About this opportunity
The Bureau of Reclamation is seeking to procure Facilities Access Service for a T1 Data Circuit (Circuit ID: 32PMNJ290800-000-PT) through a sole-source, firm-fixed-price purchase order with TDS/Happy Valley Telephone Company. The circuit provides dedicated data communication between Trinity Dam and Keswick Dam, supporting real-time operation of the Supervisory Control and Data Acquisition (SCADA) system for the Central Valley Operations Office. This procurement is being processed under FAR 13.106-1(b)(1)(i) as a sole source acquisition due to regulatory constraints and proprietary infrastructure requirements, with TDS/Happy Valley being the only authorized Local Exchange Carrier (LEC) for the service area. Since this is a sole-source procurement, no evaluation criteria apply and no competitive quotations will be accepted. Questions regarding the solicitation must be submitted at least 48 hours before the August 20, 2025 deadline to Chris Hainsworth at chainsworth@usbr.gov.
This procurement does not utilize any set-aside designations and is classified under NAICS code 517111 (Wired Telecommunications Carriers) with PSC code DG11 (IT and Telecom - Network: Telecom Access Services). TDS/Happy Valley Telephone Company serves as both the incumbent and sole provider, having continuously provided this circuit service since 2001 and operating as the local exchange carrier for the area since 1984. The contract structure includes one base year and four 12-month option years, with a total potential duration not exceeding 5 years and 6 months. The 33-mile T1 circuit operates between Trinity Dam and Keswick Dam in California, with services regulated by tariffs overseen by the California Public Utilities Commission (CPUC). No award values or budget ranges were disclosed in the solicitation materials.
