About this file
This document is a Request for Quote (RFQ) Questions and Answers document for RFQ 140R2025Q0077, addressing four key clarification questions from potential contractors. The document covers details about a project related to the Newlands Project Operating Criteria and Procedures (OCAP) Update, with a 24-month performance period. Key clarifications include an optional site visit for relationship building, meeting and reporting requirements for mandatory and optional tasks, and payment terms. The government indicates that while a site visit is optional, they value face-to-face interactions, particularly with new contractors. For tasks 3, 4, and 5, contractors can expect up to 60 total teleconferences if all optional tasks are undertaken, with each task having its own subtasks for meetings, status reports, and invoices. Regarding payments, contractors can submit invoices monthly based on project completion percentage, with the government specifying that advance payments are not permitted.

Questions and Answers
Question 1: I haven't been able to track down the following reference: U.S. Department of the Interior. (2021). Plan Formulation Report for the Newlands Project Operating Criteria and Procedures (OCAP) Update. Can you please provide a copy?
Answer: See Attachment 1 - USBR OCAP Plan Formulation Report.
Question 2: In Mandatory Task 2, an optional site visit is listed. It's not listed as an optional task in the quote schedule. How would you like the site visit quoted? The scope describes this as a joint Reclamation/Contractor decision. Is a site visit necessary?
Answer: From a technical perspective, the site visit is not necessary. It is just an option for an in-face meeting and tour - more for relationship building and situational awareness. If a contractor would like a site visit, you will include it in the quote under task 2. If they opt out of a site visit, that's fine as well. Basically, we're giving contractor’s this option and if they quote it and want to visit, the Government will host them. Again, we don't think it's necessary, but do believe there's value in face-to-face interactions, particularly if it's a contractor who is not familiar with the work we do and/or we haven't worked with before.
The language about the government also agreeing is included because there's some contractors whom we have worked with a lot and have been here before so there's really no need for them to perform a site visit.
Question 3: Tasks 3, 4, and 5 each have subtasks for overseeing activities, staff, and resources; LBAO meetings; and prepare monthly status reports and invoices. Do you anticipate these tasks to overlap? For example, are you requesting additional biweekly meetings for the optional tasks, or would the maximum number of meetings be 24 regardless of the execution of the optional tasks?
Answer: Each of the analysis tasks (3, 4, and 5) have their own sub-tasks for meetings, status reports, and invoices and we expect these to be additive - so, up to 24 teleconferences for Task 3, an additional 24 teleconferences for Task 4, and an additional 12 teleconference for Task 5 (up to 60 total). In reality, if all the optional tasks are undertaking there will likely be some overlap and less than 60 meetings (2 yrs = 48 bi-weekly). However, we didn't want to include one overarching "Meetings" task that included the mandatory and optional tasks since the contractor could then include these in a quote even if the optional tasks weren't undertaken.
Question 4: For the quote schedule, unit prices seem to be months. The performance period is 24 months, but the quantity listed is 21 months. Can you reconcile this? Also, would

Questions and Answers payment be in even monthly payments, following the pricing schedule, or by percent of project completion?
Answer: The quantity should be 24 months. See amended combined synopsis/solicitation to correct the pricing schedule units. Also, payment will be made according to however you choose to submit. Likely that will be based on percent of project completion but ultimately that's up to each individual contractor. You just cannot submit invoices more frequently than monthly and the government cannot pay for services in advance.
