This is a COMBINED SYNOPSIS/SOLICITATION for the supply and delivery of Ready-Mix Concrete, a commercial item, prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation is issued as a Request for Quotation (RFQ) with the number 140P8422Q0038. This announcement incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2022-06 (effective 5-26- 2022). It is the contractor’s responsibility to be familiar with applicable clauses and provisions.
Clauses and provisions can be found at https://www.acquisition.gov.
The acquisition is a 100% total small business set-aside. The North American Industrial Classifications System (NAICS) code is 327320 with the size standard of 500 employees or less.
The National Park Service (NPS) contemplates award of a firm fixed price purchase order as a result of this combined synopsis/solicitation to the responsible offeror whose quotation will be most advantageous to the Government, price and past performance considered.
1 – DESCRIPTION. The NPS, Lava Beds National Monument (LABE), and Tule Lake National Monument (TULE), located in Siskiyou and Modoc Counties, California, has a requirement for the supply and delivery of approximately 338 cubic yards of ready-mix concrete per the specifications found in Section 1.2. The concrete will be ordered by the Park for incremental delivery to multiple locations within a 20-mile radius of the Parks' address at 1 Indian Well Headquarters Rd., Tulelake, CA 96134 per Section 1.3 below.
BASE: 80 cubic yards ready-mix concrete delivered incrementally within Period of Performance:
July 19, 2022 to December 31, 2022.
OPTION: 258 cubic yards, ready-mix concrete delivered incrementally within Period of Performance:
January 1, 2023 to September 30, 2023.
As the Park may be considered a remote location, line items are included for an estimated 19 outlying area delivery fees. Although the Park does not anticipate requiring "short loads" (deliveries of under 5-6 cubic yards), line items have been included for an estimated 10 potential "short load" delivery fees. Contractor must invoice for payment against line items in the order directed by the Park to correspond with the delivery locations and/or fees. This acquisition includes color additions and any admixtures needed to adjust for seasonal temperatures.
1.2 - SPECIFICATIONS.
A. READY-MIX CONCRETE MATERIALS:
1. Concrete shall contain cement, coarse aggregate, and fine aggregate with a minimum of 4,000 pounds compressive strength per square inch (PSI) at 28 days. Concrete color, “weathered oak” from the Master Builder’s Color Chart (or approved equal), shall be added. Alternate brand color samples must be submitted to the park prior to delivery and the park must give approval in writing before use. Additives such as non-chloride accelerator, fibers, super plasticizer, and set retardant shall be added as recommended by the manufacturer.

2. Water shall be clean and free from salt, oil, or organic substances.
B. BATCHING AND MIXING CONCRETE MATERIALS:
1. Concrete should be Ready/Transit Mixed. Deliver completely mixed to project sites.
2. Do not add mixing water during hauling. Add water after delivery only when agreed upon by the National Park Service (NPS) representative. Should water be added, revolve the mixing drum not less than 30 revolutions at mixing speed after adding and before commencing discharge.
3. Deliver each load at the job site accompanied by a ticket showing mix design number, volume of concrete, the weight of cement in pounds, and the total weight of each ingredient in pounds.
Must also show the time at which the materials were batched and the reading of the revolution counter at the time the truck mixer was charged.
4. Air entrainment should be included in the concrete mix. And add mixtures to delay cure time to allow for the delivery to the project site if greater than 1 hour transit from mix site to placement location.
5. No re-tempering of partially hardened material is permitted. Do not use partially hardened concrete in the work.
6. Testing and verification of material compliance will be done on site
C. BATCHING IN ADVERSE WEATHER:
1. Cold Weather: When the atmospheric temperature is below 40°F, or is likely to fall below 40°F during the 24-hour period after placing, heat the materials before mixing, so that the temperature of the mix when deposited shall be between 65° and 80°F. Do not heat the mixing water or the cement over 160°F. Remove lumps of frozen material and ice from the aggregates before they are placed in the mixer.
2. Hot Weather: When temperatures are above 90°F, reduce the temperature of the concrete mix by using iced mixing water, and protecting aggregates and cement from direct rays of the sun.
Do not place concrete exceeding 80°F.
3. Should the provisions noted in 1. and 2. above not be possible or practicable, postpone the batching until favorable weather conditions prevail.
1.3 - DELIVERY INFORMATION. The ready-mix concrete will be ordered by the Park for incremental delivery to multiple locations within a 20-mile radius of the Parks' address at 1 Indian Well Headquarters Rd., Tulelake, CA 96134 (See map in Section 1.4).
Hours for delivery shall be 7:30am to 3:00 pm Monday through Friday. No work will be accomplished on weekends or observed national holidays without prior approval from the Park.
All employees, partners, contractors, or others engaged in business with or conducting operations within the park must adhere to any local government health orders and Park regulations in effect at the time.
All deliveries shall be coordinated through the Park’s Chief of Maintenance, Don Bowen, (530) 667-8134.

2 – PRICE SCHEDULE. The unit of measure for ready mix concrete shall be in cubic yards (CY). The Quoter shall factor the lump sum price to include all elements necessary to deliver material to the site including but not limited to, production including color and any needed admixtures, testing, loading, delivery, off-loading, and overhead and profit.
As the delivery locations may be considered remote, line items for costs associated with outlying area deliveries have been included in the price schedule, with the unit of measure "Each (EA)".
A fully loaded cement truck typically holds 10 cubic yards—and partial “short” loads are typically deliveries of under 5-6 CY. The Park will make every effort to avoid short loads but as the potential exists, line items for short load delivery fees have been included in the price schedule, with the unit of measure "Each (EA)".
Payments will only be made for actual amounts (cubic yards) delivered as tracked, inspected/verified by the Government and line items for delivery fees as priced in the quotation. All work shall be performed in accordance with these terms and conditions.
Quoter shall submit a fixed price for all components of line items below, including all option line items.
Failure to do so may render the quote ineligible for further consideration. Refer to Section 4 below, for evaluation of quotes.

Contractor Performance Assessment Reporting System (November 2015)
1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The
Department of the Interior has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations may be conducted in order to record your contract performance as outlined by FAR 42.15.
2) The past performance evaluation process is a totally paperless process using CPARS.
CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
3) We may request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official. The report information must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) (Past Performance Points of Contact) are registered in CPARS, they will receive an automatically generated email with detailed login instructions.
Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/. The CPARS User Manual, registration for Online Training for Contractor Representatives, and a practice application may be found at this site.
5) Within 60 days after the end of a performance period, the CO may complete an interim or final past performance evaluation, and the report can be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation or return the evaluation without comment.
b) Comments are limited to the space provided in Block 22. Your comments should focus on objective facts in the Assessing Official's narrative and should provide your views on the causes and ramifications of the assessed performance.
c) In addition to the ratings and supporting narratives, blocks 1 - 17 should be reviewed for accuracy, as these include key fields that will be used by the Government to identify your firm in future source selection actions.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in Block 22, and then signing and dating Block 23 of the form.
Without a statement in Block 22, you will be unable to sign and submit the evaluation back to the Government.
Document No.
140P8422Q0038
Document Title Ready-Mix Concrete Supply & Delivery, NPS-Lava Beds NM
e) If you do not sign and submit the CPAR within 30 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
f) Your response is due within 30 calendar days after receipt of the CPAR.
6) The following guidelines apply concerning your use of the past performance evaluation:
a) Protect the evaluation as "source selection information." After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 30-day review period.
8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.
