Scope of Work
Western Arctic Caribou Working Group 2026 Annual Meeting
1.0 Background:
The Western Arctic Caribou Herd (WACH) Working Group is a permanent regional organization formed in 1997 to; (1) ensure the conservation of the WACH, (2) safeguard the spiritual and cultural well being of Alaska Natives and the interests of all users of the herd, and (3) integrate indigenous knowledge and western science. The WACH Working Group’s Cooperative Management Plan is recognized and has been adopted by the State of Alaska’s Department of Fish and Game (ADF&G), Bureau of Land Management, Central Yukon Field Office (BLM), the National Park Service, Western Arctic National Parklands, Gates of the Arctic National Park and Preserve, and Bering Land Bridge National Preserve (NPS), and the U.S. Fish and Wildlife Service, Selawik National Wildlife Refuge (FWS).
The WACH Working Group provides management recommendations to both the Alaska Board of Game and the Federal Subsistence Board. Working Group meetings are open to the public and facilitate dialog and information exchange between the various users and agencies. The Working Group has traditionally had at least one annual meeting of the entire group including agency representatives and the technical committee session. It is generally held in Anchorage, Alaska in December each year. The objective of this meeting is for the various agencies and other stakeholders to provide and receive current information on the WACH. The Working Group will review the Cooperative Management Plan and make necessary revisions.
There is no single or permanent source of funding for this Working Group. The existence of the group is based on the participating agencies all contributing financial and/or staff support on an annual basis. This collaborative effort is authorized by Section 422 of the Fish & Wildlife Coordination Act (16 USC. 661-667e) and 31 U.S.C.
1535 (the Economy Act). Funds from FWS and BLM will be transferred to NPS who will oversee a contractor to support and cover the costs of the Working Group’s Annual Meeting. We anticipate this approach will be continued in the future.
2.0 Objective:
The direct benefit to the agencies by having a contractor performing the below work is the input provided to our managers and biologists by the participants (Working Group Members) who are from communities in Western Alaska near or adjacent to FWS, BLM, NPS, and State-managed public lands. An updated and currently reviewed plan is another benefit. Their input will be reflected in the meeting minutes and the revised plan when completed and submitted by the WACH Working Group Executive Committee.
3.0 Requirements for Contractor:
Working in collaboration with the WACH Working Group, the various agency representatives (Bruce Seppi- BLM, Wilhelm Wiese-FWS, Siikauraq Whiting-NPS, Tony Gorn-ADF&G) and the Executive Committee, the contractor will provide travel to/from the event, coordination of event services for the meeting as requested in the Scope of Work, and meeting materials as needed. Specifically, the contractor will arrange and pay for travel (air fare) and per diem (food and lodging expenses) for the participants or their designated alternate from the specified locations. During the meeting, the contractor will be available to address any travel issues that may arise and assist with any necessary translating that members may need.
The contractor will be provided with an updated list of Working Group members if the current representative or alternate are unable to attend.
It is important that the contractor be familiar with the Working Group and the members they are providing travel for, be available to respond to weather-related schedule changes that may occur, or other unplanned circumstances that occur during the resultant contract. The contractor will also have a representative in attendance at the Anchorage meeting and be available to participants. Many of the members are elders and/or English is their second language. The contractor must be able to communicate with or be able to make interpretive arrangements as necessary for cross-cultural work with people who mainly speak Northwest Alaska dialects of Iñupiaq, Yupik and Koyukon Athabascan.
Deliverables
The planned dates of the 2026 WACH Working Group Annual Meeting are December 9, 2026 (Technical Committee) and December 10-11, 2026 (Main Meeting) in Anchorage, Alaska.
Prepare and Distribute the Meeting Agenda
The vendor must participate in the fall organizational meetings and prepare the meeting agenda based on the outcome of those meetings. The final agenda will be approved by the Working Group before it is distributed. The vendor must then distribute the agenda and pre-meeting materials to all Working Group members at least one week prior to the meeting.
Travel Arrangements
The vendor shall coordinate travel arrangements for approximately 25 authorized travelers, including airline flights, hotels, and ground transportation. The contractor will provide a travel itinerary and any applicable confirmation codes or ticket numbers to the authorized travelers at least one week prior to the meeting. The contractor must submit receipts for all arranged travel to be reimbursed for the actual costs.
The vendor will provide, at minimum, one representative to attend the meeting. The representative will be available to respond to any logistical and/or travel needs that may arise for the authorized travelers. This person should also be available to work with agency staff and participants to attend to last minute details such as making extra copies of materials and assisting in the setup of the room.
Airfare
The vendor will coordinate, pay for, and be reimbursed for the actual costs of roundtrip commercial air travel from each traveler’s hometown to Anchorage. The vendor will provide a travel itinerary as well as a confirmation code and ticket number to each member and invited guest on the participant list at least 1 week prior to the meeting.
Lodging
The vendor will coordinate, pay for, and be reimbursed for the actual costs of lodging in accordance with the published federal government lodging rate for Anchorage found at
Per Diem Rate Lookup | Defense Travel Management Office (dod.mil)
Single occupancy lodging (1 person/room) shall be arranged in Anchorage for all Working Group members or their alternates, the guest elder and his/her escort, the invitational speaker, and if requested, the chaperones.
Double occupancy should be provided for the youth travelers (gender dependent), and if not requested at single occupancy, the chaperones as well. Prior to the addition of taxes, the rate shall not exceed the federal government’s Anchorage lodging rate. Rooms shall be non-smoking unless the traveler requests otherwise. The vendor must coordinate with all authorized travelers to ensure ADA accessible rooms are reserved as needed or requested.
Hotel room charges, including tax, should be paid directly by the vendor to the hotel on behalf of the entire group.
Any charges over the amount for the specified occupancy will be the responsibility of the traveler. The traveler must also inform the vendor of room cancellation needs, and the vendor must then ensure cancellations are effective with the hotel, and no charges are incurred. If a traveler chooses to reside away from the established hotel, the lodging for that participant will not be compensated.
Per Diem Meals and Incidental Expenses
The vendor must provide approved travelers with cash per diem funds for meals and incidental expenses (M&IE) upon their arrival in Anchorage. The travelers must verify their receipt of the funds by signature. Group transportation to restaurants must also be provided for authorized travelers if at least three restaurants are not within walking distance (1/4 mile) of conference and lodging facilities.
Each traveler’s total trip per diem M&IE will be calculated and include only days in actual travel status. The daily rate for all travelers will follow the federal government Anchorage per diem M&IE rate. Travel days to and from Anchorage will be paid at 75% of the established M&IE rate.
The federal government per diem M&IE rate for Anchorage rate found at
Per Diem Rate Lookup | Defense Travel Management Office (dod.mil)
Ground Transportation
Ground transportation between the Ted Stevens Anchorage International Airport and the hotel shall be provided for each authorized traveler, and if requested, between the traveler’s home and local airport. Ground transportation must also be provided between the hotel, meeting room, and restaurants if these facilities are not within walking distance (1/4 mile) of each other.
Complimentary hotel shuttles should be utilized as much as possible, but taxis or van rentals can be reimbursed if necessary and if receipts are submitted. Travelers should not be expected to drive themselves, and car rentals for individual travelers will not be reimbursed.

It is preferred, but not required, that the conference room be co-located with the lodging facility. On the day of the technical session (December 9) the meeting room must accommodate (with table and chairs) a total of approximately 30 people. For the remaining two days (December 10 and 11), the room must accommodate about 30 people seated in a circular or open “U” formation, as well as about 75-100 members of the public who may be seated in rows or around the perimeter of the room.
The vendor must provide audio-visual equipment on December 9, 2026, from 1:30 pm to 5:00 pm and December 10-11, 2026, from 8:30 am – 5:00 pm. This shall include a digital projector with USB connection cables, a projection screen, microphones, and audio speakers for hearing and viewing multimedia presentations.
Microphones shall be supplied at each table seat so that Working Group members and other speakers can be heard clearly without having to pass a microphone. Cordless microphones are preferred. The government will furnish a laptop computer if requested.
The vendor must supply morning and afternoon snack services for up to 30 people on the first day, and 45 on the second and third days. This should include coffee, juice, water, fruit, and pastries (e.g., bagels, muffins, and/or doughnuts) in the morning and coffee, sodas, fruit, chips, and cookies in the afternoon.
The vendor must be present at the meeting on all three days to respond to issues and logistics related to the conference facility setup, travel arrangements, making extra copies of materials.
Printing meeting materials
The vendor shall print a hard copy of the meeting notes and presentations. This will be about 100 pages for 25 participants and 5 extra copies (30 total), totaling approximately 3,000 printed pages. Each member also receives a printed name plate for the table.
Receipts
The vendor shall provide receipts for all reimbursable items.
