About this file

This document is a Request for Quotation (RFQ) issued by the Bureau of Reclamation's Denver Office for Happy Valley Telecommunications Data Services (TDS). The solicitation is for a sole-source, firm-fixed-price purchase order to TDS/Happy Valley Telephone for a T1 Data Circuit serving the Central Valley Operations Office, specifically a dedicated circuit for the Supervisory Control and Data Acquisition (SCADA) system between Trinity Dam and Keswick Dam. The contract includes a base year and four optional 12-month extension years, with a total potential contract duration not to exceed 5 years and 6 months.

The procurement is classified as a commercial service under FAR Part 12, with a Product/Service Code of DG11 (IT and Telecom - Network: Telecom Access Services). Quotes must be submitted electronically to Chris Hainsworth by the date/time specified on SAM.gov, with questions accepted up to 48 hours before the RFQ closes. The service provider, TDS/Happy Valley, has been the local exchange carrier for the area since 1984 and has provided the T1 line service since 2001. The circuit runs 33 miles and is regulated by tariffs from the California Public Utilities Commission, which justifies the sole-source approach.
