This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with FAR part 13 and additional information included in this notice. The Bureau of Reclamation intends to award a Firm-Fixed Price with Time & Material elements Purchase Order for services represented in the Performance Work Statement. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, as of March 13, 2026.

This requirement is being solicited as a 100% small business set-aside and will be awarded using comparative evaluation in accordance with FAR Part 13.

PERFORMANCE WORK STATEMENT

Compliance Boat Engine Maintenance Performance Work Statement

1. Background

Reclamation conducts environmental monitoring of the San Francisco Bay and Delta utilizing the vessel "Compliance." Compliance is a 40-foot, 1985 Munson H30 Hammerhead powered by twin Volvo Penta D4-225 engines and DPH-A outdrives. The engines and outdrives were installed in 2007. The engine hour meters are at 2,571 and 2,573 on port and starboard, respectively, as of 10/17/2025.

2. Scope

The contractor shall perform engine and outdrive maintenance for the vessel Compliance including both routine and corrective maintenance required to sustain the engines and outdrives within manufacturer's performance specifications and to perform required contingency work. Engine and outdrive maintenance shall include service to any systems integral to the operation of the engines and outdrives including steering system, electrical system, hydraulic system, fuel system, water intake system, air intake system, and hull structure at the location where the engines and outdrives are installed.

3. Objectives

a) Maintain engines and drives in proper working order

b) Perform routine maintenance at manufacturer's recommended intervals

c) Perform corrective maintenance and contingency work, as required

4. Type of Contract

The government will award a hybrid contract of Firm-Fixed Price with Time & Material elements (contingency rate as needed).

5. Period of Performance

The period of performance shall be for one Base Year and two Option Years. The Period of Performance will be:

6. Place of Performance

All work shall be performed at the contractor's facility. The vessel will be made available for contractor haul out and/or transportation, if necessary. The government is unable to transport the vessel by land and is only to transport up to 60 miles per water from New Bridge Marina in Antioch, under the vessel's own power. No modifications will be made to the vessel to aid in transportation to the contractor's facility.

Once the vessel has arrived at the contractor's facility, it is expected that the vessel will remain on site until the scheduled tasks have been completed.

During emergency repair situations where moving the vessel to the contractor's facility would pose a safety or environmental threat or the vessel is completely disabled, the contractor is expected to travel to the vessel's location to perform the repairs. This requirement is limited to docks and boat yards that are accessible by land. If agreed upon between the contractor and the Contracting Officer (CO), the contractor will perform the minimum services required to eliminate the safety or environmental threat and move the vessel to the contractor's facility to complete the balance of the work. The same constraints apply.

7. Security

The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government vessels, equipment, and materials shall be secured.

8. Condition Found Reports

The contractor shall provide a Condition Found Report (CFR) anytime the need for additional labor and/or materials is discovered during inspections or service. The contractor shall gain approval from the Contracting Officer's Representative (COR) and CO before proceeding with any new work. A CFR is not required when no additional work is needed.

Acceptable Quality Level (AQL):

a) Content – At a minimum, CFRs shall include:

o A brief description of the condition found, including:

• Affected component

• Signs or Symptoms

• Cause of condition

• Potential effects

• Digital photographs o Recommendations, including:

• Actions to be taken

• Timeframe for action

• A Quotation for Repair

b) Format - CFRs shall be in writing.

c) Medium - CFRs shall be provided electronically via email to the CO and COR. The CFR itself can be as simple as a description in the body of an email with an attached estimate for repair.

9. Quotation for Repair (Quotation)

The contractor shall provide the CO and COR with a written quotation for any contingent work. This includes any incidental labor or materials required over and above those required during routine maintenance or requests for quotations made by the CO or COR. The contractor shall gain approval from the CO and COR before proceeding with any contingent work.

Acceptable Quality Level (AQL):

b) Format-All quotations for repair shall be in writing.

o Quotations shall be in a format compatible with Adobe Acrobat Pro 9, Microsoft Word 2010, or Microsoft Excel 2010.

o Standalone tasks within a quotation shall be separated, so that they are priced independent of one another.

c) Medium-At minimum, one electronic copy of the quotation shall be emailed to the CO and the COR.

10. Vessel

Upon completion of all work, the contractor shall present the vessel for final inspection.

Acceptable Quality Level (AQL):

a) All ordered tasks shall be completed as specified in the Performance Work Statement

(PWS).

b) In terms of tidiness and cleanliness, the contractor shall return the vessel to the Government in the same condition as it arrived or better.

c) The vessel shall be available for final inspection as scheduled or sooner at least 95% of the time.

d) For work that can only be inspected with the vessel out of the water (i.e. outdrives), the contractor shall provide the COR with a minimum of one date and time that the work can be inspected prior to re-launching. The contractor shall not launch the vessel prior to that date and time, unless the COR waives the inspection and authorizes launching of the vessel. The contractor is only required to present the work that would otherwise be inaccessible to the COR with the vessel in the water, especially when other related tasks have not been completed.

e) If the contractor launches the vessel without providing the COR at least one opportunity to inspect any work that is not accessible with the vessel in the water, the contractor shall, at the request of the COR, remove the vessel from the water and present it for inspection, at no additional cost to the government.

11. Delivery Schedule

a) Condition Found Reports and Quotations for Repair generated during routine maintenance are due at the time of final inspection for the routine maintenance.

b) For work that is required to be performed before routine maintenance can be completed, the contractor shall provide the Government with a CFR and Quotation as soon as possible to minimize any delays.

c) For unscheduled repairs, CFRs and Quotations are due by the second business day following the completion of a diagnosis or inspection.

d) Delivery of the vessel for return to service shall be established at the time that any work is ordered and revised anytime additional work is added to the order.

12. Tasks

All tasks shall be performed according to the manufacturer's recommendations, using materials that meet the manufacturer's minimum specifications. Where available, the contractor shall use reclaimed engine coolant, re-refined oil, and remanufactured parts at the time of replacement.

13. Routine Maintenance

Routine maintenance will be ordered by the government when service intervals are reached. The COR will contact the contractor to schedule routine maintenance. Routine maintenance shall be invoiced at the rate stated in the contract for the relevant period of performance. The pricing for each task shall include all costs required to complete the task, including but not limited to any labor, materials, freight, disposal, haul out, storage, cleaning, lay days, and work performed by a sub-contractor. All routine maintenance shall be performed according to the manufacturer's specifications.

14. Engine Service (D4-225)

The contractor shall perform an engine service to each of the vessel's main engines, at the request of the government. Engine service is expected to be performed at approximately every 200 service hours, as measured by the engines’ hour meters. Drive service to be performed on each outdrive shall include, but is not limited to, the following (in no particular order):

a) Change coolant o Drain Coolant and Dispose o Replace Thermostats o Replace O-rings (thermostat) o Replace Sealing rings (thermostat) o Flush Cooling System o Pressure Test Cooling System o Refill with New Coolant o Test Run o Inspect for coolant leaks o Top up coolant

17. 600 Hour Service (D4-225 and DPH-A)

The contractor shall perform a 600-hour service on each of the vessel's main engines and drives, at the request of the Government. The 600-hour service is expected to be performed at approximately every 600 service hours, as measured by the engines’ hour meters. Both the port and starboard engines and drives are expected to be serviced at the same time for convenience. Both the port and starboard drives are expected to be serviced at the same time for convenience. The 1500-hour service shall include, but is not limited to, the following (in no particular order):

a) Remove Drive from vessel

b) Disassemble Drive

c) Replace U-Joint

d) Replace Gears

e) Replace Bearings

20. Contingency Work

Contingency work is for any labor, materials or services, over and above those established for routine maintenance, required to bring the engines and outdrives in line with manufacturer specifications.

Contingency work shall be ordered or approved by the CO before the contractor can start work. All contingency work shall be performed according to manufacturer's specifications.

a) The contractor shall provide the COR with a copy of the Conditions Found Report and a Quotation For Repair for any contingency work

b) The contractor shall obtain approval from the CO and the COR before proceeding with the additional work. Approval from the CO will be delivered in writing via an executed modification to the existing contract.

c) Labor and Materials for any contingency work shall be invoiced at the contractor's published price list or better.

d) Lay Days - Charges for lay days shall be limited to those days in which no work is being performed by the contractor due to Government caused delays. No charges for lay days shall be invoiced for contractor-caused delays, including part delivery delays.

QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

The contractor will be evaluated in accordance with the following:

1. PURPOSE

This Quality Assurance Surveillance Plan (QASP) provides a systematic method to evaluate performance for the stated contract. This QASP explains the following:

• What will be monitored?

• How monitoring will take place.

• Who will conduct the monitoring.

• How monitoring efforts and results will be documented.

2. GOVERNMENT ROLES AND RESPONSIBILITIES

The following personnel shall oversee and coordinate surveillance activities.

a. CO - The CO shall ensure performance of all necessary actions for effective contracting, ensure compliance with the contract terms, and shall safeguard the interests of the United

States in the contractual relationship. The CO shall also ensure that the contractor receives impartial, fair, and equitable treatment under this contract. The CO is ultimately responsible for the final determination of the adequacy of the contractor's performance.

b.COR - The COR is responsible for technical administration of the contract and shall ensure proper government surveillance of the contractor's performance. The COR shall keep a quality assurance file. The COR is not empowered to make any contractual commitments or to authorize any contractual changes on the government's behalf.

3. PERFORMANCE STANDARDS

The contractor is responsible for performance of ALL terms and conditions of the contract.

The COR will provide contract progress reports as needed to the CO, reflecting performance on this plan and all other aspects of the resultant contract. The performance standards outlined in this QASP shall be used to determine the level of contractor performance in the elements defined.

Performance standards define desired services. The government performs surveillance to determine the level of Contractor performance to these standards.

The Performance Requirements are listed below in Section 5. The government shall use these standards to determine contractor performance and shall compare contractor performance to the standard and assign a rating. At the end of the performance period, these ratings will be used, in part, to establish the past performance of the contractor on the contract.

4. INCENTIVES/DEDUCTS

The government shall use the Option to Extend Services, past performance, and/or any other incentive that was proposed in the contract as incentives. Incentives shall be based on ratings received on the performance standards.

5. METHODS OF QUALITY ASSESSMENT SURVEILLANCE

Various methods exist to monitor performance. The COR shall use the surveillance methods listed below in the administration of this QASP.

a. PERIODIC INSPECTION and RANDOM SAMPLING performed by the COR. Evaluates progress as needed.
