About this file
This is a Request for Quotation (RFQ) for onsite Northwest Coast Art demonstrations at Sitka National Historical Park in Alaska. The National Park Service (NPS) Alaska Regional Office is seeking multiple artists (four or more) to perform live art demonstrations during the high visitor season from May 1, 2026, through September 30, 2026. The solicitation encompasses one line item for "Onsite NW Coast Art Demos" with a firm fixed price contract structure. Work shall occur within business hours of 9 a.m. to 4 p.m. any day of the week, with preference toward periods of high visitor traffic. The park will provide three indoor, heated artist studios (Wood, Weaving/Regalia, and Metals) equipped with some tools, tables, chairs, a weaving loom, and other materials that remain government property. Artists are responsible for demonstrating and creating artworks, interacting educationally with park visitors, maintaining clean and organized workspaces, and optionally producing one art piece for submission to the park museum collection. All vendors must be willing to submit to background checks.
The RFQ is a 100 percent Total Small Business Set-Aside under NAICS code 711510 (Independent Artists, Writers, and Performers) with a $9,000,000 size standard. Quotations are due February 16, 2026, by 5:00 p.m. Alaska Standard Time, with vendor questions accepted through February 2, 2026. Award will be made to the vendor providing the best value based on three evaluation factors: price, technical capability (demonstrating knowledge and skills as a practitioner of Northwest Coast art genres, documentation of artistic accomplishments held by museums or private collectors, and ability to provide personal tools and materials if needed), and prior experience (two examples of completed projects within the past five years working with cultural resources managed by the National Park Service or other government/private entities, and two examples demonstrating customer service and educational abilities). The contracting officer is Francisco Velasco, and quotes must be submitted by email to Francisco_Velasco@nps.gov. Payment requests must be submitted electronically through the U.S. Department of Treasury's Invoice Processing Platform (IPP) on company letterhead with the stated contract number.

Artist Demonstration at Sitka National Historical Park
1.0 PROJECT DESCRIPTION / SUMMARY:
Sitka National Historical Park (the Park) is seeking multiple artists (4 or more) for onsite demonstration of Northwest Coast Art at the Park’s Visitors Center’s artist studios during the high visitor season (May to September). This may include Ravenstail or Chilkat weaving, wood carving, jewelry making, beading or button art, or other art forms. Artists will create and practice an artform in a Park studio, and converse/educate visitors that come through the Park Visitor Center area.
2.0 BACKGROUND:
Sitka National Historical Park’s enabling legislation tasks the park to tell the story of Northwest Coast art history. The Park Visitors Center, a Mission 66 Building constructed in 1965, was specifically designed to accommodate artists for arts demonstration, which includes three artist studios. Visitors and the local public expect to encounter artists working in the Park’s studios. These studios are populated with artists during the high visitor season (May to September), which allows visitors to see and learn about Northwest Coast (NWC) art as demonstrated by an artist. Artists interact, converse, demonstrate, and educate about NWC art. Artists have been wood carvers/painters, jewelers, beaders, weavers/textile makers, and other genres.
3.0 SPECIFIC WORK / TASKS:
a. Demonstrate and create artworks in a Park studio or within the carving shed.
b. Interact and speak with Park visitors from an educational perspective, with excellent customer service.
c. Work may be of the artist’s choosing with input from the Park.
d. Work hours should occur during peak visitor hours of the day/week.
e. Ensure a clean and organized workspace throughout the day, that keeps walkways free for easy egress purposes.
f. If government material/property is provided by the Park, it shall remain with the Park after conclusion of work.
4.0 OPTIONAL WORK / TASKS:
The artist shall produce one art piece for submission / consideration to the Park museum collection.
5.0 GOVERNMENT FURNISHED EQUIPMENT / MATERIALS / OTHER:
Three artist studios (Wood, Weaving/Regalia, Metals) are indoor, heated, provide access to electrical outlets, and offer word spaces (desks) for artist practitioners. Studios contain some tools, tables, chairs, a weaving loom, and other materials that may be used by the artist, but they remain the property of the Park.
