52.212-2 Evaluation—Commercial Products and Commercial Services (RFO DEVIATION

MAR 2026)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Factor 1: Price The offeror’s total aggregate price will be evaluated for reasonableness and competitiveness, considering market conditions, prior purchases of similar items, and the level of competition received.

Factor 2: Delivery The offeror’s proposed delivery schedule will be evaluated to assess the timeliness and realism of the estimated lead times and anticipated delivery dates for all items required under this solicitation.

Factor 3: Technical The Government will evaluate quotations to verify whether proposed items meet the salient physical, functional, or performance characteristics identified in the solicitation for the brand name or equal requirement. Products offered as “equal” will be reviewed based on the information provided to determine if they conform to the stated salient characteristics. If an offeror proposes an “equal” product, the Government will rely solely on the descriptive literature and data furnished with the quote to assess compliance.

Factor 4: Warranty The offeror’s submission will be evaluated based on the adequacy, clarity, and coverage of the standard manufacturer warranty provided for the quoted items.

Factor 5: Past Performance The Government will evaluate past performance using information contained in the Contractor Performance Assessment Reporting System (CPARS), focusing on the relevance and quality of previous work. Offerors with no CPARS record will receive a neutral rating and will not be evaluated favorably or unfavorably. The assessment will consider confidence in the offeror’s ability to successfully perform based on available CPARS data.

(End of provision)

---Addendum to 52.212-2---

The Government may perform a comparative evaluation (comparing offers to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation.
