PERFORMANCE WORK STATEMENT

SSA FOU Motor #2 Commutator Repair

1.0 INTRODUCTION:

Folsom Pumping Plant (FOU), located in Folsom, California, function is to provide water to the surrounding area, including the city of Folsom, city of Roseville, and the San Juan water district.

Currently Folsom Pumping Plant has seven (7) pumps, and it is critical to have all pumps available to maintain reliable water supply to surrounding cities. This PWS is specific to repair and commission motor 2.

1.1 Office Name/Designation:

Central California Area Office (CCAO) 7794 Folsom Dam Rd, Folsom CA 95630

2.0 SCOPE: The commutator of Motor Number #2 at the Folsom Pumping Plant has sustained severe damage, which has compromised the motor’s ability to effectively power the critical water pump service essential for the plant's operations. This damage is suspected to have been caused by a failure of the pump bearing.

Given that this 250HP synchronous motor, along with its 2KW exciter, plays a vital role in ensuring the continuous operation of water services necessary for resource management, the Central California Area Office (CCAO) has determined that replacing the damaged commutator is essential to restore the motor’s full functionality and operational reliability.

3.0 SPECIFIC TASKS: The motor has recently undergone a comprehensive overhaul, and therefore no additional maintenance or repair work, aside from the commutator replacement, is anticipated. The contractor will be responsible for the following tasks:

3.1 Pickup and Transportation: The contractor must disconnect motor mechanically and electrically, then use an overhead crane to pick up the damaged motor from the Folsom Pumping Plant and transport it safely to motor repair facility.

3.2 Exciter Assembly Removal: The contractor is responsible for carefully removing the exciter assembly to facilitate an inspection of the commutator.

3.3 Commutator Replacement: The contractor will remove the damaged commutator and install a new one, ensuring proper fit and alignment. Reinstall the rewound armature onto the main shaft and check runout to confirm that the motor operates within acceptable tolerances.

Dynamically balance the armature to ensure smooth operation.

3.4 Testing and Inspection: The contractor will conduct comprehensive testing and inspection of the motor, which includes the following activities:

1. Exciter Output Testing: Verify the outputs of the exciter to ensure proper functionality.

140R2026Q0042 8 of 43

2. Brush Monitoring: Observe the brushes for any unwanted sparking during operation.

The contractor must inspect the brushes and the brush assembly for wear and proper functionality.

3. Vibration Analysis: Conduct a vibration analysis to identify any imbalances or misalignments.

4. Voltage Testing: Measure and document voltage levels during operation.

5. Amp Readings: Record amp readings to assess current flow.

6. Bearing Temperature Monitoring: Measure and document bearing temperatures during operation.

7. Insulation Resistance (IR) Testing: Measure the resistance of the motor's insulation to evaluate its integrity (as per IEEE 43).

8. High Potential (Hi-Pot) Testing: Assess the dielectric strength of the insulation by applying high voltage and checking for leakage current (as per IEEE 95).

9. Winding Resistance Testing: Check for high-resistance connections and imbalances between windings.

10. Polarization Index (PI) Testing: Evaluate the condition of the insulation over time.

11. Surge Testing: Detect weaknesses in the winding insulation to identify potential issues that could lead to motor burnout.

12. Core Loss Testing: Evaluate the motor's power output and efficiency, especially during rewinding.

13. No-Load and Full-Load Testing: Assess the motor's performance under varying conditions to evaluate efficiency and operational reliability.

3.5 Delivery: Once repairs are completed, the contractor will deliver the fully repaired motor, restored to operational condition, back to the Folsom Pumping Plant.

3.6 Pump Motor Alignment: The contractor will carry out the necessary alignment of the pump motor to guarantee optimal performance and maintain mechanical integrity.
