SECTION M: Evaluation Factors for Award

(a) Evaluation is an assessment of the quote and of the quoter's ability to perform the prospective contract successfully.

Evaluation and award will be conducted using the simplified acquisition procedures described in FAR Part 13 and will be based solely on the quote and its associated documents. Review instructions above to ensure quote is complete.

(b) The Government will award a single firm-fixed-price contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation represents the best value to the Government, price and other factors considered.

(c) The following factors will be used to evaluate each quote. When combined, the non-price factors are approximately equal to price.

1. Price. NPS will perform a price evaluation to determine the reasonableness of the quoted price.

Reasonableness will be determined considering other competitive prices received and comparison to the independent Government estimate (IGE) or to any other information the Contracting Officer deems useful in their discretion. The Government will look at whether a quoted price is too high, possibly indicative of capabilities that exceed those needed for successful performance of the work; and may also consider whether a quoted price is too low, since this may indicate a lack of technical understanding on the quoter's part or a performance risk associated with the quote that the agency may not be willing to accept.

2. Technical capability

a. Experience. This factor includes an assessment of the Quoter’s relevant experience, because it is an opportunity to learn about performance methods, problems, and solutions by having done the same or similar work in the recent past. The quoter’s relevant experience can be their direct participation as a prime contractor or subcontractor. Quoter shall have at least three years or more of experience constructing slab foundations for buildings. Use the Relevant Experience template provided in

Attachment 2, Forms to Submit with Quote to document relevant experience (use one form per project).

b. Approach/Work Plan. Quoter shall demonstrate that the work can be accomplished in accordance to the project specifications by providing a written work plan that explains their approach to the project, sequence of the work, and provide a project schedule that shows all tasks/phases of the project scheduled out. Having a written approach/work plan and project schedule will assist the Government in evaluating your quote to determine your understanding of the project as specified.

3. Past Performance of the quoter on projects similar in scope and complexity. This measures the degree to which a [sub]contractor has satisfied its customers in the past and is a measure of quality (e.g. Did the firm complete previous jobs timely? With a high level of quality and in accordance with the specifications? Did they manage the administrative functions well?). Based on the findings, we will assess the government’s confidence for each quoter to successfully perform the contract requirements. Each project on which past performance information is collected will be rated for recency and relevance. Past performance information for projects that are more recent and/or more relevant will receive more weight in the confidence assessment. The Government may contact sources listed by the quoter and/or other sources of information including, but not limited to, Federal, State and Local governments, better business bureaus, published media, and electronic databases to verify the information provided in the quote. References provided in your Relevant Experience forms may be contacted.
