GENERAL INFORMATION:

This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6 and FAR Part 13. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor.

This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P9726Q0069 A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2026-01 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

ITEM 1 - DESCRIPTION OF WORK

Description of the Services: The Contract shall furnish all labor, supervision, tools, equipment, transportation, material and incidentals necessary to service Bering Land Bridge National Preserve (BELA) Nome Dormitory sewer service connection mechanical cleaning and video recording to meet the requirements for this Statement of Work (SOW)

1.1 System Maintenance Cleaning:

a) Definition: The 4” HDPE sewer service connection in the building is original. The Contractor shall mechanically clean and flush the main. The term “clean” shall be defined as the removal of sufficient material to render the sewer line to 95% of its original capacity, and to allow the passage of the necessary videotaping inspection equipment. This includes the removal of and not limited to: grease deposits, rocks or other foreign objects that may prevent normal flow. Particular emphasis is made to the welding “webs” present at the pipe joints and to video the entire sewer pipe from the dormitory to the City of Nome sewer main connection.

b) Protection of Existing Services: The Contractor shall conduct his/her work in such as manner as to prevent wastewater from backing up or being forced into buildings which as connected to the sanitary sewer system main. Cleaning with a sewer cleaning ball and low water pressure will not be acceptable.

1.2 Video/Digital Camera Inspection:

a) Videos used in recording all sewer line inspections shall be made in color on computer CD or DVD format disks. The replay of the recorded video information shall be free of electrical interference and provide a clear, stable image with horizontal resolution of the sewer main and a gray scale rendition of at least eight shades of gray.

The audio portion of the composite signal shall be sufficiently free from electrical interference and background noise to provide complete intelligibility of the oral report. Audio reports shall be recorded by the operating technician on the videos as they are being produced; in no case will dubbing of the audio portion be allowed after the survey. The video equipment shall have the capability to instantly review both video and audio quality of the video productions at all times during the television survey.

The television inspection shall be performed from the dormitory sewer service arctic box utilidor to the City of Nome sewer main connection, only after the sewer service connection has been thoroughly cleaned so that a clear, definitive picture of the interior of the pipe can be obtained. The television camera used for the inspection shall be one specifically designed and constructed for such inspections. The inspection shall be performed by pulling the television camera through the line along the axis of the pipe. The inspection may be made in either a forward or backward direction, according to the line condition at the time the inspection is made. The operating technician shall have control of the movement of the television camera at all times. The travel speed of the camera shall be uniform. At the operating technician’s discretion, the camera shall be stopped and/or backed up to view and analyze conditions that appear unusual or uncommon to a good, sound sewer. The operating technician shall at all times be able to move the camera through the line in either direction without loss of quality in the video presentation on the monitor. The picture at all times shall be free of electrical interference and provide a clear, stable image of the resolutions specified.

Continuously displayed on the monitors as part of the video presentation shall be the date of the survey, and a continuous forward and reverse read-out of the camera distance from the pipe point of reference.

b) Audio reports shall include the location of the sewer, manhole depth, sewer size, pipe size, pipe material type, the direction of travel, a description of the conditions in the sewer line as they are encountered, and a statement of the amount and type of debris cleaned out of the pipe section during the cleaning phase of the contract. Infiltration and/or exfiltration shall be inspected, the cause(s) determined, and the flow rate estimated; the video image shall pause at these sites to allow determinations to be made. The purpose of the video recording shall be to supply a permanent visual and audio record of the manhole section surveyed. The video CD and/or DVD disks shall become the property of the Government upon completion of the project.

c) A digital camera (with proper lens and mountings to frame the monitor) shall be utilized for making still photos. Photos may be taken at the discretion of the operating technician to record conditions of interest during the survey. In no case, shall less than two acceptable photographs be taken per sewer service connection pipe segment.

During the television inspection operation, a written inspection report shall be prepared by the Contractor which shall clearly show the exact location (in relation to the centerline of the manhole of reference) of each point of infiltration or exfiltration and the amount of flow; each sewer service line (live and stubbed); roots; storm sewer connections; collapsed sections of pipe; joints sealed; a presence of scale, corrosion, or grease; and other discernible features.

The Contractor shall also make written recommendations in the report on any additional work that may need to be accomplished. The information shall be consolidated into a report document and shall be presented to the Government within 14 calendar days of the completion of the inspection.

Contractor must provide existing condition and completion photos. All photos shall be in focus, show maximum range of depth of field general photo and then close-up detail photo as needed. Shall be in JPEG digital form and submitted electronically by email minimum within 2 days from time of taken or as approved by COR.

1) Existing Condition Images:

Before starting to clean, take color, dated photo imaging of existing sewer service connection.

2) Completion Images:

a. Document all completed work within scope of work.

b. Maintain organized index for photos with date, description, and location.

c. Additional images as needed when questions or emergency situations occur.

1.3 Scheduling:

Contractor shall submit a cleaning schedule to the COR within ten (10) business days after award of the contract. Areas identified in shall be scheduled and completed no later than July 30, 2026.

1.4 Coordination:

The Contractor shall coordinate with the COR who shall, in turn, coordinate with any other agencies at least ten (10) working days before performing scheduled work.

1.5 Clean-up:

The Contractor is responsible for the complete cleaning of the work site at the end of each day.

Upon completion of specified work, all materials and other property belonging to the Contractor shall be removed and the work site shall be returned to its original condition or as specified by the Contracting Officer (CO).

1.6 Security:

Contractor shall be responsible for keeping and securing the work location, which he/she is working.

1.7 Damage:

The Contractor will survey the area where work is to be performed and notify the COR in writing of any damage noted prior to beginning performance in that location. Damage not recorded prior to starting work will be repaired at the Contractor’s expense. Contractor is responsible to prevent damage to grounds during performance of work, which may include placing protective material on grounds prior to equipment being driven on grass etc to prevent damage. Should the contractor’s equipment become stuck or rendered unusable during the performance of this contract, it is the responsibility of the contractor to provide all means necessary to retrieve equipment and repair the equipment. This may include excavations or confined space entries to retrieve equipment.

1.8 Documentation:

After the cleaning and video/audio inspection, the Contractor shall provide a signed report of the services performed to the COR. The report shall contain the full section of pipe completed, location, date of service, maintenance actions accomplished, issues or concerns and the person who completed the task. The Contractor shall also provide the COR with all records concerning the status of the system in accordance with applicable regulations and criteria outlined in section 1.2. and 1.3.

1.9 Contractor Provided Equipment and Supplies:

All equipment, machines, tools and supplies used during the performance of the work shall be maintained in satisfactory operating condition, used in the manner that the tool was designed to be used for and disposed of properly if a one-time use or disposable item. The Contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness, and materials handling. This includes hazardous materials.

The Contractor may perform cleaning and other normal maintenance requirements of equipment on site.

1.10 Work Covered by the Contract Documents:

a) Project Location: Bering Land Bridge National Preserve, Nome, Alaska. Nome is accessible via air traffic year-round. The dormitory is located at 507 W.4th Avenue in Nome.

b) Work consists of the following contract line items:

Contract Line Item 10: Mechanically Clean and Video/Audio the sewer service connection

• Mechanically clean the sewer service connection as stated in Section 1.1.

• Video/Audio/Camera the sewer service connection as stated in Section 1.2.

c) All work will be performed under a single contract.

d) Contractor will have the option of housing on-site crews at the NPS units near the site.

This will need to be coordinated with the COR and Park representatives.

e) Period of performance: The on-site work shall commence no later than June 30, 2026 and with a Final Acceptance of the Work prior to August 30, 2026. The work shall be scheduled in coordination with the COR and Park Representatives.

ITEM 2 - EXISTING UTILITIES

2.1 Contractor shall be responsible for locating and preventing damage to known utilities. If contractor damage occurs, alert CO and COR as soon as safely possible, and repair utility at no additional expense to the Government. If damage occurs to an unknown utility, contact CO and COR as soon as safely as possible.

2.2 Existing Utility Interruptions: Coordinate utility shutdown with the COR Park Representative, for the shortest duration and least invasive time for the building inhabitants.

ITEM 3 - CONTRACTOR’S USE OF PREMISES

3.1 Conduct of Operations: At all times the contractor shall conduct operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent. a) Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.

3.2 On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.

a) Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the CO and COR. Submit requests for work outside of the stated normal business hours to the CO and COR for approval at least 48 hours in advance of the work.

The following Federal holidays are observed by the National Park Service:

b) Note: Any of the above holidays falling on a Saturday will be observed on the preceding Friday; holidays falling on Sunday will be observed on the following Monday. The specific day that each holiday is recognized for each year can be found at the following site: Federal Holidays (opm.gov).

3.3 Contractor Use of Site:

a) General: Contractor shall have limited use of the site for required operations. Limit use of premises to those inherent to services as required by the Work.

b) Driveways and Entrances: Keep driveways, access roads, and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize use of driveways and entrances.

c) Utilities

1) General: Cost or use charges for temporary facilities shall be included in the Contract Sum.

2) Water Service: Water from existing water system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for operations without any additional permit costs. Use resources wisely and minimize waste of water.

3) Electric Power Service: basic electric power from existing system is available.

4) Toilets: toilets are available at the visitor center and housing units and may be used by Contractor personnel.

d) Security and Protection facilities:

1. Environmental Protection: Provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with state and federal environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.

3.4 Storage - Staging Areas:

a) Confine storage of materials and equipment to the mechanical room and non-secured storage outdoors. A small, secured storage and workshop area may be available for temporary storage, staging, and fabrication of material near the site.

3.7 Housekeeping:

A. Keep project neat, orderly, and in a safe condition at all times.

a. Dispose of waste materials legally outside the park. The contractor shall not use park dumpsters.

3.8 Occupancy Requirements for Buildings:

A. Existing Buildings:

1. Full Government Occupancy: Government will occupy buildings that will be cleaned and videoed during the contract period. Cooperate with Government during service operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government's day-to-day operations. 2. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from the CO or COR.

ITEM 4 – EXAMINATION OF THE SITE

4.1 All bidders are urged to visit the job site and examine existing conditions before submitting bids. Contractors will be accountable for understanding existing conditions. No cost changes for items viewable during site visit will be allowed.

ITEM 5 - EXECUTION

5.1 All equipment and accessories shall be utilized according to their manufacturer’s specifications and installation requirements.

5.2 All existing piping (existing to remain) shall be videoed, cleaned and videoed upon completion of the mechanical cleaning.

5.3 All equipment and installations shall be provided in conformance with the following codes/standards/permit requirements:

ITEM 6 - ACCIDENT PREVENTION

6.1 Description: The work of this section consists of establishing and implementing an effective accident prevention program (APP) and providing a safe environment for all personnel and visitors.

6.2 Qualification of Employees: Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.

6.3 Accident Reporting: The Contractor shall report all accidents to the CO and COR as soon as safely possible and assist the CO and COR and other officials as required in the investigation of the accident.

6.4 Emergency Instructions: Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.

6.5 Personal Protective Equipment (PPE): It is the Contractor's responsibility to require all those working on or visiting the site to always wear necessary protective equipment.

A. PPE must meet requirements of applicable ANSI standards. Selection shall conform to OSHA 29CFR 1926 Subpart E.

6.6 Hazardous Materials: It shall be the responsibility of all operators and contractors, functioning within the park to properly cleanup, mitigate and remediate, if necessary, all unauthorized discharges of hazardous materials or non-hazardous chemical and biological products released from fleet and/or other support vehicles or stationary sources. Response shall be consistent with guidelines established by federal, state, and local regulations, and as outlined within the operator's Safety or Hazardous Materials Business Plan.

A. If a spill, leak or other release occurs, the operator shall as soon as possible, without impeding cleanup, notify the National Park Service Emergency Dispatch.
