SECTION B – CONTINUATION OF SF 1449

1. GENERAL DESCRIPTION: Operation and Maintenance of the Tracy Fish Collection Facility (TFCF) screens and collects fish prior to diversion of water through the Jones Pumping Plant (JPP). Fish are identified, collected, and returned to the Delta at different fish release sites inside Government Owned Fleet Tank Trucks. The Fish and Wildlife’s 2008 Biological Opinion states any Hauling Trucks used to transport salvaged fish to release sites must inject oxygen into the tanks and must also contain an eight parts per thousand salt solution to reduce stress, and this may reduce the chance of mortality in the fish that are transported in the tanks.

2. EXTENT OF OBLIGATION: This Blanket Purchase Agreement (BPA) shall cover requirements to purchase 50lb bags of Cargill industrial mill salt or equal.

3. BPA ORDER LIMITATIONS: The Government is obligated only to the extent of authorized purchases actually made under this BPA. No work is guaranteed under a BPA. Therefore, there is no minimum dollar value of work that will be ordered by the government under this BPA. The maximum dollar value for this BPA will be an estimated $30,000.00 per year, for a total of $150,000.00 for five (5) years.

4. AUTHORIZED CALLERS: Only authorized callers from the U.S. Bureau of Reclamation Acquisition Services Office will place orders under this BPA. At time of award a letter will be issued listing the authorized callers. In the future a letter may be issued to the BPA Holder/Contractors to add additional personnel if needed to this list. Only authorized Contracting Officers from the U.S. Bureau of Reclamation will place call under this BPA over the micro purchase limits.

BPA Calls up to $10,000.00

Betty Santana - Purchasing Agent

BPA Calls above $10,000.01

Payment for calls above the single purchase threshold of $10,000.00 dollars will be made by the following warranted contracting officers, who also have delegated authority to use the purchase card as the method of payment.

5. DELIVERY TICKETS: All shipments under this BPA shall be accompanied by delivery tickets or sales slips that shall contain the following minimum information. One copy of this delivery ticket shall be sent to the ordering official and one copy to the Contracting Officer of this award:

• Name of the Supplier

• BPA Number

• Date of Purchase

BPA TERMS & CONDITIONS

• BPA Call Number

• Itemized List of Supplies/services furnished

• Quantity, unit price, and extension of each item, less applicable discounts.

• Date of delivery or shipment

6. THE BPA ORDERING PROCESS: As requirements are determined by the Government to be appropriate for ordering under this BPA materialize the following shall take place:

a. If the requirement is below the micro purchase threshold amount ($10,000.00), then the BPA calls shall be sent to an established BPA Holder(s), rotating as appropriate. The Government would issue a Request for Quotation (RFQ) to the BPA Holder(s). The RFQ may include the following 1) A Performance Work Statement (PWS) describing the work to be performed; 2) Any special contractual requirements that will apply to the order, to include delivery requirements/performance schedules; and 3) Quotation preparation and submittal instructions

b. If the requirement is above the micro purchase threshold amount, the BPA calls shall be sent to the established BPA holder. The Acquisition Office would issue Request for Quotations (RFQs) to the BPA holder(s). The RFQs may include the following: 1) A Performance Work Statement (PWS) describing the work to be performed; 2) Any special contractual requirements that will apply to the order, to include delivery requirements/performance schedules; and 3) Quotation preparation and submittal instructions.

7. PERIOD OF PERFORMANCE/DELIVERY: The period of performance of the BPA is September 2021 to September 2026. Each call placed under the BPA will identify the delivery date. Once the BPA holder has accepted the order, the call and the delivery date are contractually binding.

8. INVOICES: An itemized invoice shall be submitted at most monthly or upon expiration of this BPA, whichever occurs first, for all deliveries made during a billing period and for which payment has not been received.
