About this file
This is a Request for Quotation (RFQ) from the Bureau of Reclamation for retrofitting two Ford Transit Vans (VIN: 1FTBR2C82PKB42991 and 1FTYE2C89PKB43321) for the Environmental Compliance Branch. The solicitation is a 100% Small Business set-aside with quotes due by May 7, 2025, at 11:00 AM Pacific Daylight Time. The vans will be outfitted with specific modifications including folding storage shelving, a custom chemical-resistant work surface with power outlets, mounted storage containers, floor and insulation panels, rear window coverings (for one van), and a side step (for one van).
The evaluation will be based on two factors: price reasonableness and technical van design. Vendors must submit a completed vendor information and price schedule, detailed item breakdown/price list, capability statement, and van design. The vans are currently inadequately equipped for field sampling and cargo transport, lacking secure storage and proper work environments. The period of performance is 60 days from award, with Environmental Compliance staff being the primary drivers. Quotes must be submitted electronically via PDF to rbrown@usbr.gov, with the contractor responsible for providing brand new products meeting the specified requirements.

Specifications
The Department of Environmental Affairs, Environmental Compliance Branch Ford Transit Van retrofit will include 2 Ford Transit Vans. These cargo vans were purchased to perform field sampling and cargo transport tasks that the Environmental Compliance staff’s other vehicles (a small and large SUV plus a truck) are not well suited for. These sampling and environmental compliance events are required by law. Examples include:
• Transport of heavy shipping coolers between the offsite lab facility, main office, and shipping drop-off locations.
The Environmental Compliance staff’s other vehicles either do not have adequate cargo space for additional coolers or the layout of the cargo area makes loading/unloading heavy items cumbersome and not safe (long truck bed with a camper shell).
• Equipment maintenance or sample processing tasks that must take place out in the field and require a work surface and/or indoors environment. The camper shell on the truck does not offer sufficient headroom, the SUVs lack work surfaces, and getting out a portable table/tent/windscreen at each sampling location would be cumbersome and add extra time/labor costs.
Currently the vans do not have the right equipment and are not outfitted with the requirements for cargo and equipment sitting on the floor either unsecured or secured only with an ad-hoc system of bungee cords. Lack of secure shelving and storage compartments means the floor is covered with equipment, making walking around the cargo area difficult.
Rationales for each of the major groups of requested add-ons:
• Folding storage shelving units for rear of cargo area:
o strong, durable shelving capable of holding and securing heavy shipping coolers and crates of sample bottles, able to fold away when not in use.
o When folded down, there is still enough space to walk between the shelves on either side.
• Custom work surface with lab-grade epoxy countertop and drawer unit below:
o durable, chemical-resistant (Environmental Compliance staff commonly works with undiluted acids as most of our sample bottles contain concentrated acids as preservatives) o work surface for processing and preserving samples, o cleaning and calibrating installed field equipment, both of which often require a laptop.
o A power inverter and outlets will be available for laptop charging and powering common field equipment
(filtration pumps, etc.).
• Mounted storage containers: for most commonly used equipment (gloves, wipes, water quality sondes), storage options mounted either on or near rear and side doors for easy access during sampling.
o A mount for a fire extinguisher is also included to make inspection and access during an emergency easier (currently mounted behind/under passenger seat).
o A configurable storage system for small items is to be installed above the planned work surface for small items commonly used during tasks to be performed at the work surface (batteries, filters, calibration tools, etc.).
o A small set of hooks is to be installed near the sliding door for hanging up equipment or rain jackets, hip waders, etc.
• Floor and insulation panels for cargo area: the floor of the cargo area is currently a grooved metal surface that presents a slip hazard when wet and is uneven.
o A flat, comfortable, easy to clean floor panel will be installed to make walking around the cargo area safer. The cargo area is currently unlined sheet metal and reaches extreme temperatures during the summer months, making it unsafe to work inside. The solid partition between the cabin and the cargo area prevents the HVAC system from conditioning the cargo area of the van, and opening the small sliding door in the middle of the partition while driving is not sufficient to maintain a safe and reasonable temperature.
o Insulated side panels will ensure safe working conditions inside the van during all seasons.
• Rear window coverings (Van 905 only) will provide some security for expensive sampling equipment stored in the van during overnight trips when the van is left unattended. These coverings do not significantly diminish visibility from inside the van, so safety is not compromised.
• Sidestep (Van 904 only) will allow for all staff to easily and safely enter the van from the side sliding door.
Currently this is cumbersome for some staff members due to the height of the door sill.
Period of Performance: Completed within 60 days of award
Van Pickup and Delivery requirements:
The Environmental Compliance staff would be the only ones driving the vans as we’d drop off and pick them up from the outfitter, which is local. The contractor may need to drive the vans short distances within their own premises the same way employees of an auto shop or full-service car wash as needed.

DOI-AAAP-0028 Electronic Invoicing and Payment Requirements – Invoice Processing Platform
Feb 2021
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: Contractor must provide documentation to support that the services have been performed.
When submitting invoices to IPP, the Contractor is advised to upload supporting documentation that will allow Reclamation to verify that the products or services comply with the terms of the contract. The information in the uploaded documents should not conflict with the data fields in the IPP submissions (service dates, invoice number, etc.). Prior to submitting an invoice to IPP, the contractor may coordinate with the designated Contracting Officer's Representative (COR), for review and verification of quantities for payment and for compliance with the applicable progress payment requirements of this contract. Prior coordination with the COR will allow for streamlined processing of the invoice.
If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
