Hours of Operation:
The contractor is responsible for conducting performance between the hours of 8:00am-5:00pm, Eastern time, Monday through Friday, except Federal holidays or when the government facility is closed due to local or national emergencies, administrative closings, or similar government directed facility closings. The contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this statement of work when the government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential.
1.6.6 Place of Performance:
The work to be performed under this contract action will be performed at the contractor facility and the Suitland Federal Center (physical address: 4600 Silver Hill Rd., Suitland, MD 20746). All worksites must be approved in writing by the COR.
1.6.7 Type of Contract:
The government anticipates award of a firm-fixed price purchase order.
1.6.8 Security Requirements:
Physical Security:
The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.9 Special Qualifications:
None.
1.6.10 Post Award Conference/Periodic Progress Meetings:
The contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officer’s Representative (COR), and other government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings, the Contracting Officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.11 Contracting Officer’s Representative:
A COR will be delegated separately.
1.6.12 Key Personnel:
The following personnel are considered key personnel by the government:
Contract Manager Project Manager
The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer.
The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract action. The contract manager or alternate shall be available between 8:00 a.m. to 5:00p.m., Eastern time, Monday through Friday except Federal holidays or when the government facility is closed for administrative reasons. Qualifications for all key personnel are listed below.
1.6.12.1 Contract Manager and Alternate:
The Contract Manager and Alternate must have 24 semester hours in mathematical, engineering, and/or quantitative analysis courses and 15 or more years cost analysis experience.
1.6.12.2 Project Manager:
The Project Manager must have 5 years experience in project management, including development and installation of cognitive and usability labs and conducting or managing behavioral data collection laboratories or research projects.
1.6.13 Identification of Contractor Employees:
All contract personnel attending meetings, answering government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
1.6.14 Organizational Conflict of Interest:
Contractor and subcontractor personnel performing work under this contract action may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI), as defined in FAR Subpart 9.5. The contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.
PART 2
Definition & Acronyms
Contracting Officer’s Representative. A representative from the requiring activity assigned by the Contracting Officer to perform surveillance and to act as liaison to the contractor
Defective Service. A service output that does not meet the standard of performance associated with it in the Performance Work Statement.
Quality Assurance. Those actions taken by the government to assure services meet the requirements of the Performance Work Statement.
Quality Assurance Surveillance Plan. An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
Quality Control. Those actions taken by a contractor to control the performance of services so that they meet the requirements of the
PWS.
PART 3
Government Furnished Property, Equipment, And Services

The government will provide the facilities, equipment, materials, and/or services listed.

Utilities:
The government will provide power to the equipment in the Cognitive Laboratory. The contractor shall be responsible for operating under conditions that preclude the waste of utilities.
Facilities:
Onsite. The government will furnish all necessary workspace required for the contractor to support the effort(s) outlined in this PWS, to include desk space, telephones, computers and other items necessary to maintain an office environment.
PART 4
Contractor Furnish Items and Services
4.1 General:
Except for those items specifically stated to be government furnished in Part 3, the contractor shall furnish all other items required to perform the services in this PWS.
PART 5
Specific Tasks
5.1 Services:
The overall task involves designing, providing, installing, and maintaining hardware and software for the purposes of conducting behavioral research at the Bureau of Labor Statistics. The goal is for BLS to have a fully functional cognitive and usability laboratory onsite at the Suitland Federal Center (SFC). The task also includes training BLS staff on the hardware and software capabilities and functions.
Task 1: Planning and Design
The contractor shall install hardware and work with BLS staff to install software into the new OSMR laboratory space. The hardware and software must allow researchers to easily observe, record and playback testing sessions. Flexibility is also a priority, so the lab must be easy to modify as new technology is added and needs change over time. The installation dates are currently unknown but are expected to occur around Summer 2025.
The Contractor shall work with existing site conditions, including the location of power outlets, network and telephone jacks, conduits, and other features that will facilitate hardware installation and cable management. The current space plan, network drops, and power outlets are shown in Technical Exhibits 3 and 4. BLS will provide the final space plan to the contractor prior to commencement of work.
The Contractor shall provide a list of equipment (hardware and software) to support a fully functional usability laboratory, meeting the requirements below at a minimum. The list shall include model numbers for all the equipment as well as any technical requirements (e.g., networking, security, storage, operating systems).
1. The laboratory suite includes three testing rooms (a usability room, an interview room, and a focus group room) and one observation room. Equipment in the observation room will display and record both audio and video from each of the three testing rooms, one room at a time.
2. Requirements for hardware and software
a. All proposed equipment must be compatible with existing BLS systems. BLS will provide a list of the current hardware and software along with details on the computing environment.
b. All proposed equipment must be approved by the BLS IT office prior to purchase and installation. Modifications to hardware and software selections may be required as a result of BLS IT, security, or other restrictions.
3. Requirements for video
a. All new video cameras should capture at resolutions that maximize video and audio quality with a minimum of 1080p resolution in every configuration of recording and playback.
b. Requirements for usability room
i. The usability testing room will incorporate a computer for in-person testing. Video streaming and recording will work for tests conducted with this computer.
ii. Two monitors, in order to test internal BLS systems that have this requirement. Monitors should be connected to the computer mentioned above.
iii. Software for running usability tests. The contractor will work with BLS IT staff if necessary.
iv. At least two cameras will capture at least two views of the usability testing room, providing options to view the participant’s face, the computer keyboard, mouse, document, mobile device, or other equipment a participant may interact with.
v. There will be at least one mounted camera that researchers can pan, tilt, and zoom from the observation room.
vi. Hardware and/or software should capture what is displayed on the participant’s computer screen and/or mobile device screen, allowing the capture of up to two screens and the participant’s face.
c. Requirements for the interview room:
i. Cameras will capture at least two views of the interviewing table, for instances where there are multiple participants.
ii. There will be at least two mounted cameras that researchers can pan, tilt, and zoom from the observation
iii. Hardware and/or software should record audio from this room.
d. Requirements for the focus group room:
i. Cameras will capture multiple angles of the room, to show up to thirteen participants seated at a central table.
ii. There will be at least two mounted cameras that researchers can pan, tilt, and zoom from the observation
iii. Note: Current AV design allows for a laptop within the room to present on the 86” wall-mounted display.
e. Requirements for the observation room
i. The equipment should display, record, and store the audio and video from the usability, interview, and focus group rooms (one testing room at a time, since we do not run simultaneous sessions).
ii. Video will be synchronized with its accompanying audio both when streaming and in recorded files.
iii. Researchers will be able to select to view a single video, or two videos as picture in picture or two videos side by side.
iv. The equipment will allow the researcher to switch between video inputs during test sessions. The input from each camera will be stored separately to allow researchers to switch, or combine, views during playback.
v. There will be a way to record audio (e.g., MP3) without video. BLS staff will be able to play and edit the audio recordings.
vi. BLS will be able to create and extract audio and/or video clips.
4. Requirements for audio
a. Omnidirectional microphones, not a lapel style, that can capture audio from all participants and researchers in the observation, focus group, usability, and interview rooms.
b. There will be bi-directional audio communication between the observation room and the usability room, and between the observation room and interview room, to allow the researcher to talk with participants in those rooms.
The recording equipment should capture this audio as well.
c. Hardware and/or software should record audio from the focus group room.
5. Requirements for testing off-site
a. On occasion, OSMR staff will conduct in-person tests at off-site locations. For these types of tests, assume that there will be 1 interviewer/researcher and 1-2 participants in a small room, sitting at a table.
b. The equipment should record audio from everybody in the room.
c. The equipment should record video (face and upper body) from the participant(s) only.
d. The equipment should record what is shown on a screen (for example, the participant’s computer, the participant’s mobile device, or the interviewer’s screen).
e. The equipment should be easily portable.
f. The equipment should be easily shippable (via USPS, UPS, or similar carriers).
g. The equipment will store recordings locally, and not require wireless access.
6. Additional Requirements
a. As much as possible, equipment for the onsite laboratory should be hardwired rather than relying on wireless connections. The contractor will work with BLS IT staff as necessary.
b. The solution must be flexible to allow for changes in hardware or software.
c. The usability room shall allow for several testing configurations, including:
i. In-person tests with the moderator in the testing room,
ii. In-person tests with the moderator in the observation room.
iii. In-person tests for products other than software or websites (e.g., paper forms, mobile devices).
7. Develop a plan to install the hardware, software, firmware upgrades, configuration, testing, and final commissioning. This includes the schematic drawings and plans for cabling.
Task 2: Installation and Testing
The contractor shall:
1. Install the hardware and work with BLS IT to install the software as agreed to in the installation plan.
2. Test and configure all equipment.
3. Perform commissioning with the option for BLS personnel to observe. Commissioning must confirm that all equipment and functional requirements are satisfied per BLS requirements. Provide written test results to BLS.
4. Provide final as-built drawings of the final installation including manuals, plans, diagrams, schematics, configuration information, and all programming source code used.
5. Deliver hardware and software that are free of defects and viruses. Hardware and software shall be installed and demonstrated during commissioning to work in accordance with the above requirements prior to acceptance. The COR will notify vendor in writing of acceptance.
Task 3: Training
After the installation requirement is complete, the contractor shall conduct on-site training on new hardware and software for up to 10 BLS employees for up to 1 day. Provide training materials and documentation as appropriate.
Task 4: Maintenance
After the installation and training requirements are complete, for the duration of the period of performance, the contractor shall:
1. Provide a site visit prior to the end of the period of performance to ensure that all of the hardware and software are functioning correctly, efficiently, and in accordance with the specifications and standards provided in each component’s manual and according to industry standards, including software installed and hardware (e.g., video monitors, wiring in all rooms, and any other physical components).
2. Maintain a fully integrated recording system that captures digital data output from all cameras, microphones, and software.
3. Maintain functional transmission of all video and audio feeds in real time to the observation room.
4. Respond to requests for maintenance within 1 business day.
5. Respond to basic questions about hardware and software within 1 business day of request.
6. Provide trouble-shooting assistance as necessary during period of performance.
7. If hardware or software updates are needed and the BLS has to complete an approval process prior to installation, the vendor shall be available to answer questions or provide evaluation copies of the new software for testing.
8. Notify BLS in advance of software updates, such as security patches or system bug fixes, that are available through the maintenance period. No work is to be done without the approval of the Program Manager and COR.
9. Inform the Program Manager and COR of all updates and changes to the system, concerns about functionality needs for replacing components to the system, or any other information relevant to the laboratory. No work is to be done without the approval of the Program Manager and COR.
5.2 Deliverables:
In the performance of this requirement, the Contractor will participate in an initial kickoff meeting, schedule weekly meetings with BLS, and provide a Work Plan. The work plan will outline how the Contractor will ensure tasks are completed, include a project schedule (including tasks and durations for each activity), and specify the means to ensure timeliness of tasks and deliverables. The Contractor shall provide notes from each meeting and submit monthly progress reports outlining activities completed, activities planned for the subsequent month, and any risks or concerns to the project schedule.
The Contractor shall provide new commercial off-the-shelf (COTS) products to the BLS in accordance with the delivery terms specified. COTS products delivered to the BLS, including AV equipment, computer software, and software documentation, shall be acquired, in accordance with FAR 12.212 and FAR 27.405-3, under licenses customarily provided to the public to the extent the license is consistent with federal law. If, however, a term or terms of such a customary commercial license is determined by the BLS to be inconsistent with federal law, then the Contractor agrees that rights in the commercial license will be subordinate to the rights specified in FAR 52.227-19.
The Contractor also agrees to the following specific requirements for commercial software documentation. Data Rights shall permit the BLS to make unlimited copies of all documentation for BLS internal use:
For both commercial software and software documentation, the Contractor shall identify and appropriately mark, as required by the FAR, any and all limitations and restrictions related to BLS use, rights, and maintenance of the COTS products. For data first produced under the contract for delivery to the BLS, the FAR 52.227-14 Rights in Data – General shall apply.
The work has been divided into Planning and Design, Installation and Testing, Training, and Maintenance Requirements. The scope includes providing and installing the equipment, training OSMR staff, and maintaining all equipment.
