Salient Features:

1. be factory new.

a. purifying Mobile DTE Heavy Medium 68 weight oil from ISO 21/19/17 to ISO 13/10/8 without removal of anti-corrosion or anti-foaming additives within at most 5 complete purification cycles.

b. running automatically and unattended with a single push-button startup and shutdown.

c. operating on 460VAC/60HZ/3PH power with 100 amp maximum (startup) current draw

d. performing self-diagnostic testing and displaying associated trouble notifications.

6. include:

a. TEFC (Totally Enclosed Fan Cooled) motor(s).

b. a runtime hour meter.

c. 2” inlet and outlet connections with isolation valves.

iv. include an internal bypass valve set at 45 psi ± 3 psi (to prevent over pressurizing a dirty filter element).

g. an electrically actuated inlet shut off valve designed to close:

i. under a loss of power condition.

ii. under an alarm-triggered shutdown event.

h. a laser particle detector which displays real time ISO Cleanliness Code and moisture level.

i. a constant volume positive displacement gear pump capable of producing 20 gallons per minute process flow. Pump shall include integrated pressure relief and pressure gauge.

j. stainless steel interconnecting piping with hydraulic style compression tube fittings.

k. smart relay controls.

l. a NEMA 4 rated UL approved control panel with:

i. a main disconnect.

ii. dirty filter lights.

iii. a run light.

iv. a high temperature alarm.

v. a digital temperature controller.

vi. NEMA rated switches, buttons and lights.

m. circuit breaker protection for all electrical components. Fuses allowed only on control transformer and phase fail circuits.

n. programming to ensure (during a normal shutdown sequence) continued pump run-time for adequate oil temperature reduction/heat dissipation.

o. at least two inline 16-kilowatt oil heaters:

i. with a watt density of not more than 11.5 watts per square inch of heater surface area.

ii. with actual and set point temperature display.

iii. capable of maintaining a maximum temperature variance of 1° Fahrenheit.

iv. with over-temp protection.

p. audible and visual alarms for:

i. high temperature.

ii. low oil flow.

iii. dirty filter.

q. a safety interlock which will disable heater system in event of low/no oil flow.

r. a drain pan with an automatic leak detection shutdown system.

s. an industrial epoxy primer/paint or equivalent powder coated finish.

t. factory representative:

i. commissioning.

ii. start up.

iii. operator training.

u. hard and electronic copies of the owner, operator, parts, service & shop manuals.

v. a 1-year manufacturer’s warranty (minimum).

PROCESSING PLATFORM (IPP) (MAR 2023)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice

Processing Platform System (IPP).

'Payment request' means any request for contract financing payment or invoice payment by the Contractor.

To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and

Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

Concurrent to submitting an invoice in IPP, the contractor may submit any supporting documentation to bor-sha-Invoices@usbr.gov. Contractors are cautioned that supporting documentation e-mailed to the contracting officer and contract specialist must not conflict with the IPP submission. Conflicts between the

IPP submission and supporting documentation may result in a delay in approval and/or rejection of submitted invoices.

When e-mailing supporting documentation, the subject line of the email shall be formatted as follows:

Contract Number, Invoice Number, Contracting Officer's last name (e.g., 140R2018R00000_Invoice No.

1_Smith). The invoice shall be attached to the email and named using the following format: Contract

Number, Contractor Name, Invoice Number, Invoice Amount (e.g., 140R2022R00000_World Test, Inc. -

Inv. No. 1 - $5,678). Invoices shall not include information that would compromise Personally

Identifiable Information, such as full social security numbers, dates of birth, etc. The final invoice shall be submitted and will be approved in accordance with payment terms and conditions contained in the contract, after all, if any, settlement actions are complete. The contractor must clearly identify the last payment as the ‘Final Invoice’.

The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller

General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.223-23 SUSTAINABLE PRODUCTS AND SERVICES (MAY 2024) [DEVIATION FEB 2025]

(a)Definitions. As used in this clause—

Biobased product means a product determined by the U.S. Department of Agriculture (USDA) to be a commercial product or industrial product (other than food or feed) that is composed, in whole or in significant part, of biological products, including renewable domestic agricultural materials and forestry materials, or that is an intermediate ingredient or feedstock. The term includes, with respect to forestry materials, forest products that meet biobased content requirements, notwithstanding the market share the product holds, the age of the product, or whether the market for the product is new or emerging. ( 7 U.S.C. 8101) ( 7 CFR 3201.2 [7 CFR Part 4270.2]).

Recovered material means waste materials and by-products recovered or diverted from solid waste, but the term does not include those materials and by-products generated from, and commonly reused within, an original manufacturing process. ( 42 U.S.C. 6903).

Sustainable products and services means products and services that are subject to and meet the following applicable statutory mandates and directives for purchasing:

(1)Statutory purchasing programs.

(i) [ (1) ] Products containing recovered material designated by the U.S. Environmental Protection

Agency (EPA) under the Comprehensive Procurement Guidelines ( 42 U.S.C. 6962) ( 40 CFR part

247) ( https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program#products).

(ii) [ (2) ] Energy- and water-efficient products that are ENERGY STAR® certified or Federal

Energy Management Program (FEMP)-designated products ( 42 U.S.C. 8259b) ( 10 CFR part 436, subpart C) ( https://www.energy.gov/eere/femp/search-energy-efficient-products and https://www.energystar.gov/products?s=mega).

(b)Requirements.

(1)The sustainable products and services, including the purchasing program and type of product or service, that are applicable to this contract, and any products or services that are not subject to this clause, will be set forth in the statement of work or elsewhere in the contract.

(2)The Contractor shall ensure that the sustainable products and services required by this contract are—

(i)Delivered to the Government;

(ii)Furnished for use by the Government;

(iii)Incorporated into the construction of a public building or public work; and

(iv)Furnished for use in performing services under this contract, where the cost of the products is a direct cost to this contract (versus costs which are normally applied to the Contractor's general and administrative expenses or indirect costs). This includes services performed by contractors performing management and operation of Government-owned facilities to the same extent that, at the time of award, an agency would be required to comply if an agency operated or supported the facility.
