INSPECTION AND TESTING OF
FIRE PROTECTION SYSTEMS AT
LASSEN VOLCANIC NATIONAL PARK
This is a combined synopsis/solicitation for the acquisition of annual inspections of fire sprinkler systems and test and inspect fire extinguishers in the park and to provide reports and recommendations, prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2020-07 as of August 3, 2020. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/browse/index/far. Quotations are being requested via this notice only. A written solicitation will not be issued. The solicitation number is 140P8420Q00126, and the solicitation is issued as a Request for Quotation (RFQ). The North American Industrial Classifications System (NAICS) code is 238220, Plumbing, Heating & Air Conditioner Contractors, with an associated small business size standard of 16.5 million. This solicitation for a service, is a 100% total small business set-aside, and will result in a firm fixed price contract for a base year and four option year contract to a single vendor/contractor determined to be responsive and responsible, based on best value. The Government will consider price, technical acceptability and past performance.
Background
The National Park Service requires the service of the fire sprinkler systems in 12 residences and 4 commercial buildings, and to inspect, test and maintain approximately 220 fire extinguishers located at 2 sites in Lassen Volcanic National Park, providing reports as required of the findings.
Description of Work
In accordance with this scope of work and the requirements specified herein, and with National Park Service (NPS) Reference Manual 58 (Structural Fire Management), National Fire Protection Association (NFPA) standards and codes referenced in Section 1.6 of this scope and all other applicable NFPA codes, and Federal, State and local codes and regulations, Contractor shall provide all labor, supervision, equipment, tools, travel, parts and materials necessary to properly inspect and test fire sprinkler systems and their components at Lassen Volcanic National Park, hereinafter known as “Park”, as specified herein, and any additions thereto. Contractor shall provide all labor, supervision, equipment, tools, travel, parts and materials necessary to:
A. Properly inspect and test fire sprinkler systems and their components in accordance with the relevant codes and standards (NFPA 13D Chapter 12 and California Code of Regulations, Title 19, Division 1, Chapters 4 and 5).
B. Perform six-year maintenance and hydrostatic testing on applicable fire extinguishers and their components in accordance with the relevant codes and standards (NFPA 10 Chapter 7 and California Code of Regulations, Title 19, Division 1, Chapter 3).
C. Perform annual testing for all vehicle-designated fire extinguishers, as well as hydrostatic testing every 5 years.
Due to the amount of fire extinguishers that the park has, the preferred brand would be Amerex or equivalent.
The park has already switched majority of the fire extinguishers to the Amerex brand. The cost to switch to any other brand that is not equivalent would be fiscally irresponsible but staying to the Amerex brand or equivalent would allow the park to stay consistent in the brand, materials, cost and the work the park staff would incur to change all buildings, vehicles, and equipment.
Deficiencies discovered or required repairs beyond the work authorized under this scope of work shall be documented and provided to the park as an itemized proposal of services. No repair, beyond what is allowed by this scope of work, shall be performed without being first reviewed by the POC and/or AHJ and approved by the Contracting Officer.
Definition of Bid Items
Bid Item #1 2020 Annual Fire Sprinkler Inspections at 12 residences and 4 Commercial Buildings. A Complete list of buildings by site including sprinkler type and building square footage is included – Fire Sprinkler Systems. Bid pricing should include rates for repairing sprinkler systems and supplying glycol to bring systems into compliance which will adjust the cost of this bid item based on the number of systems being serviced.
Bid Item #2 2020 Annual Fire Extinguisher Inspections for an estimated 220 fire extinguishers at the Mineral and Manzanita Lake testing sites. The contractor shall provide a bid for the estimated number of fire extinguishers listed above. In addition, the contractor shall provide a bid price per unit to complete standard fire extinguisher testing for the items A-E below. Bid pricing for items A-E shall be used to adjust the total cost of this bid item based on the actual number of fire extinguishers serviced, replaced and disposed. In accordance with the current style and brand in service, Amerex or equivalent, is the same type of fire extinguisher unit to be put into service, replaced (as needed), and any new fire extinguishers purchased with the old fire extinguishers being disposed of.

Bid Option Item #1 – This bid option item will extend the contract an additional year to perform annual structure fire system inspections as listed in Bid Items #1 and 2 in calendar year 2021.

Qualifications Contractor shall be a company licensed by the State of California to perform, and specializing in, the inspection, testing, and maintenance (ITM) and repair of water-based fire protection systems and fire extinguishers.
Experience Contractor shall have continuously performed ITM of fire sprinkler systems, their components and appurtenances in the State of California for the past five years. Contractor shall have continuously performed ITM, repair, and disposal of fire extinguishers, their components and appurtenances in the State of California for the past five years.
Definitions Authority Having Jurisdiction (AHJ): The organization, office, or individual responsible for approving equipment, materials, an installation, or a procedure. The NPS Regional Structural Fire Management Officer is the
AHJ for this project.
Backflow Preventer: A device designed to prevent the flow of water or other liquids, mixtures, or substances into the distributing pipes of a potable supply of water from any source or sources other than its intended source.
CO: Contracting Officer
Emergency Impairment: A condition where a water-based fire protection system or portion thereof is out of order due to an unexpected occurrence, such as a ruptured pipe, an operated sprinkler, or an interruption of the water supply to the system.
Fire Extinguisher: A portable device that discharges a jet of water, foam, gas, or other material to extinguish a fire.
Fire Pump: A pump supplying water at the flow and pressure required by water-based fire protection systems.
Impairment: A shutdown of a system or portion thereof.
Inspection, Testing, and Maintenance Service: A service program provided by a qualified contractor or qualified owner’s representative in which all components unique to the property’s systems are inspected and tested at the required times and necessary maintenance is provided. This program includes logging and retention of relevant records.
Inspection: A visual examination of a system of portion thereof to verify that it appears to be in operating condition and is free of physical damage.
Maintenance: The upkeep of property or equipment.
POC: Point of Contact
Preplanned Impairment: A condition where a water-based fire protection system, or a portion thereof, is out of service due to work that has been planned in advance.
Private Fire Service Main: The pipe and its appurtenances located on private property between a source of water and the base of the riser for automatic sprinkler systems, that can include supply and distribution piping installed aboveground, in trenches, and inside or outside of buildings.
Qualified: Having knowledge of the installation, construction, or operation of water-based fire protection systems, their components and appurtenances, and the hazards involved.
Sprinkler System:
• Antifreeze Sprinkler System. A wet pipe system using automatic sprinklers that contains a liquid solution to prevent freezing of the system, intended to discharge the solution upon sprinkler operation, followed immediately by water from a water supply.
• Wet Pipe and Antifreeze Sprinkler - A sprinkler system employing automatic sprinklers attached to a piping system containing water and connected to a water supply so that water discharges immediately from sprinklers opened by heat from a fire.
• Dry Piper Sprinkler – A sprinkler system employing automatic sprinklers that are attached to a piping system containing air or nitrogen under pressure, the release of which (as from the opening of a sprinkler) permits the water pressure to open a valve known as a dry pipe valve, and the water then flows into the piping system and out the opened sprinklers.
Standpipe System (to include Dry and Wet Standpipes): An arrangement of piping, valves, hose connections, and allied equipment installed in a building or structure, with the hose connections located in such a manner that water can be discharged in streams or spray patterns through attached hose and nozzles, by means of connections to water supply systems or by means of pumps, tanks, and other equipment necessary to provide adequate supply of water to the hose connections.
System Riser: The aboveground horizontal or vertical pipe between the water supply and the mains (cross or feed) that contains a control valve (either directly or within its supply pipe), pressure gauge, drain, and a waterflow alarm device.
Testing: A procedure used to determine the status of a system as intended by conducting periodic physical checks.

CONTRACT HOURS AND RESPONSE TIMES
General All inspection and testing services shall be scheduled to be performed during regular working hours, as described herein. All services shall be performed in a safe, timely and professional manner in order to provide the best possible protection of the building occupants and property of the Park.
Working Hours On site work shall not begin earlier than 8:00 a.m. without approval from the POC. No on-site work shall be performed on federal holidays, nights, or weekends unless requested by the contractor and approved by the
CO.
Schedule of Work - SUBMITTAL Schedule of work shall be prepared and submitted to the Park for approval 5-14 days in advance. Park will prepare reply to submitted schedule within 2-3 business days.
Park will notify building occupants of approved schedule of work prior to the start of onsite work.
REPORTS
Written Reports Contractor shall prepare written reports of the testing and maintenance results using NPS forms for each location/asset. These completed reports shall be presented to the Park after all work is completed.

Contractor Version of Inspection Forms
Where the Contractor is required, by their own company policy, or local or State requirement, to complete their company inspection form the Contractor shall submit to the Government signed copies of both NPS form and their company form (only the NPS form is required to be in electronic .PDF format).
Report Submission Contractor shall submit hard copy, and computer file (.PDF) version, of all inspection reports. The files may be submitted individually or scanned into a bundle. If multiple files are scanned into a single pdf, the files shall be grouped according to type of testing performed (sprinkler, extinguisher, or detection/notification system). All inspection reports will be required within 14 business days of completed work of any repairs and ITM (Inspection, Testing, and Maintenance).
INSPECTION AND TESTING; MAINTENANCE AND REPAIRS
Inspection and Testing; Maintenance and Repairs Counts specified below are projections based on the Park’s most current information available at the time of bid release, and may vary depending upon contract award date, service history, and other factors. At a minimum, the contractor shall perform all required annual inspection, testing, and maintenance, as defined in and by NFPA 13, 25, 72, and this scope of work.
Collection and Disposal of Fluids The Contractor shall make provisions for the proper collection and off-site transportation and proper disposal of any fire extinguishers, fire extinguisher chemicals, antifreeze solutions, and other fluid additives, used during flushing, testing, and maintenance of the systems and components identified herein. Diversion of antifreeze solutions and other fluids onto the ground or into drains or waterways is not approved. The collection, transportation and disposal of fire extinguisher chemicals, antifreeze solution and other fluids used during flushing, testing, and maintenance shall be in accordance with applicable Federal, State, and local wastewater collection, transportation, and disposal standards and procedures.
Wet and Dry Pipe Fire Sprinkler Systems Wet pipe fire sprinkler system inspection and testing shall be performed in accordance with this Description of Work, and NFPA 25.
Fire Detection and Notification Systems Fire detection and notification system inspection, testing, maintenance, and repair shall be performed in accordance with this scope of work and NFPA 35, 70, 72, and 101.
Fire Extinguisher Testing Contractor shall perform six-year maintenance on applicable extinguishers and shall perform inspection, testing, or maintenance work on all other extinguishers as required by NFPA 10.
Obstruction Investigation Where the initial fire sprinkler inspection and testing indicates a possible obstruction, the Contractor shall perform obstruction investigation, in accordance with the most recent release of NFPA 13 and NFPA 25.
Repairs Deficiencies discovered or required repairs beyond the work authorized under this scope of work, shall be document and provided to the park as an itemized proposal of services. No repair, beyond what is allowed by this scope of work, shall be performed without being first reviewed by the POC and/or AHJ and approved by the Contracting Officer. Repairs shall be performed by certified and/or licensed contractor personnel.
Document deficiencies discovered and prepare an itemized cost proposal for necessary repairs beyond this contract.
Notify Park prior to commencing with repair work or purchasing any replacement parts for work required in this contract.

Test or verify proper operation of corrected component Document deficiencies corrected Parts and equipment removed from service shall be legally disposed of by the contractor. In no event shall parts or equipment removed from service be abandoned at the work site.
Parts and Materials Parts and materials furnished by the Contractor shall be new, unused, and un-refurbished, unless otherwise required or permitted by the Contract. Replacement parts shall be of the same type and characteristics by the same manufacturer as the parts being replaced or shall be fully compatible and functional with the existing equipment.
Impairments/Emergency Impairments/Preplanned Impairments The Contractor shall perform all impairment procedures in accordance with NFPA 13 and 25, to ensure that risks are minimized, and the duration of the impairment is limited.
DELIVERABLES
Protection of Persons and Property The Contractor shall take all necessary precautions for the protection of persons and property, including the Park’s employees, park partners, concessionaires, park visitors, and the general public. Any damages to Park property resulting from the Contractor’s performance of the contract shall be repaired to the Park’s satisfaction at the Contractor’s expense. All repairs must be approved by the Park prior to being initiated.
Inspection Schedule After contract award, the Contractor shall coordinate a fire protection system inspection and testing schedule with the Park as described in Schedule of Work.
Ownership of Information All professional and technical information developed under this contract, and all work sheets, reports, and related data shall become the property of the Park, and the contractor agrees to deliver reproducible signed copies of such documents to the Park on completion of the services hereunder, or at the Park’s request.
Contacts The NPS Contracting Officer shall designate a POC, who shall have authority to direct the Contractor’s performance in matters relating to policy, information requirements and procedural requirements related to the contract work. The POC will monitor the contract and the performance of the Contractor and any subcontractors. POC contact information will be provided to the Contractor at the time the Contract is awarded.
Acceptance of Work Completion of all work performed under the contract shall be subject to final acceptance by the Park. The Contractor shall promptly correct all work rejected by the Park as faulty, defective, or failing to conform to the contract, whether observed before or after substantial completion of the work, and whether inspected, tested, or completed. The Contractor shall bear all costs of correcting such rejected work.
Right to Add or Delete Sites The Park reserves the right to add or delete fire suppression systems, extinguishers, or related components from the list provided (See Locations). Contractor agrees to extend bid pricing to any additional fire suppression system, extinguisher, or related component added to the contract by the Park.
Invoices
Invoices shall include:

Warranties Throughout the course of the contract, Contractor shall repair or replace, without additional cost to the Park, all defective work and replace all defective materials furnished or installed by the Contractor. Contractor shall provide parts and equipment warranties from the manufacturers that are the standard, published warranties on the manufacturers’ letterhead. All warranty items shall be full term, not prorated for the partial year of installation.
Special Provisions
Weapons, guns, and knives unrelated to the work activities shall not be allowed on the work site or in vehicles parked on Park property. The Contractor shall be responsible for notifying all workers of this requirement.
Alcoholic beverages shall not be allowed on the work site or in vehicles parked on Park property. The Contractor shall be responsible for notifying all workers of this requirement.
All Contractor’s workers shall comply with the Park’s regulations regarding tobacco use. The Contractor shall be responsible for notifying all workers of this requirement.
Park personnel will not accept materials or equipment deliveries for the Contractor unless approved by the POC in advance.
COVID-19 PUBLIC HEALTH INFORMATION
Facial Covering (FC) usage at Lassen Volcanic National Park
Effective 4/24/2020 until rescinded
· Tehama County has made it mandatory to wear facial coverings in public.
· In consultation with the Regional Public Health Office, Lassen Volcanic National Park adopted the Tehama County order and CDC recommendations on the use of facial coverings in public.
· All employees, partners, contractors or others engaged in business with or conducting operations within the park are highly encouraged to wear a facial covering at any time they cannot maintain a social distance of six feet.
Facial Covering (FC) Policy Specifics:
· This Policy applies to all employees, volunteers, partners, and contractors operating within LAVO facilities and on federally managed lands in Tehama County.
· You are highly encouraged to have a facial covering with you that are readily accessible at all times and wear it when you cannot maintain 6-foot social distancing.
· A closure/restriction under 36 CFR 1.5 may be enacted by the Superintendent in the future if additional specific authority is needed regarding public use of park buildings and lands. Current authority for this policy arises from Tehama County Health and Safety Code Section 101029.

Option for Increased Quantity-Separately Priced Line Item (Mar 1989) The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 45 days. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.
52.217-8 Option to Extend Services.
As prescribed in 17.208(f), insert a clause substantially the same as the following:
Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not one year. The Contracting Officer may exercise the option by written notice to the Contractor within 45 days.
52.217-9 Option to Extend the Term of the Contract.
As prescribed in 17.208(g), insert a clause substantially the same as the following:
Option to Extend the Term of the Contract (Mar 2000) (a)The Government may extend the term of this contract by written notice to the Contractor within 30 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 45 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b)If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c)The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.
ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS – Invoice Processing Platform (IPP) (April 2013). Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (www.ipp.gov). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions- Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: vendor’s standard invoice, including the following elements: 1) Name and address of the contractor, 2) Invoice date and invoice number,
3) Contract/purchase order number, 4) The description, quantity, unit of measure, unit price, and extended price of supplies delivered or services performed, 5) Period of Service for services rendered, 6) Name (where practicable), title, phone number, and mailing address of person to notify in the event of an improper invoice.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment.
The Contractor Government Business Point of Contact (as listed in www.SAM.gov record) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to contract award or no later than 3 - 5 business days after the contract award date. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Technical capability of the contractor;
(ii) Past performance;
(iii) Price;
Evaluation factors other than price, when combined, are approximately equal to price. For the purpose of price evaluation, the Government will consider the lowest unit price.
The Government reserves the right to adjust the quantity ordered based on availability of funding at the time of award. Quote MUST be good for 30 calendar days after close of this solicitation. The government reserves the right to make award without discussions. The government reserves the right to cancel this solicitation.
(b) Options. The Government will evaluate offers for award purposes by adding the total price Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

DIAR 1452.228-70 LIABILITY INSURANCE (JUL 1996)
(a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:

(b) Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificate which may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. The contractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work.

WHAT TO SUBMIT – CONTENTS OF QUOTE.
1 - Standard Form 18 (SF-18), Request for Quotations: Complete blocks 13 through 16 on the first page. An official having the authority to contractually bind the offeror’s company must sign the SF-18 in accordance with the procedures prescribed in FAR 4.102;

3 - Acknowledge any amendments issued (if issued, these will be on Standard Form 30);

140P8420Q0126 The contractor shall factor the lump sum price to include all labor, tools, equipment, materials, to properly inspect and test fire sprinkler systems and their components in accordance with the relevant codes and standards (NFPA 13D Chapter 12 and California Code of Regulations, Title 19, Division 1, Chapters 4 and 5). Perform six-year maintenance and hydrostatic testing on applicable fire extinguishers and their components in accordance with the relevant codes and standards (NFPA 10 Chapter 7 and California Code of Regulations, Title 19, Division 1, Chapter 3).
Perform annual testing for all vehicle-designated fire extinguishers, as well as hydrostatic testing every 5 years.

Information on this form covers the minimum requirements of NFPA 25 for fire sprinkler systems connected to distribution systems without supplemental tanks or fire pumps. Separate forms are available to inspect, test an maintain other fire protection systems. More frequent inspection, testing and maintenance may be necessary depending on the conditions of the occupancy and the water supply. These tasks include all applicable weekly, monthly and quarterly inspection, testing and maintenance tasks.
