Bureau of Reclamation

Umatilla Field Office

Hermiston, Oregon

C.1 Introduction

The Bureau of Reclamation has a requirement for dedicated deterrence patrol and Law

Enforcement (LE) services on properties administered by the Umatilla Field Office

(UFO) in Hermiston, Oregon. A dedicated law enforcement patrol presence provides continuous visual deterrence and allows for rapid response to illegal activities and public safety issues. Additionally, the UFO staff may require law enforcement support in the event of an emergency.

C.1.1 Mission

The mission of the Bureau of Reclamation is to manage, develop, and protect water and related resources in an environmentally and economically sound manner in the interest of the American public.

C.1.2 Background

Reclamation’s UFO is responsible for the administration of the facilities and lands associated with the Umatilla Project. The project includes facilities, structures and properties within Project’s physical and administrative boundaries consisting of the two high-hazard dams, five pumping plants, a large undeveloped property at the edge of an urban area, a field office and maintenance compound, and many miles of canals.

The Contractor shall be expected to enforce State, County, and local laws, ordinances, rules and regulations and to make non-federal arrests and issue citations on Umatilla

Project property (proprietary jurisdiction) within the Contractors’ jurisdiction.

C.1.3 Scope

The Umatilla Project has no dedicated law enforcement personnel. The purpose of this procurement is to provide visible law enforcement presence for deterrence of and rapid response to public safety issues, crimes, and potential threats in areas on the Umatilla

Project for which Reclamation is responsible. Additionally, in the event of an emergency, the Umatilla Field Office or McKay Field Station may require law enforcement assistance in carrying our required Project or public safety duties.

A. The Contractor shall provide 780 hours of patrols and/or enforcement actions per year.

B. Any suspicious person or activity shall be investigated.

C. Enforcement actions shall be at the Contractor’s employee discretion.

D. The Contractor’s employees are expected to use their judgement on individual cases.

C.2 General Requirements

This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort.

C.2.1 Non-Personal Services

The Government shall neither supervise contractor employees nor control the method by which the Contractor performs the required tasks. Under no circumstances shall the

Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (CO) immediately.

C.2.2 Business Relations

The Contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall provide corrective action plans, proposal submittals, and timely identification of issues. The Contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all Contractor personnel.

C.2.3 Contract Administration and Management

The Contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The Contractor shall respond to Government requests for contractual actions in a timely fashion.

C.2.3.1 Contract Management

The Contractor shall identify a Program Manager (PM) for the purchase order. The PM will serve as a primary point of contact for all issues of central management, liaison, and communication between the Contractor and the Government. The PM shall be someone already on the Contractor’s payroll. The PM shall be a principal or someone with adequate authority to provide answers to the Government should any situations arise with Contractor personnel. The PM shall be available Monday through Friday during normal business hours. The Contractor shall notify the Government of any change in PM.

C.2.3.2 Contract Administration

The Contractor shall have a single point of contact between the Government and

Contractor personnel assigned to support the purchase order. The Contractor shall assign work effort and maintain proper and accurate time keeping records of personnel assigned to work on the requirement.

C.2.3.3 Personnel Administration

Contractor shall provide a list of employees that will be assigned to the purchase order.

The list shall include the employee’s full name and badge number. The list shall be signed and validated by the supervisor responsible (or other authorized management official) for the employees. An updated list shall be provided each time there is a change to the employees assigned to this purchase order.

Once the incident has been resolved, the individual will either be allowed to return to performance on the purchase order or be permanently removed from performance on the purchase order as the Government deems appropriate. Temporary removal of any personnel member does not relieve the Contractor of any performance requirements or create an entitlement to an equitable adjustment. In the event of a temporary removal, the Contractor shall replace the removed officer with an officer that meets the requirements of the purchase order within twenty-four (24) hours of the removal.

Permanent Removal

Reclamation reserves the right to permanently exclude any individual from performance under this purchase order whose performance or appearance does not meet requirements or who fails to successfully pass background investigations.
