B.1 PERFORMANCE WORK STATEMENT

1.0 General Requirements

The Bureau of Reclamation (BOR), Lower Colorado Basin (LCB) has a need for generator inspections, services, and repairs. All generator inspections, services, and repairs shall be performed Monday through Friday, excluding Federal holidays. Tasks shall be performed during the day between 6:00 a.m. and 2:00 p.m. Reclamation’s hours of operation are Monday through Friday, 6:00 a.m. to 4:30 p.m. Note: If generator inspections, services, or repairs require interruption of electrical services, the inspections, services, or repairs shall be accomplished after normal duty hours or on the weekend.

This shall be specified in the task order.

This Performance Work Statement (PWS) sets forth requirements for generator inspections, services, and repairs at the BOR’s LCB, which consists of two separate complexes in Boulder City, Nevada.

1.1 Scope of Work

The Contractor shall provide all management, supervision, labor, subcontractors, materials, supplies and equipment, and shall plan, schedule, coordinate, and ensure effective completion of all services described herein. GWQSs are provided as the Government’s best gauge of the minimum quality standards to be met. The results of the work performed under this contract will conform to the GWQSs, and the Government expects that these minimum standards will be met or exceeded during generator inspection and service processes.

1.2 Work Site

The work is located at the LCB in Boulder City, Nevada, which is approximately 24 miles southeast of Las Vegas in Clark County, Nevada. See attached map for building location maps. Generators are located at the following BOR locations:

1.6 Security and Identification of Employees

Security: In accordance with Homeland Security Presidential Directive-12 (HSPD-12), Contractor personnel may be required to undergo the Government-issued Personal Identity Verification (PIV) credentialing process before being allowed access to work at the site. Customer Complaint Inspection: Unscheduled surveillance of Contractor’s work prompted by the agency (BOR) receiving the service. The COR may receive customer complaints about the Contractor’s performance or quality of service. The COR may review the alleged unsatisfactory performance, verify the contract requirement and provide the Contractor notification of deficiencies, if applicable.

Defect: Each instance of non-compliance with a contract requirement. A defect may be caused by either non-performance or poor performance. Each defect is subject to deductions from the Contractor’s payment if the defect is not corrected in a timely manner as stated in paragraph 9.3.

Green Initiative: The green initiative covers many facets such as: generating inspection checklists electronically instead of paper, using environmentally safe cleaners, promoting energy-efficiency, etc.

Inspection: Surveillance of the entire Contractor’s work on scheduled and random bases.

Safety Data Sheet (SDS): A document that chemical manufacturers supply with their products to describe the chemical’s general properties, its hazards, and how to safely use, handle and store the product.

Paragraph: For the purpose of this contract, all occurrences within the contract text of the term “paragraph” shall be understood to include the stated or referenced paragraph and all levels of subparagraphs below the stated or referenced paragraph.

Quality Assurance (QA): Those actions taken by the Government to determine that the services received meet the contract requirements. QA evaluators are Government employees responsible for checking Contractor performance.

Quality Control (QC): Those actions taken by the Contractor to ensure that the standards and requirements of the contract are met.

Spot: A temporarily discolored, marked, soiled area or stain caused by a foreign substance presently or previously on the surface.

3.0 Safety

The Contractor shall not require any Contractor employee in the performance of this contract to work under conditions which are unsanitary, hazardous, or dangerous to the Contractor employee’s health or safety, as determined under safety and health standards promulgated by the Secretary of Labor under Section 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327 et seq.), as amended, and the most current version of Reclamation Safety and Health Standards (RSHS), published by the Bureau of Reclamation. The Contractor may obtain the RSHS manual from the Bureau of Reclamation’s website at: http://www.usbr.gov/ssle/safety/RSHS/rshs.html

The Contractor shall comply with all applicable safety and occupational health requirements set forth in 29 CFR 1910, Occupational Safety and Health Association (OSHA) General Industry Standards and with the RSHS. In the case of a conflict between 29 CFR 1910, OSHA’s General Industry Standards, 29 CFR 1926, OSHA Construction Industry Regulations, and the RSHS, the more stringent requirements apply. If the Contractor fails or refuses to promptly comply with safety requirements, the CO may issue an order stopping all or part of the work until satisfactory corrective action has been taken.

The Bureau of Reclamation Regional Safety Office will review the Contractor’s “Safety Program” for compliance with the RSHS. Job Hazard Analysis (JHA) submitted for approval must be site-specific and follow guidelines set forth in the RSHS. Both Safety Plan and JHAs must be submitted for approval at least two (2) weeks prior to the start of work.

http://www.usbr.gov/ssle/safety/RSHS/rshs.html

The Contractor shall ensure that employees observe safe work practices in accordance with the RSHS and as appropriate for the character of the services performed. The COR will evaluate the public demeanor and ability of the Contractor’s employees to safely perform the work. If the COR determines a Contractor’s employee is unacceptable by reason of inadequate public demeanor or by reason of physical or mental impairment, the COR will contact the CO, who will then request the Contractor or CR remove the employee and provide an adequate substitute. The CR shall provide the substitute within 4 hours of such request.

3.1 General

Contractor employees shall operate equipment in compliance with all Federal, State, and local safety codes, and in accordance with the manufacturer’s guidelines and manuals. To protect the life and health of employees and other persons; to prevent damage to property, materials, supplies and equipment; and to avoid work interruptions, the Contractor shall comply with the 2009 edition of Reclamation’s publication “Reclamation Safety and Health Standards” (RSHS). See contract clause WBR 1452.223-81, Safety and Health, for information on ordering the RSHS and submitting a safety program.

3.2 Safety Measures

Workers shall be instructed in appropriate safety measures and shall conduct all maintenance actions in accordance with manufacturer's manuals, current RSHS, OSHA, NFPA 110, NFPA 111, and applicable state/federal guidance.

The Contractor’s employees shall operate equipment in compliance with all ANSI, OSHA, NFPA, NEC, manufacture, Federal, State, local safety codes, and in accordance with the manufacturer’s guidelines and manuals.

3.5 Safety Program

The Contractor shall submit a detailed safety program at the post-award conference, which provides specific information or procedures as required by the RSHS.

The Contractor’s employees shall cooperate with and participate in random emergency drills held by the Government at the LCROC. The Contractor shall ensure that all employees are aware of posted evacuation plans for each building.

3.7 Reporting Emergencies

The Contractor shall call the appropriate emergency services to report incidents such as criminal acts, fires, or medical emergencies. The Contractor shall call the COR immediately to report such incidents as bomb threats, chemical spills, or suspicious packages. The COR will then provide instructions on whether any action should be taken. Regional Office policies and phone numbers may be updated periodically. The Government will provide a copy of all updated policies and phone numbers to the Contractor as necessary.

3.8 Reporting Injuries and Illnesses

The Contractor shall investigate and report accidents, injuries, or illnesses in accordance with RSHS.
