Award Selection Process:
Per FAR Part 13.106-2(b) evaluation will be conducting by comparative evaluation of offerors. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).
1. Price
2. Relevant Experience: The Government will evaluate the offeror based on extent of experience with similar projects performed within the last three (3) years of a similar nature and scope of this requirement, including projects that required a significant amount of earth moving using heavy equipment, (ex. dozer and excavators).
3. Past Performance: The Government will evaluate the degree to which the quoter successfully performed past projects similar in scope and complexity to the project detailed in this solicitation within the last three
(3) years and satisfied past customers, using the quoter’s provided references. The areas of evaluation include quality, efficiency and effectiveness, adherence to terms and conditions of contract, timeliness, cooperativeness, commitment to customer satisfaction, and business relations. Past performance information from other sources, including the Contractor Performance Assessment Reporting System (CPARS), may also be utilized in the determination of the past performance record.
4. California Contractor License: The contractor shall provide a copy of their current California Contractor State License Classification “A” (General Engineering Contractor), or similar applicable license to this project. Notate if you are proposing to subcontract any of the work. Failure to submit proof of the California Contractor License may result in the quote being considered non-responsive.
Evaluation of Options Except when it is determined not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options will not obligate the Government to exercise any or all of the option(s).

INSTRUCTIONS TO OFFERORS:
Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.
All interested parties shall be registered in the System for Award Management or SAM at time an offer or quotation is submitted.
The offerors shall submit a quote to the contracting specialist by email to juan_roman@nps.gov Offers shall submit the following information in its entirety:

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services.
