CHANNEL ISLANDS NATIONAL PARK
This is a combined synopsis/solicitation for the acquisition of annual inspections of historic trees in the park, to provide treatment recommendations and inspect completed tree pruning, a commercial item, prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2020-06 as of June 5, 2020. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/browse/index/far. Quotations are being requested via this notice only. A written solicitation will not be issued. The solicitation number is 140P8420Q0092, and the solicitation is issued as a Request for Quotation (RFQ). The North American Industrial Classifications System (NAICS) code is 541620, Environmental Consulting Services, with an associated small business size standard of 16.5 million. This solicitation for a service, is a 100% total small business set-aside, and will result in a firm fixed price contract for a base year and four option year contract to a single vendor/contractor determined to be responsive and responsible, based on best value. The Government will consider price, technical acceptability and past performance.
BACKGROUND:
The National Park Service (NPS), Channel Islands National Park (CINP) maintains historic tree plantings in four publicly visited areas on Santa Cruz and Santa Rosa Islands. The Park is seeking an ISA Certified Arborist to carry out inspection of island trees for hazards and health, make recommendations for pruning, removal or other treatment, and inspect completed pruning work. This contract is expected to include a base year (2020), and up to four option years (2021
– 2024) depending on need and available funding.
Santa Cruz Island (SCI) is the largest island off the coast of California. Located between Anacapa and Santa Rosa Islands, it lies 19 miles off the adjacent mainland coast between Ventura and Santa Barbara. Santa Rosa Island (SRI) is the second largest island and is 26.5 miles off the mainland. Both islands are accessible by Channel Islands National Park boats and concession boat services from Ventura, CA. The island lacks amenities such as stores or developed recreational facilities.
This project will take place on National Park Service property on eastern Santa Cruz Island at Scorpion Valley (including Scorpion Ranch and Scorpion Campgrounds), Smugglers Cove and Prisoners Harbor, and on Santa Rosa Island at Bechers Bay. The five project sites contain a large number of ornamental tree plantings, which were planted between 1890 and 1960. Many of these trees, primarily blue gum eucalyptus and Monterey cypress are located in high use public areas along frequently traveled trails, in campsites, public gathering areas, and adjacent to

buildings. Falling limbs or tree failure in these areas has the potential to cause damage to life and property. Most of these trees date to the 1890s and are large and mature. Some have received inappropriate pruning treatment in the past. The majority of the trees on Santa Cruz Island are numbered with small metal tags to identify the trees to be evaluated; the trees on Santa Rosa are not tagged but are easily identified.
Inspection areas are accessed by boat, and on-island either on foot or via government vehicle.
Scorpion Valley and Smugglers Cove are accessed via boat landing at Scorpion Valley, with a 3-mile drive over an unimproved gravel road to Smugglers Cove. Prisoners Harbor is accessed via a separate boat landing. All three areas receive high public visitation, and Scorpion Valley is the site of a campground with a capacity of 240 persons. Bechers Bay on Santa Rosa Island can also be accessed by boat; the developed area is within walking distance of the public pier.
All resources at CINP are protected under federal and State law. Contractors and visitors may not collect, harass, feed, or otherwise harm the wildlife, plant life or other natural and cultural resources. This includes, but is not limited to, plants, animals, rocks, shells, feathers and other natural, archeological, underwater and historic features.
STATEMENT OF WORK:
CINP requires that the trees in the four areas be evaluated, risks identified, and recommendations made to address public safety hazards and maintain the health, longevity and aesthetic qualities of the trees. Contractor will provide recommendations in the form of reports for each area, which will be used by the NPS to develop a contract statement of work for a tree service company to carry out the pruning and other recommendations. Contractor will participate in a job-walk with prospective pruning contractors and inspect the completed pruning on behalf of
CINP.
This will be a firm base year contract with the ability to exercise up to four option years.
Base Year – August 15, 2020 to February 20, 2021
Option Year 1 – February 21, 2021 to December 31, 2021
Option Year 2 – January 1, 2022 to December 31, 2022
Option Year 3 – January 1, 2023 to December 31, 2023
Option Year 4 – January 1, 2023 to December 31, 2024

Task 1: Tree inspection and reports
At the beginning of the inspection year, the contractor shall inspect trees as follows:
Santa Cruz Island: approximately 300 blue gum eucalyptus trees, approximately 9 Monterey cypress trees, and approximately 10 trees of other variety. The Santa Cruz Island inspection will require approximately 3 days in the field. The inspection work at Scorpion and Smugglers typically requires two days’ work with an overnight stay at CINP housing. Prisoners Harbor will occur during a day trip. This Santa Cruz Island work will be represented in four separate reports:
Scorpion Ranch, Scorpion Campgrounds, Smugglers Cove and Prisoners Harbor.
NOTE: For the initial 2020 base contract, Prisoners Harbor inspections will not be included.
Prisoners Harbor inspections will be included for any subsequent option years.
Santa Rosa Island: a windbreak of blue gum eucalyptus trees, which includes 225-260 mature trees in a line nearly ½ mile long, three eucalyptus at the bunkhouse, and several Monterey Cypress at the Ranch House and in a windbreak adjacent to the two barns. The first year of the Bechers Bay inspection is expected to require two field days (one overnight stay in CINP housing); subsequent years’ inspections are expected to require only a day-trip.
The contractor shall produce a report detailing public safety hazards or health problems and recommendations for treatment of each tree inspected, in order to reduce hazards from limb breakage, branch or tree failure, disease, or other.
The reports shall include:
-A chart containing information about each tree inspected, including general condition of tree and recommendations for pruning, removal or treatment (if needed), by tree number and general location -photographs, drawings or other figures indicating limbs or branches to be addressed for each tree requiring pruning or other treatment -any other general findings or observations made during the tree inspection and relevant recommendations
The contractor shall provide 1 printed copy and an electronic copy of each of the reports to the NPS. The reports shall be completed and submitted within two weeks of the site visits.
Inspection is expected to occur as soon as access can safely be provided, in keeping with COVID-19 guidance. In the event option year work is activated, work is expected to occur by May 1.

Task 2: Preparation of Estimate of Pruning Cost
The contractor shall provide a Class C cost and time estimate for all pruning and other treatment work required. The estimate will be included in the reports described under Task 1 and will be itemized based on the following geographic areas:
1. Scorpion Ranch
2. Scorpion Campground Area (Upper, Lower, and Alley)
3. Smugglers Cove
4. Prisoners Harbor
5. Bechers Bay
NOTE: For the initial 2020 contract year, Prisoners Harbor cost estimates will not be included.
Prisoners Harbor cost estimates will be included for all subsequent option years.
Task 3: Participate in tree service contractor pre-bid site visit
The contractor shall accompany CINP and potential tree pruning contractors on a pre-bid site visit to help explain the work required to carry out the report recommendations. Two days in the field are anticipated for the site visits. This pre-bid visit is expected to occur as soon as access can safely be provided, in keeping with COVID-19 guidance. In the event option year work is activated, the pre-bid visit is expected to occur by July15.
Task 4: Inspect completed pruning work
The contractor shall inspect the work completed by the tree pruning contractors to determine whether all recommendations were carried out and ISA pruning standards were met, or whether additional work is needed. Three days in the field are anticipated to be required to inspect the pruning work. The pruning work is anticipated to be completed before October 30 of each year.
REQUIRED CERTIFICATIONS/CREDENTIALS
Contract arborist shall be an ISA Certified Arborist, at an A or B level, with at least 10 years of experience in tree biology, pruning, diagnosis and treatment, and tree risk management.

PROJECT SCHEDULE:
The period of performance is dependent on the contract being awarded, and the options are anticipated to be a calendar year. The project schedule/milestones relative to the award are as follows:
• Within 2 weeks of award: Complete tree inspections
• Within 4 weeks of award: Deliver reports of recommendations
• TBD: Attend pre-bid walk through for potential treatment contractors
• TBD: Upon completion of pruning: inspect pruning
If the option years are exercised, the period of performance of the contract shall be modified and the contractor notified 45 days prior to start date for that years option to be added to the contract.
OTHER INFORMATION
A. Transportation and Housing
The Contractor will be responsible for arranging and paying for his/her own transportation to the island for the inspection trips. Transportation is available on the Island Packers concession boats from Ventura (www.islandpackers.com, (805. 642.1393). Island Packers is located at 1691 Spinnaker Drive, Ventura, in the Ventura Harbor. For the first year, due to the public closure at Scorpion, the NPS will provide transportation to Scorpion Harbor for inspections at Scorpion Ranch, Scorpion Campgrounds and Smugglers.
The NPS shall provide transportation for the Contractor while on the island.
Pending COVID-19 housing restrictions, the NPS may provide overnight accommodations at the NPS housing area in Scorpion Valley (for Scorpion and Smugglers work) at the reimbursable rate of $10.17 per person per night and, if necessary for the first year, in NPS housing on Santa Rosa Island at the reimbursable rate of 11.24 per person per night. Contractor shall maintain and clean those parts of housing that are used by the Contractor. Contractor shall provide own food and linens. Bathrooms and a full furnished kitchen are available.
B. Safety
A strain of Hantavirus (Adult Respiratory Distress Syndrome) has been identified in mouse populations on SCI. There have been no reported human illnesses from contact on the island.

vomiting, followed by rapid onset of respiratory distress 12 hours to several days later. The disease is spread through contact (aerosol or skin) with urine, feces, or nesting materials of rodents, or through contaminated food or water. This is a life-threatening illness.
Contractor shall provide a signed Certification of Receipt of “Hantavirus Notice, Awareness, and Precaution Information.”
Additional COVID-19 health screening and housing cleaning protocols will likely be required for at least the first year for island site visits.
FAR 52.237-1, Site Visit (Apr 1984)
Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
C. Site Visit Information
(1) Channel Islands National Park will conduct a site visit for interested parties as follows: in-person visit to Bechers Bay (1a) and virtual site visits for Prisoners Harbor, Scorpion Ranch, Scorpion Campgrounds and Smugglers Cover (1b). A National Park Service Representative(s) will conduct the tour to orient prospective offerors to the project and the statement of work. All prospective offerors are urged to inspect the site of the work prior to preparing a response to this solicitation.

(3) COVID-19 PUBLIC HEALTH INFORMATION
All attendees of site visit will be required to adhere to social distancing guidelines as recommended by Centers for Disease Control and Prevention (CDC) at cdc.gov and conform to all current local government health orders and Park regulations, including the guidance as follows:
Facial Covering (FC) usage at Channel Islands National Park Eff. 4/24/2020 until rescinded
· Ventura County has made it mandatory to wear facial coverings in public.
· In consultation with the Regional Public Health Office, Channel Island National Park adopted the Ventura County order and CDC recommendations on the use of facial coverings in public.
· All employees, partners, contractors or others engaged in business with or conducting operations within the park must wear a facial covering at any time they cannot maintain a social distance of six feet.
Facial Covering (FC) Policy Specifics:
· This Policy applies to all employees, volunteers, partners, and contractors operating within RNSP facilities and on federally managed lands in Ventura County.
· You must have a facial covering with you that is readily accessible at all times and wear it when you cannot maintain 6-foot social distancing.
· A closure/restriction under 36 CFR 1.5 may be enacted by the Superintendent in the future if additional specific authority is needed regarding public use of park buildings and lands. Current authority for this policy arises from Ventura County Health and Safety Code Section 101029.
Participants must provide their own personal protective equipment including facial coverings. If they do not, they will not be allowed to participate in the site visit meeting.

Some local areas have lodging restrictions in place; attendees should verify lodging availability.

ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS – Invoice Processing Platform (IPP) (April 2013). (b) Each policy shall have a certificate evidencing the insurance coverage. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed.
