PERFORMANCE WORK STATEMENT (PWS)
Review of Data and Methods used in the Operating Criteria and Procedures (OCAP) for the
Newlands Project, Nevada July 2025
1. SCOPE
This Performance Work Statement (PWS) outlines the tasks and deliverables for a Contractor to perform a scientific review of the data and methods used to determine reservoir storage targets, to forecast reservoir inflows, and to calculate allowable Truckee River diversions in the 1997 Operating Criteria and Procedures (OCAP) for the Bureau of Reclamation’s (Reclamation’s) Newlands Project, Nevada (Project).
1.1 OBJECTIVE
The overall objectives of this study are to:
• Assess the extent to which the 1997 OCAP incorporates the best available data, science, and technology to determine reservoir storage targets, forecast reservoir inflows, and calculate allowable Truckee River diversions.
• Develop recommendations to improve upon the use of the best data, science, and technology in the OCAP to determine reservoir storage targets, forecast reservoir inflows, and calculate allowable Truckee River diversions.
To accomplish these objectives, this PWS encompasses the following tasks:
• MANDATORY TASK 1 – Project management and administrative duties
• MANDATORY TASK 2 – Meetings
• MANDATORY TASK 3 – Recommend updates to Lahontan storage objectives
• OPTIONAL TASK 4 – Recommend updates to Carson River inflow forecasting
• OPTIONAL TASK 5 – Recommend updates to the Truckee River Diversion calculations The Contractor must consider the computational complexity of any recommended changes to OCAP calculations and parameters relative to the potential benefits in the accuracy and precision of calculations. Recommendations should not require an undue amount of time, data, or expertise.
Recommendations must be objective and not require Reclamation to apply discretion in administering the OCAP. Recommended updates must be capable of operating within the current Truckee-Carson modeling and decision-making environment with sufficient flexibility to operate under changing conditions. Within this requirement, the recommended updates must be capable of functioning in the Truckee River Operating Agreement (TROA) RiverWare models in a forward-looking daily time-step operation and backward-looking accounting mode.
The equations that govern the OCAP influence high-stakes decisions, necessitating a thorough evaluation and verification of any recommended updates. Any data used and methods applied will need to undergo rigorous review and thus should represent the state of the science, while also being operational and acceptable to stakeholders. The developed recommendations should also be easily communicated and understandable to a wide audience of stakeholders within the Truckee and Carson Basins. Clear graphics and reasonable explanations of the methods will aid in the communication effort and potential adoption within the OCAP, and within the TROA RiverWare models.
The Contractors should reference the 1997 OCAP and Preamble (Bureau of Reclamation, 1997) when developing their proposal.
1.2 BACKGROUND
The Project provides water from the Truckee and Carson Rivers for about 57,000 acres of cropland and wetlands in the Lahontan Valley and the towns of Fernley and Fallon, in western Nevada. Most of the Project water is diverted from Lahontan Reservoir on the Carson River to meet the demands of about 55,000 acres in the Carson Division. Derby Dam on the Truckee River diverts water through the Truckee Canal (Canal) to directly serve about 2,000 acres of land in the Truckee Division and, when needed, Truckee River water is diverted to Lahontan Reservoir to supplement supplies from the Carson River.
The decrease in Truckee River flows below Derby Dam, mostly from diversions to the Project, has lowered Pyramid Lake levels, contributing to the deterioration of endangered and threatened fish species in Pyramid Lake. The impacts of Project diversions on Pyramid Lake fisheries triggered protracted and repeated litigation by the Pyramid Lake Paiute Tribe and the federal government against the Truckee-Carson Irrigation District and other users of Truckee River Project water in both Nevada and California.
To better manage diversions from the Truckee River to the Project, the Secretary of the Interior adopted the initial OCAP in 1967, and several updates have occurred since then. Current operations follow the 1997 Adjustment to the 1988 OCAP, a federal rule published in the Code of Federal Regulations 418 (OCAP, 1997). The Supplemental Information for the 1997 OCAP identifies the following objectives of the OCAP:
• Provide the appropriate water supply to meet the entitled demand for water,
• Increase the reliance of the Project on water from the Carson River,
• Minimize the use of water from the Truckee River as a supplemental supply,
• Increase efficiency of water use in the Project, and
• Establish a regulatory scheme to manage deliveries to Project water users (OCAP, 1997).
To achieve these objectives, the OCAP establishes procedures to estimate the annual water demand of the Project and to regulate the diversion of water from the Truckee River to help meet that demand consistent with existing decrees.
Since the 1997 OCAP was implemented, numerous legal and operational changes have taken place in the Truckee-Carson Basin that require Reclamation to evaluate and potentially update the OCAP.
These changes include the establishment of the TROA as well as the reauthorization of the Project under Public Law 101-618 to allow the delivery of water for municipal and wildlife beneficial uses.
The passage of time has also revealed ambiguities and problems in the 1997 OCAP language that need to be clarified or resolved.
Reclamation started a scoping effort to update the 1997 OCAP, referred to as the OCAP revision.
Stakeholders at the scoping workshops identified several possible areas of study to investigate for the OCAP revision (U.S. Department of the Interior, 2021). This included the need to, “Incorporate the best available science and technology to support well-informed decision-making, allowing for adjustments to sources of scientific information and technology when more accurate, reliable and/or relevant information is available without requiring revision to the regulation.” Within this objective, this PWS addresses the needs identified by stakeholders to:
• Review the current models and methods used to estimate parameters used in the OCAP calculations, and
• Review the current forecasting methodology to identify potential improvements and provide the ability to build more informed forecasts (U.S. Department of the Interior, 2021).
Reclamation is undertaking a series of studies to review each of the parameters used to determine the Lahontan Reservoir Storage Objective for the Current Month (LSOCM) and the monthly Truckee River Diversions (TRD) (§ 418.20)1. This PWS focuses on tasks associated with reviewing the reservoir storage targets and forecasted reservoir inflows, as well as the overall calculation of LSOCM and TRD. Refer to the OCAP (1997) and subsequent text for further details on these calculations and parameters.
The following subsubsections provide direction to approach the PWS objective to perform a review of selected portions of the 1997 OCAP to ensure the best use of science and technology to support well-informed decision-making.

3.3 MANDATORY TASK 3 – Recommend updates to Lahontan storage objectives Diversion of Truckee River water to the Carson Division is governed in the 1997 OCAP by the end-of-month Lahontan storage objective, i.e., LSOCM. The LSOCM is intended to ensure sufficient supply is stored in Lahontan Reservoir to meet the seasonal Carson Division Demand Total (CDT, acre-feet).
This task requires reviewing the storage objectives in the 1997 OCAP, updating the table of storage targets in the 1997 OCAP, developing recommendations for updating and improving the LSOCM methodology, and documenting the process and results in a Technical Memorandum (TM). This task focuses on the following variables and calculations in the OCAP:
• Lahontan Reservoir Target Storage in May and June (TSM/J): Target storage for Lahontan Reservoir in May and in June (acre-feet) dependent on Carson Division demand and found in the Adjustments to Lahontan Reservoir Storage Targets lookup table (§ 418.22, excerpt provided in Table 1). The TSM/J is a parameter used to calculate the LSOCM from January to May.
• Lahontan Storage Objective January through May (LSOCM): Target storage for Lahontan Reservoir from January through May (acre-feet) calculated from expected Carson Division demand, losses from Lahontan Reservoir, and forecasted Carson River inflows from the current month through May and June.
• Lahontan Storage Objective June through December (LSOCM): End of month Lahontan Storage Objectives from June through December (acre-feet) dependent on CDT and found in the Adjustments to Lahontan Reservoir Storage Targets table (§ 418.22).
Table 1. Excerpt from the Adjustments to Lahontan Reservoir Storage Targets table in the 1997 OCAP showing the Lahontan storage targets (thousand acre-feet) each month based on Carson Division Demand (thousand acre-feet) (§ 418.22 OCAP, 1997).
3.3.1 Review reservoir storage targets
The Contractor shall complete a review of the Adjustments to Lahontan Reservoir Storage Targets table (§ 418.22), its application to determining the LSOCM throughout the year, and any supporting documentation or other references that provide background on the development of the table and issues/challenges in its application (supplied by Reclamation).
The Contractor shall complete a review of the state of the science used to ensure sufficient water is stored in reservoirs to meet seasonal irrigation demands in the West, particularly as it relates to inter-basin transfer. Relevant studies and methods applied outside the Truckee-Carson system may be included at the Contractor’s discretion, with approval from the LBAO Technical Team.
Presumably, these references will help identify appropriate updates to the method used to determine reservoir targets in the OCAP.
3.3.2 Update the Adjustments to Lahontan Reservoir Storage Targets table, as needed
(1) The Contractor shall update the values in the Adjustments to Lahontan Reservoir Storage Targets table (§ 418.22), as deemed necessary due to increased data availability, modeling improvements, and/or changes in demand and supply patterns since the 1997 OCAP was published.
(2) The scope of this task is limited to updating the storage target values and should not include any other updates to the methodology used to calculate the LSOCM throughout the year.
3.3.3 Develop recommendations for updating the LSOCM methodology Taking into consideration the advantages and shortfalls of the Adjustments to Lahontan Reservoir Storage Targets table alongside the state of the science in setting reservoir targets (Task 3.3.1), the Contractor shall develop a set of overarching recommendations for updating the Adjustments to Lahontan Reservoir Storage Targets table and its use in determining LSOCM throughout the year.
Based on the developed recommendations and as deemed necessary, the Contractor shall develop an updated methodology to ensure sufficient water is stored in Lahontan Reservoir to meet monthly Carson Division Demand (CDD) and seasonal CDT for consideration in an OCAP revision. Any recommended changes to the existing Adjustments to Lahontan Reservoir Storage Targets table and LSOCM methodology must:
a. Represent improvements over the current Adjustments to Lahontan Reservoir Storage Targets table and LSOCM methodology, evaluated in terms of the recommendation’s ability to support well-informed decision-making and ensure OCAP meets its objectives (outlined in Section 1.2).
b. Be scientifically defensible, objective, and repeatable.
c. Utilize only existing, easily accessible datasets, and easily estimated variables.
d. Function in the TROA RiverWare models in a forward-looking operation and backward-looking accounting mode.
e. Be flexible enough to account for additional data availability, modeling improvements, and/or changes in demand and supply patterns.
f. Include concise, straightforward language, free from ambiguity.
The Contractor shall consult with the US District Court Water Master to ensure that any updates protect Nevada and California water rights and are operable within the TROA RiverWare models and TROA planning process.
3.3.4 Document recommendations for updating Lahontan storage objectives in a TM
The Contractor shall document the recommendations for updating (or not updating) the Lahontan storage objectives and LSOCM methodology from Tasks 3.3.1, 3.3.2, and 3.3.3 in a TM that includes the following:
a. Executive summary.
b. Summary of the use of the Adjustments to Lahontan Reservoir Storage Targets table, monthly LSOCM, and TSM/J in the 1997 OCAP.
c. Advantages and shortfalls of the current Adjustments to Lahontan Reservoir Storage
Targets table and methodology used to calculate LSOCM in the 1997 OCAP.
d. Review of the state of the science used to ensure sufficient water is stored in reservoirs to meet seasonal irrigation demands in the West (~3-5 pages).
e. Advantages and shortfalls of external methods to ensure sufficient water is stored in reservoirs, in terms of their applicability to the Truckee-Carson system, with a focus on the operability within the Project and TROA RiverWare models.
f. Key takeaways for updating (or not updating) the Adjustments to Lahontan Reservoir Storage Targets table and methodology used to calculate LSOCM.
g. Recommended methodology to address current shortfalls, ensure sufficient, but not excess, water is stored in Lahontan Reservoir to meet Carson Division Demand throughout the irrigation season for consideration in an OCAP revision.
h. Evidence that the recommendations represent improvements over the current Adjustments to Lahontan Reservoir Storage Targets table and methodology used to calculate LSOCM, do not impact Nevada or California water rights, and are compatible with the TROA RiverWare models, or evidence in support of maintaining the 1997 OCAP Adjustments to Lahontan Reservoir Storage Targets table and LSOCM methodology in an OCAP revision.
i. Any other pertinent information.
The Contractor shall perform an internal quality control review of the TM. The Contractor shall have a Senior Hydrologist or Senior Hydrologic Engineer review and provide comments on the TM, before review by Reclamation.
The Contractor shall provide the TM as a draft for review by the LBAO’s Project Manager and LBAO’s Technical Team, as well as other basin stakeholders. The report will require the submission of a draft, draft-final, and final report, providing Reclamation and other stakeholders the opportunity to review each draft iteration and provide feedback. The Contractor will address each comment in a standard comment sheet, including comment disposition and back-check by Reclamation/other stakeholders to document whether the comment response was accepted.
The Contractor shall submit with each report version the accompanying models, files, datasets, and reviews, as listed in Section 5 Data and Reports.
The Contractor shall prepare and present the results of this task in a 1-2 hour presentation to Reclamation, including the recommendations for updating forecasting language and methodology and other pertinent information in the TM. The Contractor should also be prepared for the potential to present this information to other stakeholders in the basin on one occasion during a two (2) hour session.
3.3.5 Oversee activities, staff, and resources
(1) The Contractor shall conduct all managerial and administrative duties related to this task. This includes project management and oversight of contractor activities, staff, and resources.

(1) The Contractor’s Project Manager and pertinent project staff shall participate in twice-a-month meetings with LBAO’s Project Manager and LBAO’s Technical Team (i.e., Special Studies Division Manager and Special Studies Division Staff) to assess the status of the study and determine if additional direction or information is needed.
(2) The Contractor shall prepare an agenda, give progress updates, record meeting notes, and solicit feedback from LBAO’s Project Manager and LBAO’s Technical Team for each meeting. Draft meeting notes shall be delivered within five (5) days of the meeting. Final notes, incorporating comments and suggested changes, shall be provided within three (3) days of receipt of all comments.
(3) The Contractor shall participate in up to twenty-four (24) 1-hour teleconferences. Up to two (2) hours of pre-meeting preparation are anticipated per call.
3.3.7 Prepare monthly status reports and invoices
(1) The Contractor shall prepare and submit monthly status reports and invoices, that include the date, contract number, invoice number, CO, COR, contract amount, task number, percent complete, current invoice amount, and cumulative complete.
3.4 OPTIONAL TASK 4 – Recommend updates to Carson River inflow forecasting This task entails reviewing the forecasting methodology used in the 1997 OCAP, updating the forecast adjustment coefficients in the 1997 OCAP, developing recommendations for updating the forecasting methodology, and documenting the process and results in a Technical Memorandum (TM). This task focuses on the following variables and calculations in the OCAP:
• April through July runoff forecast (AJ): April through July runoff forecast for the Carson River at Fort Churchill (acre-feet). The 1997 OCAP directs that LSOCM from January to May “will be based, in part, on the monthly Natural Resources Conservation Services April through July runoff forecast” (§ 418.20).
• Forecast discretization coefficient (C1): An adjustment coefficient multiplied by the AJ to estimate the forecasted Carson River inflow from the current month through May or June. The C1 coefficient is used to calculate the LSOCM from January to May.
• Monthly Carson River Inflow (CRI): Anticipated Carson River inflow to Lahontan Reservoir for the current month (acre-feet). The CRI is used to calculate the current month
TRD.
3.4.1 Review forecasting methodology
The Contractor shall complete a review of the seasonal forecasted Carson River inflow used in the LSOCM calculations (AJ*C1) and the monthly forecasted Carson River inflow (CRI) used in the TRD calculation, along with any supporting documentation or other references that provide background on the development of the 1997 forecasting methodology and issues/challenges in its application (supplied by Reclamation).
The Contractor shall complete a review of the state of the science in forecasting methodology in water planning in the Truckee-Carson Basin (ex. forecasting used to administer the TROA) and decision-making in the West more generally. Relevant studies and methods applied outside the Truckee-Carson system may be included at the Contractor’s discretion, with approval from the LBAO Technical Team. Presumably, these references will help identify appropriate updates to the forecasting language and methodology used in the OCAP.
3.4.2 Update forecast adjustment coefficient (C1), as needed
(1) The Contractor shall update the C1/May and C1/June values (§ 418.20), as deemed necessary due to increased data availability, modeling and forecasting improvements, and/or changes in Carson River inflow patterns since the 1997 OCAP was published.
(2) The scope of this task is limited to updating the C1 values and should not include any other updates to the forecasting methodology or LSOCM calculation.
3.4.3 Develop recommendations for updating the forecasting methodology Taking into consideration the advantages and shortfalls of the 1997 OCAP forecasting methodology alongside the state of the science in forecasting methodology (Task 3.4.1) the Contractor shall develop a set of overarching recommendations for updating the forecasting methodology in OCAP.
Based on the developed recommendations and as deemed necessary, the Contractor shall develop an updated forecasting methodology for consideration in an OCAP revision. Any recommended changes to the existing forecasting language and methodology must:

3.5 OPTIONAL TASK 5 – Recommend updates to the Truckee River Diversion calculations One of the objectives of the 1997 OCAP is to minimize diversions of Truckee River water to meet Project demands, as determined by the calculation of the LSOCM and allowable TRD each month (§ 418.20). The studies in this PWS and others undertaken by Reclamation examine each of the parameters in the calculation of LSOCM and TRD (§ 418.20); building off of the results and lessons learned from these studies, this task entails a holistic review of the TRD equation to develop potential recommendations for updates, considering the forthcoming recommendations for updating the individual parameters used to calculate LSOCM and TRD.
3.5.1 Conduct a literature review of methodologies to determine allowable diversions The Contractor shall review the LSOCM (§ 418.20 (b)) and TRD (§ 418.20 (d)) equations and overall methodology to determine allowable Truckee River Diversions to assess the extent to which these incorporate “the best available science and technology to support well-informed decision-making, allowing for adjustments to sources of scientific information and technology when more accurate, reliable and/or relevant information is available without requiring revision to the regulation” (U.S. Department of the Interior, 2021).
The Contractor shall identify 1-3 case study irrigation districts that provide applicable and useful examples of methods to determine the amount of water diverted from rivers to meet irrigation and other water demands/rights. It is expected that the most applicable case studies will derive from the arid western US and involve inter-basin transfers. Relevant studies and methods may be included at the Contractor’s discretion, with approval from the LBAO Technical Team. Presumably, these references will help to identify alternative methods for determining allowable diversions to meet water demands that can provide transferable lessons learned for updating, or not updating, the TRD calculation.
3.5.2 Develop recommendations for updating the TRD calculation Taking into consideration the advantages and shortfalls of different methods to determine allowable diversions (Task 3.5.1), the Contractor shall develop a set of overarching recommendations for updating (or not updating) the TRD calculation in the OCAP, including LSOCM and the TSM/J.
Based on the developed recommendations and as deemed necessary, the Contractor shall recommend a method to calculate TRD for consideration in an OCAP revision. Any recommended changes to the TRD calculation must:
a. Represent an improvement over the calculation of allowable TRD, evaluated in terms of the recommendation’s ability to support well-informed decision-making and ensure OCAP meets its objectives (outlined in Section 1.2).
