CONIFER CUTTING AT 3 UNITS IN REDWOOD NATIONAL & STATE PARKS

This is a combined synopsis/solicitation for a service to thin trees at 3 sites located in Redwood National & State Parks Humboldt County, near Orick CA 95555. Thinning of Douglas-fir, Tan Oak, Grand Fir and Madrone trees will be reduced in 3 locations in the Park.

This is a commercial service, prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2021-05, dated March 10, 2021. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/browse/index/far. Quotations are being requested via this notice only. A written solicitation will not be issued. The solicitation number is 140P8421Q0103, and the solicitation is issued as a Request for Quotation (RFQ). The North American Industrial Classifications System (NAICS) code is 115310, Support Activity for Forestry, except Fuels Management Services with an associated small business size standard of $20.5 million. This solicitation for a service, is a 100% total small business set-aside, and will result in a firm fixed price contract to a single vendor/contractor determined to be responsive and responsible, based on best value. The Government will consider price, technical acceptability and past performance. Responses from large businesses will not be considered for award.

BACKGROUND: The National Park Service, Redwood National & State Park’s purpose of this project is to reduce the encroachment threat presented by the presence of Douglas-fir (Pseudotsuga menziesii), tan oak (Lithocarpus densiforus), grand fir (Abies Grandis) and madrone (Arbutus Menziesii) in the oak woodland and grassland habitat and to reduce fuel loading within all units in preparation for planned prescribe fire. The project need is to preserve the dominance of the Oregon white oak woodland and grassland vegetation types in the Lower Airstrip, Mid-Basin and Wooden Gate prescribed burn units. Targeted trees for removal range from 25 to 400 trees per acre.

The three sites are:

A. Mid Basin West 5.1 acres B. Wooden Gate 9.6 acres C. Lower Airstrip 7 acres The total project acreage is 21.7 acres.

LOCATIONS:

The project sites to thin tree is at Mid-Basin West, Wooden Gate and Lower Airstrip units located in the Bald Hills near Orick California in Humboldt County within Redwood National and State Parks (see maps for each of the 3 sites).

PERFORMANCE PERIOD:

The performance period for this project is August 15, 2021 to August 14, 2022.

STATEMENT OF WORK:

To reduce the encroachment threat presented by the presence of Douglas-fir (Pseudotsuga menziesii), tan oak (Lithocarpus densiforus), grand fir (Abies Grandis) and madrone (Arbutus Menziesii) in the oak woodland and grassland habitat and to reduce fuel loading within all units in preparation for planned prescribe fire.

Specifications Common to All Three Sites:

1. Diameter sizes Most trees to be treated are between 3 and 14 inches DBH size class.

2. Slash Piles All piles will be made with the largest diameter slash or boles of trees on the bottom of the piles with the limbs covering the top. All debris placed into piles must be facing the same direction and aligned parallel to the slope. Piles will be no closer than ten feet from the bole of leave trees. No piles will be made directly under an oak canopy. Piles may vary in size but must be squared off (limb ends cut). See Figures 1 and 2 below.

3. Stump Heights All stumps will be flush cut as close to and parallel to the ground as practicable.

4. Slash Boles of cut trees over 10” in diameter can be left where they fall provided they are limbed and bucked to make ground contact and will not cross other tree boles. All cut trees must be limbed and leave trees will be limbed up flush to the bole and as high up as practicable.

5. Creeks No trees are to be felled into or across (bridging) any creeks. If any tree falls into or bridges across a creek, it must be removed to the top of the bank.

Figure 1 Piles trimmed and facing the same direction

Figure 2 Photo showing largest debris on bottom all stacked in the same direction

6. Girdling Girdling target trees is allowed in all sites provided they meet any of these criteria:

1) The tree cannot be felled without damaging adjacent oak tree(s).

2) Felling the tree would result in a “hung tree”.

3) Trees are over DBH size limit for cutting (depending on site) but under 18” DBH for girdling.

Girdled trees will employ the removal of 6-10 inches of bark in a continuous ring around the entire perimeter of the target tree. The girdle must be made below the last branch showing live growth. See photo below

Site-Specific Descriptions and Specifications:

4 photos for site locations attached

Mid-Basin West (Site A, 5.1 acres) This project is located in the Bald Hills within the Coyote Creek drainage and is part of a prescribed burn unit called Mid-Basin. The project area is located below Ranch road and west of Long Ridge Barn. The primary treatment will be to cut trees (Douglas fir, madrone and tanoak) up to 14" DBH. Larger trees up to 18” DBH may be girdled.

Wooden Gate (Site B, 9.6 acres) The Wooden Gate project is located in the Bald Hills within the Coyote basin in the Wooden Gate burn unit. The oak woodland within the project site is being encroached by young Douglas-fir, tanoak and madrone.

Not all acres within the site will be treated. There is an east-west stream channel that divides the site. No cutting will be allowed within a stream protection zone flag line.

Targeted trees up to 12” DBH will be cut. Cut trees under the oak canopy will be piled. Cut trees along the prairie edge will be lopped and scattered within the prairie at least 20 feet from any oak canopy.

Lower Airstrip (Site C, 7 acres) This project is located in the Bald Hills within the Airstrip burn unit which is below the K&K road between Lower Dolason and Lower Counts prairies. The primary treatment will be to cut trees up to 18 “ DBH from the prairie edge to the interior of the forest. Treatment depth from the prairie edge into the interior forest is variable but should average between 20-100 feet. Around Oregon White Oaks (Quercus garryana), treatment will be more focused on removing 100% of the encroaching conifers and hardwoods growing in or around the oak canopy up to 18 inches DBH. Trees up to 18” DBH may be girdled.

SPECIFIC PROJECT PARAMETERS:

1. Operational parameters:

The project will use vehicles to transport contractor to and from the project site. Vehicle must stay on designated roads and park in a way as not to block traffic. No off road driving or use of any non-designated park roads is permitted. The NPS may allow some equipment to be stored on site in designated areas. This will be reviewed during a site visit.

2. Resource Protection All human artifacts encountered must be left on-site and reported to the designated NPS representative or COR. No resources of any kind are allowed to be taken from the project site, including (but not limited to) all vegetation, rocky materials, lumber, fencing materials, or soils.

3. Trash/Latrine Trash must be contained and removed from the site daily, including organic materials such as orange peels, banana skins, and fruit cores/pits. Feeding of wildlife (directly or indirectly by leaving food scraps) is strictly prohibited and will result in work stoppage at contractor cost for cleanup. No latrines will be provided. If human waste material is generated, the waste material must be bagged and wholly removed by the contractor. No digging of holes will be allowed, anywhere in the park, under this contract. Failure to adhere to this requirement will prompt notification of the Contracting Officer and Law Enforcement personnel for investigation.

4. Protection to non-targeted Trees and Vegetation All trees will be protected from damage by the contractor except for the target species Douglas-fir, grand fir, madrone and tanoak. If a non-target tree is cut, partially or wholly, by the contractor, the contracting officer’s representative (COR) or designated on-site NPS representative will be immediately notified.

Any target tree hung up in adjoining non-target tree must be brought down to the ground. Case by case exceptions may be made under counsel by NPS staff. Before cutting, a crewmember must determine if a tree has the potential to hang up in adjoining trees. If determined to be the case, girdling in these situations is entirely acceptable.

5. Operating Season and Operating Hours

The Period of Performance will be from August 15, 2021 through August 14, 2022, or as approved by the NPS contracting officer.

Mid Basin West (site A) and Wooden Gate (site B) are accessible by vehicle only during the dry season, typically May-October. Priority will be to complete these two projects first if they can be completed between August 15 and October 15, 2021, otherwise work in these two units can start after the NPS wet season road restriction ends, typically in April of every year.

Lower Airstrip (site C) has all weather access. If the contractor is unable to start work on the Mid Basin and Wooden Gate sites in the summer of 2021, then priority would be given to completing the Lower Airstrip site during the wet season (October 2021- May 2022).

Work can begin a half hour after sunrise and must end an hour before sunset.

6. Equipment Checks for Sanitation and Servicing All equipment and gear used in the implementation of this project shall be free of mud, vegetative material, or any other contaminating material before entering the park and being used on this project. All mechanized or fuel bearing equipment used on this project will be free of petroleum leaks, including contractor vehicles (pickups, vans, etc.), quads, chainsaws, and containers used for fuel mix and bar oil. The contractor will provide materials for spill containment of any petroleum products and onsite personnel will be reminded to utilize these resources. In the event of a spill, work will stop immediately, cleanup will begin, and the park representative will be notified. No maintenance servicing of any mechanical equipment will be done on park property.

7. Project Boundary All operations will be confined to within the project boundary as indicated on Project Area Maps. The contractor will prevent damage to any natural and man-made features within and along all access routes to the project area. The unit will have flagging to guide implementation of the contract.

8. Access:

Site A (Mid Basin West) From the town of Orick the contractor will travel Bald Hills road for approximately 17 miles to the Lyons Ranch trailhead. The contractor will enter the Lyons Ranch road via gate key or combination lock and turn left onto Long Ridge road and drive approximately .75 miles to the intersection with Ranch road (on right at Long Ridge Barn), there is parking at Long Ridge Barn for work at Site A.

Site B (Wooden Gate) Access is the same as for the Mid Basin West site but when at Long Ridge Barn the contractor will turn right onto Ranch road and travel 0.44 miles to site B.

Site C (Lower Airstrip) From the town of Orick the contractor will travel Bald Hills road for approximately 10 miles to the K&K road gate. The contractor will enter the K&K road via gate key or combination lock and drive approximately 2.6 miles then turn right on the Lower Airstrip (“Donut Hole”) road. Follow road 0.45 miles to parking area. It is an additional 300 feet to Site C.

9. Monitoring Contractor Progress The COR or designated on-site NPS representative will be responsible for ensuring that treatment prescriptions are being met. The COR or designated on-site NPS representative will be responsible for answering questions.

10. Safety The work is located on moderate to steep ground (20-30% slopes). The contractor must have a plan to deal with injuries, should they occur on-site. Ground transportation to the local hospital is a two-hour drive time, with an hour haul out time for a debilitating injury. The contractor must maintain a safety kit on-site. The contractor is required to supply all materials including personal protective equipment as required by OSHA regulations to all employees for completing above tasks. The equipment must be sound and not jeopardize worker safety.

11. Species Identification All crew members must be able to distinguish Douglas-fir, tanoak, madrone and grand fir from all other species in the units including, oaks, alder, maple and bay, in order to avoid non-target trees.

12. Crew Foreman Contractor must have a designated crew foreman present at all times. The foreman must be able to speak English and communicate with the NPS representative and crew.
