Clean, Inspect and Provide Findings on Historic Chimney at Oregon Caves National Monument and Preserve
This is a combined synopsis/solicitation for the service to clean and inspect a historic chimney, providing written and video inspection reports with recommendations, a commercial service, prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and incorporates provisions and clauses that are in effect through Federal
Acquisition Circular 2021-05 as of March 10, 2021. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/browse/index/far. Quotations are being requested via this notice only. A written solicitation will not be issued. The solicitation number is 140P8421Q0041, and the solicitation is issued as a Request for Quotation (RFQ). The North American Industrial
Classifications System (NAICS) code is 561790, Other Services to Buildings and Dwellings, with an associated small business size standard of $ 8 million. This solicitation for a service is
100% total small business set-aside and will result in a firm fixed price contract to a single vendor/contractor determined to be responsive and responsible, based on best value. The
Government will consider price, technical acceptability and past performance.
BACKGROUND: The National Park Service, Oregon Caves National Monument and Preserve
(ORCA) requires cleaning and inspection of historic chimney located in the Chateau located at
19000 Caves Highway, Cave Junction, Oregon in Josephine County 97523. The chimney is approximately 60 feet tall.
DESCRIPTION OF WORK: The work of this contract consists of the following:
Clean and inspect the + or - 60-feet-tall historic Chateau chimney. The inspector will clean the chimney and then use cameras to video document and assess the condition of the Chateau chimney and fireplaces. This project will inform us of the overall condition of the chimney so that we can continue to use the fireplaces in the lobby of the Chateau. There are signs of cracks continuing down the chimney. The chimney has not been inspected or possibly cleaned in many years. Existing conditions are the chimney has a deteriorated cap, with cracked flue liners.
The contractor needs to be, Chimney Safety Institute of America (CSIA) certified in both the
Cleaning & Inspection of Historic Chimneys & follow NFPA 211 regulations. The contractor must have the ability to provide both written and video documentation and provide any recommendations for any & all deficiencies including separation of flue lining, structural cracking, chimney cap & all fireplace components which would require mitigation before the chimney is used again.
Bidders should measure during the site visit to verify length & width of the chimney, possible access points, tools & equipment needed to complete this contract.
NOTE: Current conditions at Chateau work site due to other construction contracts going on.
The Chateau has an operational fire sprinkler system, it does not have code signage/lighting for egress, so a contractor should make sure they cover that themselves.
As a construction site and it is recommended that the contractor wears all appropriate PPE and familiarizes themselves with the condition of the building – there are plenty of trip/fall hazards, for example. There are covered pits/openings, but contractor should verify that pits are covered safely. They should verify condition of any tie-offs/structural members that they use on the roof if they need to go on the roof. (FYI.
We have pictures of the top of the chimney and flashings).
The chimney is covered with a tarp to prevent water getting in. Recommend that this be reinstalled after the cleaning work is done to keep water out as much as possible – or left alone.
The chain fire guard/screen, grate, and fire irons are all historic – we had planned to put them somewhere safe, but if we don’t get there in time, they’ll need to be protected. Also, historic linoleum floor covering in L1 is protected with paper, so don’t want that damaged. Contractor should protect flooring where they are working. Foot pads would be needed for any ladders/scaffolds on diagonal floorboards.
Contracting Officer Representative (COR): Joshua Haggett at (541) 592-2100 Ext. 2229 or (541)
